2018年國際安全社區認證-壽豐鄉
壽豐鄉位於台灣島的東部，隸屬於花蓮縣境內13鄉鎮之一。鄉內地形複雜，西有中央山脈、東有海岸山脈，台灣島東部的狹長縱谷地形，壽豐鄉即是第一站。鄉境內總面積218平方公里，地形有山、有海、有平原，還有花蓮溪橫貫其中。花蓮溪出海口，便是廣闊的太平洋。
自2006年開始，壽豐鄉由地方社團與政府共同合作，申請國際安全社區認證，提倡居住生活的安全，以及生活在這片土地上的尊嚴。
在超高齡化社會中，我們首先於全鄉境內開設13個高齡長輩照護班，透過班級課程教導用藥知識、健康活動；之後以及定期的電話問安、生活訪視，形塑全鄉內的高齡長輩照顧網絡。
青壯年人口議題，由公家機關與農會共同合作，推廣有機無毒農作區，增加青壯年返鄉務農之比例，讓青壯年人口能夠回鄉擔負家庭照顧與鄰里守望之責任；在新住民的生活與文化融合中，有新住民學習中心教導新住民中文、適應生活，並定期的居家訪視，輔導生活獨立與自主；青少年的面向中，則有照顧孩童的五味屋以及壽豐數位機會中心，以夜間課輔、假日活動，協助青少年的成長與照顧。
在環境議題中，鄉鎮內有居民組成的山林巡守隊、環保清潔隊，以及壽豐消防隊定期的巡視社區，加強水土保持觀念。並且因應颱風、地震的頻繁，組成災難前的救護組織，與災難後的清潔維護工作。此外，有機無毒的農耕區推廣，亦是我們的重點之一，因為生物的多樣性能夠塑造環境的健康與安全，是我們在環境議題中的其中一項重要安全工作。
在鄉內事故議題上，由於鄉鎮內橫貫了全國最長的省道台九線，來往車輛龐大，交通問題幾乎是鄉鎮內事故的主因。我們結合了環境與交通議題，針對大型貨車設置「綠色」隧道，以減緩車輛行駛速度與美化為目的，限制大型車輛進入交通人口聚集處。
針對鄰近的國立東華大學、台灣觀光專校的學生，也因應大學區內的交通疏導，實施單、雙月的停車制度，是以本鄉獨有的交通制度，為因應大學路的居民與店家門口的便利和使用，以單雙月停車不同邊，增加用路限制的公平性，也使得原有的8公尺寬之道路，能夠在壅塞的情況下得到疏通。
在台灣一小角的壽豐鄉，面對整個世界雖然毫不起眼，但我們卻讓一個颱風年年登入、地震頻繁發生的偏鄉地區，成為國際認證的安全社區，不僅提升我們的生活品質，也讓在這片土地上生活的居民們感到居住的快樂。透過居民、社團，以及地方首長，我們真正實踐了理想目標：「老有所終、壯有所用、幼有所長」。
Shoufeng Township is located in the east of Taiwan, which is one of the thirteen townships attached to Hualien County. Eastern Taiwan's terrain is a long narrow Rift Valley between Central Mountain Range and Seashore Mountain Range. The total area of township is 218 square kilometers, including mountains, seas, plains, and Hualien River cut across the township. The mouth of river meets the Pacific Ocean.
Shoufeng Township applies for the ISCCC with the cooperation of government and local communities and got the certification in 2008.Promote the safety of living and the dignity of living on this land.
In super-aged society issue, we open 13 classes teaching the knowledge of using medicines and the health activity. after that we phone greeting and visiting regularly to create the network of caring the seniors.
To cope with the outflow of the young adults, civil service and agricultural association promote an organic farming area to increase the proportion of people come back to farming. Therefore the young adults can share the responsibilities of caring their family and neighborhood watch.
In order to help the new residents blend into the community, new residents’ learning center teach Chinese, Culture and visiting regularly to help them become independent.
For the teenagers, Shoufeng Digital Opportunity Center and 5 Way House have nighttime tutoring and activity in the weekend.
In the environmental issue, the residents form up forest patrol team and environmental cleaning team, Shoufeng fire department patrol the community regularly to enhance the residents’ knowledge of soil and water conservation. To cope with the frequent typhoon and earthquake, we puts the flood and the damage from the typhoon at the first place, and organizes the rescue system pre-disaster and cleaning and maintains works after the damage.
Besides, promoting organic farming area is one of our points, because the diversity of creatures creates a healthy and safe environment.
In the accident issue, Taiwan Route 9, which is the longest provincial highway in Taiwan, cut across the whole township and many large vehicles passing through. Traffic problem is nearly the main accident issue in the township.
Our association combines the environment and traffic issue, set up a “Green” tunnel for large vehicles to reduce the speed and embellish the environment. Moreover, we restrict the large vehicles driving into the place with dense population.
In order to ease the traffic problem in the school district, National Dong Hwa University and Taiwan Hospitality& Tourism College, we establish a unique parking system that the car only can park at the same side in every other month. In this way, not only relieve the traffic at the 8 meters wide roads but also increase the fairness to the residents and the shops on both sides of the road.
Shoufeng Township, a little corner in Taiwan, unobtrusive in the world, is a remote area with countless typhoons and earthquakes. After the hard work for 10 years, this land became certificated international safe community. We not only increase the living quality but also make every residents feel the happiness living in this land.
