Beijing strongly condemned on Wednesday a proposed US military plan to send aircraft and Navy ships near disputed South China Sea islands to contest Chinese territorial claims over the area.
Do you think we would support that move? We are severely concerned about relevant remarks made by the American side. We believe the American side needs to make clarification on that, Foreign Ministry spokeswoman Hua Chunying.
The unusually strong comments came after US officials said Defense Secretary Ash Carter had asked his staff to look at options to counter China's increasingly assertive claims over disputed islets in the South China Sea. Those options, officials said, include flying Navy surveillance aircraft over islands and sending US Navy ships within 12 nautical miles of reefs that have been built up in recent months around the Spratly Islands.
We always uphold the freedom of navigation in the South China Sea, Ms. Hua said. But the freedom of navigation definitely does not mean the military vessel or aircraft of a foreign country can willfully enter the territorial waters or airspace of another country. The Chinese side firmly upholds national sovereignty and security.
Ms. Hua said Beijing urged relevant countries to refrain from taking risky and provocative action.
The proposed US military maneuvers and China's swift response have raised the stakes in an already tense regional showdown over who controls the disputed waters. Six governments -- China, Vietnam, Brunei, Malaysia, Taiwan and the Philippines -- claim the South China Sea waters, islands, reefs and atolls in whole or in part.
The Philippines, the country in the region that has taken the most confrontational stance against China, quickly welcomed the news of the US plan.
The rest of Southeast Asia was holding its tongue, at least for now. Privately, many diplomats and leaders in the region say they worry about the potentially destabilizing impact of a confrontation between Washington and Beijing.
Manila has mounted a legal challenge of China's claims at the United Nations, much to Beijing's annoyance, and the country's foreign secretary, Albert del Rosario, said Tuesday in Washington that the Philippines is seeking more help from the US in pegging back China's land-reclamation efforts in disputed waters.
The Philippines believes that the US, as well as all responsible members of the international community, do have an interest and say in what is happening in the South China Sea, said Charles Jose, spokesman for the Philippine Department of Foreign Affairs, early Wednesday, citing freedom of navigation and unimpeded flow of commerce among other factors.
The Philippines has tried to nudge the 10-member Association of Southeast Asian Nations closer to a firmer stand against China's continuing land-reclamation projects, but many countries are wary. A recent statement from Asean criticizing land-reclamation programs in the South China Sea, for instance, didn't specifically name China.
The biggest concern among some is that US efforts to ensure free navigation in the region might be interpreted in China as an effort to contain Beijing's growing influence, which could escalate tensions further.
Malaysia, which currently holds the rotating chairmanship of Asean, also lays claim to parts of the South China Sea, but officials there said it was too soon to say anything about the US's new direction.
Officials in Vietnam, another claimant, didn't immediately respond to requests for comment.
Australian Foreign Minister Julie Bishop told The Wall Street Journal that Canberra doesn't take sides on competing territorial claims in the South China Sea, but is in close contact with the US on regional tensions.
We are concerned that land reclamation activity by China and other claimants could raise tensions in the region, Ms. Bishop said.
The expansion of South China Sea shoals has put Canberra in an uncomfortable position between Washington, its longstanding security ally, and China, its largest trade partner. Defense Minister Kevin Andrews is expected to discuss regional tensions with his US counterpart, Ash Carter, in Singapore in a few weeks.
US military commanders have in recent months urged Australia to consider joining multinational patrols in international waters north of Indonesia, while also increasing the frequency of US warship and aircraft visits through Australian bases on the periphery of regional tensions.

