Building a Case for Change – Programme-Based Budgeting Reform in Malawi
Malawi sought to implement programme-based budgeting to build stronger linkages between sector and national policies and the budget; a shortcoming of the previous output-based budget. However, the initiation of the reform took place in an environment of donor fatigue after the cashgate scandal and in the midst of political transition. Tithokoze Samuel and her team were faced with the challenge of changes in the structure of government with MDAs changing through mergers. Furthermore, the team had to convince a skeptical Ministry of Finance senior management team including the Minister of Finance of the relevance of the reform.
Tithokoze and her team opportunistically presented the programme-based budgeting reform as a way to embed accountability processes at the core of the budget framework. The reform was approached in phases, progressively bringing on-board the relevant MDAs as they came to terms with the complexity of the reform.
Interviewee Profile - Tithokoze Samuel
Tithokoze joined the Malawi Ministry of Finance in 2005 as a budget officer tasked with assisting Ministries Departments and Agencies’ budget preparation and the monitoring of budget execution. She was appointed as a Principal Budget Officer in 2010 as part of the team responsible for championing the implementation of reforms in the Budget Division. Between 2011 and 2016, as an Assistant Budget Director, Tithokoze oversaw Malawi’s migration to programme-based budgeting starting from 2014. She is currently heading the newly established cash management unit for the government of Malawi.

Malawi, 22 January 2015 - More rain expected in Malawi over the weekend, but the Malawian government saying it's hoping the worst heavy downpours are over. Earlier Malawian President Peter Mutharika visited one of the areas worst affecting by flooding.

Malawi commemorates World Refugee Day at Dzaleka Camp, situated 40km from the capital Lilongwe. The UNHCR resident representative George Kuchio said during the commemoration that Malawi has more than 10,000 Congolese refugees and 6,000 from Burundi.

I am overly overwhelmed by Chinese power. Everywhere in Africa, it occurs to me quite often. I see chinese restaurants all over the world but in Africa it is way more than just that. Road constructions with chinese supervisors and heavy equipments made in china. Chinese owned grocery shops in the tiny villages sell the basic supplies. In Lesotho, chinese build the parliament building with their own cost. It almost feels like nothing can change the fact that the continent of Africa has an enormous impact from China. And here I am in front of a huge and gorgeous supermarket in Lilongwe. I am truly amazed. Keep up, Japan!

中国パワーすげえ。アフリカを旅して、ホント良く思うこの言葉。世界中で中華レストランはよく見かけるけれど、ここアフリカではそれ以上の存在感を確実に持っている。道路工事は中国人現場監督が現地の人に指示を出していたり、その工事に使う重機も中国製だったり、小さな村にも中国人経営の商店があって、村人の生活用品はそこでしか買えないものも多い。レソトなんかは、国会議事堂を中国移民たちが自費で建てたとか。アフリカ大陸での中国の影響は計り知れなくて、その現実はちょっとやそっとじゃ覆せないとこまで来てるなぁなんて思っていた矢先、ここリロングウェの中華スーパーの巨大さ綺麗さにとどめを刺された。中国人はすごいと心底思う昨今。日本も頑張れ!
GHC Malawi Fellows (2014-2015) Raise Money for Breast Cancer in Malawi
On Saturday, 18 October 2014, the Centre for Medical Diagnostics (CMED), Papaya restaurant and other local partners in Malawi hosted the first-ever Breast Cancer Awareness Walk in Lilongwe, the capital city of Malawi. The five kilometer walk started early from the Parliament Building and ended at the Lilongwe Wildlife Centre. The festivities kicked-off at Koko Bean Cafe with survivor stories and tutorials for self breast-examinations. There was a bazaar for local vendors to show off their crafts and sell second-hand clothing and accessories and delectable sweets.
Global Health Corps (GHC) Fellows in Malawi, Aisha Twalibu and Chad Noble-Tabiolo, were invited by the organizers to be a part of this momentous effort to help raise awareness and money for breast cancer diagnosis and treatment. We raised money through a bake-sale that amounted to almost 8000 Malawi Kwacha in proceeds going to the charity, Cancer Survivor Quest in Malawi.
The event was also a platform for GHC Malawi Fellows (2014-2015) to recruit for the 2015-2016 GHC application cycle and to raise visibility around GHC’s vision and mission in Malawi. Among the dozens who stopped by were two current Malawi fellows, Umba Zalira and Dorothy Mkwezelamba, who showed their support by participating in the 5km walk and talking to prospective applicants.
