So money allocated for social support, the development of education, health service, and culture, is still the budget's main expense item. The budget should also be aimed at reaching national goals of development, set by the Presidential Decree.”
There are many goals, all of them important, but there are top-priority ones. Demographics and health service - a national project worth almost three trillion rubles. This money will be used for building hospitals, polyclinics, and paramedic-obstetrician units throughout the country. They will be set with high-end medical equipment. Specialists will be supported with housing and decent salaries. A separate line in the budget is maternity capital. It will rise. Next year, it will be 466,000 rubles ($7,300). The minimum wage will rise as well.

Cinetrain is a documentary filmmaking experience. It’s a working method that is inspired by the work of Alexander Medvedkin and his Cinetrain in 1930’s Soviet Russia.
For this project, in January 2013, a group of 21 filmmakers from 14 countries met for the first time in Moscow. On the next day they were sent on a trip to make films that would explore widespread stereotypes about Russia. Over the following month, they shot and edited the 6 short films that compose this almanach. They traveled 10 000 km by train to engage in a dialog with the Russian people and to understand the ideas the Russians have about themselves.
The short films composing this almanach were selected to over 200 festivals and wan over 30 awards at some major festivals (Sundance, Locarno, Chicago)

The families of the Kursk crewmen continue to arrive in Murmansk, driven by a desperate desire to be close to their loved ones who, they hope, just may still be alive inside the trapped submarine.
A whole carriage load of crewmen's relatives arrived in Murmansk on Saturday from the city of Kursk, after which the submarine is named.
At least seven out of the 118 men on board the Kursk come from the city which has close ties to the stricken underwater craft.

Russian President Vladimir Putin awarded the Head of State prize for children and youth for works in the fields of literature and art at the Kremlin in Moscow, Friday.
The laureates of the award for young artists were awarded to artist Vera Lagutenkova and actor Anton Shagin, as well as the director of the State Museum of Primorsky Region, Viktor Shalay. The laureates of the presidential award were awarded to film director Vladimir Grammatikov, animator Leonid Shvartsman and writer Anastasia Orlova.

RUSSIA CHOOSES ITS TOP BEAUTY
Seventeen-year-old Irina Kovalenko, a student from Murmansk, was crowned Miss Russian Beauty at a massive, glam packed ceremony in Moscow on October the 10th.
In a country obssessed with beauty pageants, the Miss Russian Beauty competition is easily the most prestigious. The winner becomes Russia's entry for the Miss World competition, to be held in South Africa this November.
The pageant, to be broadcast nationwide shortly before the Miss World competition, saw 42 Russian regions enter girls. After regional heats, only 5 areas got girls into the Moscow final.
Irina Kovalenko dedicated her dance to the victims and families of the Kursk submarine disaster.
Irina studies at the Murmansk State Technical University. She is an amateur gymnast, and has won awards at the International Festival of Stage Dancing in Norway.
With her title, Irina also recieved 150,000 roubles (USD 5,000), a diamond necklace and other jewellery, cosmetics and home appliances.
She will spend the next several weeks preparing for the Miss World contest.