When Chinese naval supply vessel Qiandaohu entered Australia’s Albany Port this month to replenish Chinese warships helping search for a missing Malaysian airliner, it highlighted a strategic headache for Beijing – its lack of offshore bases and friendly ports to call on.
China’s deployment for the search – 18 warships, smaller coastguard vessels, a civilian cargo ship and an Antarctic icebreaker – has stretched the supply lines and logistics of its rapidly expanding navy, Chinese analysts and regional military attaches say.
China’s naval planners know they will have to fill this strategic gap to meet Beijing’s desire for a fully operational blue-water navy by 2050 – especially if access around Southeast Asia or beyond is needed in times of tension.
China is determined to eventually challenge Washington’s traditional naval dominance across the Asia Pacific and is keen to be able to protect its own strategic interests across the Indian Ocean and Middle East.
“As China’s military presence and projection increases, it will want to have these kind of (port) arrangements in place, just as the U.S. does,” said Ian Storey, a regional security expert at Singapore’s Institute of South East Asian Studies.
“I am a bit surprised that there is no sign that they even started discussions about long-term access. If visits happen now they happen on an ad-hoc commercial basis. It is a glaring hole.”
The United States, by contrast, has built up an extensive network of full bases – Japan, Guam and Diego Garcia – buttressed by formal security alliances and access and repair agreements with friendly countries, including strategic ports in Singapore and Malaysia.
While China is building up its fortified holdings on islands and reefs in the disputed South China Sea, its most significant southernmost base remains on Hainan Island, still some 3,000 nautical miles away from where Chinese warships have been searching for missing Malaysia airlines flight MH370.
Military attaches say foreign port access is relatively easy to arrange during peace-time humanitarian efforts – such as the search for MH370 or during anti-piracy patrols off the Horn of Africa – but moments of tension or conflict are another matter.
“If there was real tension and the risk of conflict between China and a U.S. ally in East Asia, then it is hard to imagine Chinese warships being allowed to enter Australian ports for re-supply,” said one Beijing-based analyst who watches China’s naval build-up.
“We are pragmatic and we know there are sensitivities surrounding these kinds of discussions, or even historic suspicions in some places, so the time is probably not right just yet,” he said.
“I expect to see more friendship visits, and on-going access on a request basis. Then there is the issue of making sure the facilities can meet our needs.”
Operationally, long-range deployments such as the anti-piracy patrols and the search for wreckage of MH370 have proved important logistical learning curves, he added.
Potential blue-water deployments of future air-craft carrier strike groups further complicates China’s logistical outlook.
China’s first carrier, the Liaoning, a Soviet-era ship bought from Ukraine in 1998 and re-built in a Chinese shipyard, is being used for training and is not yet fully operational.
Regional military attaches and analysts said it could be decades before China was able to compete with U.S. carriers, if at all.
Tai Ming Cheung, director of the U.C. Institute of Global Conflict and Co-operation at the University of California, described the MH370 search as a “major learning moment” for the People’s Liberation Army (PLA) and could lead to a push from its top brass to develop global power-projection capabilities.
The PLA covers all arms of the military, including the navy.
Chinese officials and analysts have bristled at suggestions by Western and Indian counterparts that Beijing is attempting to create a so-called “string of pearls” by funding port developments across the Indian Ocean, including Pakistan, Sri Lanka, Bangladesh and Myanmar.
Nor is the base at Woody Island in the Paracels further north, where China is expanding a runway and harbor.

US latest fleet stations in Singapore for controlling the strategical port USA military power
The U.S. Navy’s first littoral combat ship USS Freedom arrived in Singapore on Thursday to officially begin its maiden overseas deployment.
The first-in-class ship departed San Diego on March 1 and had port visits in Hawaii, Guam and the Philippines en route to its new home, according to a Logistics Group Western Pacific statement.
The Freedom will participate in exercises, visit foreign ports, conduct maritime security operations and allow the LCS Council — a working group established in August by chief of naval operations Adm. Jonathan Greenert — to evaluate crew rotation, maintenance plans and the program as a whole.
“We plan on spending most of our time here in Southeast Asia — this will be Freedom’s neighborhood for the next eight months,” commanding officer Cmdr. Timothy Wilke said in the statement…
Littoral combat ships have a shallow draft so they can operate where bigger ships cannot. They are fast and can be fitted with different mission modules, such as surface warfare, minesweeping and anti-submarine warfare, depending on the mission.
The Freedom arrives in Singapore fitted with a surface-warfare mission package and maritime-security module, Navy officials said. The 91 sailors include mission package personnel and an aviation detachment to operate an embarked MH-60 helicopter.
The Freedom is slated to participate in the International Maritime Defence Exhibition and Conference in Singapore next month, the statement said. In the months that follow, the ship is scheduled to join other 7th Fleet units and regional navies in select phases of the Cooperation Afloat Readiness and Training and Southeast Asia Cooperation and Training exercises.
By the end of 2021, the Navy expects to have 24 littoral ships under contract, with 16 assigned to the Pacific Fleet.

China has successfully landed a warplane on its first aircraft carrier. The new J-15 jet fighter touched down on the Liaoning as part of the ship’s operational tests.
The Liaoning, a refurbished Soviet-made ship, was delivered to the People's Liberation Army (PLA) Navy on September 25 in a move that will bolster China’s ability to project military power.
A video of the landing, broadcast by China Central Television, showed a J-15 tail hook engaging a cable on the deck of the carrier as the jet landed and slowed to a halt. China self-developed the technology for the landing, which some military experts believed would not be ready until next year.
The successful landing… has always been seen as a symbol of the operating combat capability for an aircraft carrier, Zhang Junshe, vice director of the military's Naval Affairs Research Institute told state television.
Landing a plane on the 300-meter-long carrier was a crucial test in evaluating the ship’s combat readiness. The carrier is expected to be fully operational in about three years.
The crew performed more than 100 training and test programs, the Chinese Navy said, including landings and takeoffs by at least two Chinese-made Shenyang J-15 multipurpose carrier-borne jets.
Beijing bought the partially built aircraft carrier from Ukraine 10 years ago, and completed it at the port of Dalian in China's northeastern Liaoning province. The ship, dubbed 'Varyag' by the Soviet Navy, was sold off after the collapse of the USSR.
The J-15 fighter is believed to borrow design elements from the fourth-generation Sukhoi Su-33 T10K, another Chinese military purchase from Ukraine. The aircraft uses Russian-made engines, and can be armed with precision-guided bombs and both air-to-surface and air-to-air missiles.
Beijing is rumored to be constructing two more independently built aircraft carriers as part of a push to modernize its military.
China is building up its naval capabilities amid rising tensions with its neighbors over several territorial disputes in the East China Sea. A conflict recently escalated with Japan over a group of islands, fueling anti-Japanese riots in China and leading to declining sales of Japanese goods in the country.
China has also seen a rise in similar tensions with Vietnam and the Philippines.

