UPDATE: Tourists and visitors off limits to Negros Capitol Building Lagoon, Bacolod City Philippines
Negros Occidental Provincial Capital Lagoon and grounds are off limits for tourists and local visitors. Ayala Land Corporation allegedly is in charge of ongoing restoration but I saw only a couple of workers in sight. It has been closed for a while now.

The Capitol Park and Lagoon is a provincial park located in Bacolod City, Negros Occidental, in the Philippines. The park features sculptures by Italian sculpture Francesco Riccardo Monti and Guillermo Tolentino.
Bacolod Public Plaza
The plaza is the heart of the MassKara Festival celebration. The MassKara Festival is a month long celebration held each year in Bacolod City. The Bacolod public plaza is the final destination of MassKara street dancing competition which is the highlight of the celebration.
Bacolod City Government Center
The New Government Center (NGC) is one architectural masterpiece. You will find a water fountain and a vast, clean and safe park surrounding the building. There are also restaurants and food outlets nearby on the same property.

Meet Bao, the Unbowed Carabao in Bacolod City
The Negros Museum unveiled on April 28, 2019 another carabao landmark in Bacolod City. The 5-ton and 14 feet tall Bao is considered the tallest carabao structure in Bacolod, aside from the two bowed water buffalos at the provincial Capitol Lagoon.
It is a collaboration of Negrense sculptor Rafael Paderna and mosaic artist Lisa de Leon-Zayco, which tells the story of the sugar industry in Negros Occidental.

The Negros Museum
The Negros Museum is dedicated to promoting and sustaining a deep understanding of local culture, history, artistic practice, and ecology, primarily among the children and youth of the island of Negros, and also among peoples visiting the province.
Conceived in 1987, the Negros Museum opened on March 16, 1996 and served as Negros Occidental’s provincial museum.
Primarily under the umbrella of the Negros Cultural Foundation, Inc., the Negros Museum has incorporated itself under the Securities and Exchange Commission in 2008 and is accredited under the National Commission for Culture and the Arts, the Department of Social Welfare and Services, the Province of Negros Occidental and City of Bacolod.
The Negros Museum, has been the forefront of the preservation and the development of Negros Culture and History. Operated by the Negros Cultural Foundation the museum is currently on its 22nd year of operations and has contributed in the promotion of Filipino arts and culture through various programs and activities
The original location of The Negros Museum was at the Negros Occidental Provincial Capitol. In 2001, the museum including its exhibits was transferred to its current location at the Former Agricultural Building, 300 hundred meters away from its original site.
The Negros Museum is dedicated to promoting and sustaining a deep understanding of local culture, history, artistic practice, and ecology, primarily among the children and youth of the island of Negros, and also among peoples visiting the various areas of the province. The Negros Museum commits to this work in order to contribute to long lasting social understanding.
In response to a real need to for increased information about local culture and history, complex links between local and national as well as international culture and history, The Negros Museum sees itself as a resource center providing, compiling and enlivening access to such information through exhibits, performances, lectures and fora.
In its relationship to its primary audience, the Museum takes on an educational role and views itself as an institution complementing and augmenting the information provided by the public and private school system.
As a resource center, The Negros Museum offers its collections and exhibitions as material instruments for linking the community memory and the community’s understanding to the present.
Throughout the years, The Negros Museum has grown and established an excellent record for providing an alternative venue for educating young Negrenses in their own history and culture, as well as bringing world-class cultural events and shown in to Negros.

UPDATE about the Biggest park in bacolod city
I and my kids went to capitol lagon in Bacolod city and we observe it is very clean and nice to hang around with your kids and I suggest to everyone to visit there it's nice and also they have events coming about chiness new year so we'll possible to come back that time during the celebration.

A tour of Bacolod’s attractions starts at the city plaza, where you’ll find San Sebastian Cathedral (built in 1876). Its coral stone is from Guimaras and its hardwood is from Palawan. The historical building of Palacio Episcopal (Bishop’s Palace), built in 1890, served as a refuge for the Spanish colonizers during the revolt of 1898. The Fountain of Justice in front of the old city hall is where the Spanish colonizers surrendered to Filipinos in 1898.

The stunning Diocesan Shrine of St. Thaddeus is known for its “floating” Risen Christ at the altar, and its painted ceiling. The Sta. Clara Chapel may seem modest, but it has a mosaic mural made from mother of pearl and 95,000 pieces of shells. The San Antonio Abad Church looks like a crown, and is notable for its altar made by National Artist Solomon Saprid.
Wander around the man-made Capitol Park and Lagoon in front of the Negros Occidental Provincial Capitol Building.
For a primer on Negrense culture and heritage, visit the Negros Museum. You’ll see exhibits of the rich history of Bacolod. The central exhibits of the museum are a massive replica of an Iron Dinosaur steam engine, and a 40-foot traditional boat called batil. Other interesting exhibits are the gallery of folk art and toys from all over the world, and artwork by Bacolod artists depicting life during the pre-Spanish era and the sugar boom. Another must-visit is the Dizon Ramon Museum, which houses an extensive collection of glassware, ceramics, memorabilia and religious icons.
Bacolod City also has its share of ancestral homes. Visit the 19th-century Yulo Ancestral House, which was home to the city mayor during World War II. The towering Lizares Mansion features Chinese-inspired furniture.
Plant lover? Then you’ll want to check out the various species of plants near Brgy. Alingalan. The Bacolod Western Visayas Clonal Nursery is an important part of the city government’s plans for reforestation.
