CHNEP Watershed Summit:Pilot Project to Create Oyster Reef Habitat in the Peace River Estuary
The Charlotte Harbor National Estuary Program (CHNEP) is a partnership working to protect the natural environment in Florida from Venice to Bonita Springs to Winter Haven. The CHNEP hosts the Charlotte Harbor Watershed Summit every three years to learn about current research and restoration efforts, critical environmental issues affecting the Charlotte Harbor watershed and to review progress since the preceding summit. Summits are important in the CHNEP process of bringing public and private stakeholders together. This video is of one of the 43 presentations given during the March 25-27, 2014 summit. Visit CHNEP.org/Summit2014.html to learn more and see PDF files of posters and sponsors. This summit was made possible by all the speakers who donated their time and to sponsors.

The Nature Conservancy's Gulf of Mexico Program has identified the Charlotte Harbor estuary as a marine priority area due to its rich collection of marine species and habitats. A Charlotte Harbor Feasibility Study conducted by the Conservancy in 2010 showed that oyster reef habitat has dramatically declined in the estuary. Recent modeling of sea level rise impacts demonstrates that coastal wetland systems in Charlotte Harbor are at risk of disappearing in some areas. Restoring oyster (Crassostrea virginica) reef habitat to the Charlotte Harbor system will help return valuable ecosystem services and where strategically placed, can help slow the loss of coastal wetlands as sea level rises. Using recommendations from the 2012 Charlotte Harbor National Estuary Program (CHNEP) Oyster Habitat Restoration Plan and the Conservancy's Charlotte Harbor Coastal Resilience project, the Conservancy has launched a science-based pilot project to create oyster reef habitat in the northern portion of the estuary. The project goal is to create 0.25 acres of oyster reef in the Peace River adjacent to Trabue Harborwalk in the City of Punta Gorda. This site was selected because of its natural mangrove shoreline, high suitability according to the CHNEP Oyster Habitat Restoration Plan, and access and visibility to the public. The project will have a strong community outreach component designed to help increase public awareness of the many benefits oyster reefs provide to nature and people. The pilot project was designed using criteria from the newly developed Draft General Permit for the Restoration, Establishment and Enhancement of low profile Oyster Habitat and will test three methods that have been used to successfully restore/create oyster habitat in other Florida estuaries. These methods include: (1) oyster bags, (2) oyster mats, and (3) loose fossilized shell surrounded by a stabilizing perimeter of oyster bags. It is anticipated that this project will result in an improved understanding of which of the three methods is most successful at establishing oyster habitat and related ecosystem functions in the Charlotte Harbor estuary. The monitoring plan follows the universal performance criteria and monitoring techniques recommended in the Oyster Habitat Restoration Monitoring and Assessment Handbook recently developed by the Conservancy, the National Oceanic and Atmospheric Administration and other partners. Due to the project's location within the designated critical habitat for the endangered smalltooth sawfish, the Conservancy is also partnering with the Florida Fish and Wildlife Conservation Commission to tag and track juvenile sawfish in the vicinity of the project to better understand their utilization of these types of habitats.