A rising number of men in China are considering cross-boarder marriage in Vietnam as Vietnamese women are portrayed in a more favorable light than women in China. In addition, an increasing number of Chinese men cannot find a suitable partner in China.
At least one wedding ceremony takes place every week in restaurants near Thanh Long Hotel, Haiphong, a port city in northern Vietnam. Among the newly married couples, brides are young Vietnamese women and the bridegrooms are from China. From the perspectives of some Chinese men who came to Haiphong for speed dating, the idea of marrying a Vietnamese bride is intriguing.
It is the second time Zhao Hai has traveled to Haiphong. Hai is almost 40 years old and single. The purpose for his visit is to get a wife in Vietnam. There are many Chinese men like Hai who visit in tours to Haiphong in hope of marrying Vietnamese women. They come from many places around China, such as Shanghai, Beijing, Shenzhen, Guangzhou, etc. Some of them are unable to afford marrying local women in China; some are looking to find a wife with traditional traits, such as sympathy, thriftiness, hardworking and tenderness; some are just seeking for affairs.
In Thanh Long Hotel, the speed dating event is often arranged in two groups, one group of Vietnamese women and one group of Chinese male tourist. Each male visitor will spend about ten minutes talking to an individual Vietnamese girl of his preference in a private guest room at the hotel. Most of the time, conversations during the speed dating event are often direct and short. Conversation topics are mostly about basic information of the two individuals like age, jobs and ideas about married life.
Most of the male visitors are shy and reluctant to ask questions during the dating. The worst part is that the language barrier often prevents both sides from talking freely to each other. In order to better understand each other, the matchmakers often play the role of interpreter despite their limited language capacity.
It is not uncommon to see a last-minute marriage in the Thanh Long Hotel. When both sides are satisfied with each other, it is quite possible that they schedule a quick wedding ceremony in the nearby restaurants. There is always competition involved with speed dating; thus, either side has to make decisions quickly; otherwise, the Chinese man or the Vietnamese woman might lose the chance of marrying the right person. Hai hesitated to marry a Vietnamese girl when he came to Haiphong for the first time. When he made up his mind eventually, the girl had already married someone else. I won't let any chance slip through my fingers again, Hai said in regret when he visited the hotel for the second time.
When these husbands look at the other side of cross-boarder marriage between Chinese and Vietnamese, however, there are lots of problems concerned. An online survey of Vietnamese brides, over 25 percent of the respondents thought marrying Vietnamese women and moving to China might lead to new problems.

As there are many legal escapes for immigrant marriage in China, individuals who are looking for married life are exposed to more risks. Some businessmen in China take it as an opportunity to make money with no ethical and legal restraints. Therefore, there are many marriage service agencies provide poor or even illegal services, such as women trafficking and prostitution.
In Wuzhou, a city in Jiangxi Province of China, 20 Vietnamese brides were discovered by the local police that they cheated their bridegrooms out of money and betrothal gifts. Since there has not been a complete record system for these immigrant brides from the government side, it seems to be impossible to bring them to justice.

Over the past year, China's leadership has indicated that it is intent upon pushing maritime development. In a recent study session involving the top Chinese leadership, Chinese leader Xi Jinping emphasized the importance of the sea for China's economic development and national security, and reiterated the need to make China a strong maritime nation.[1] This appears to be part of his China dream.
Beijing's decision to build a navy is a natural outgrowth of China's dependence on the sea for resources and trade. But China is also party to disputes with virtually all of its maritime neighbors, including formal U.S. allies Japan and the Philippines, as well as Taiwan, which holds carefully constructed American security guarantees. And China's construction of an anti-access/area denial system directly challenges American interests in the region.
China's Strategic Interests
China's reliance on the sea has grown steadily as it has become a global trading power. Much of China's imports and exports are seaborne, as over 85 percent of its trade relies on the sea. Moreover, China also relies on the oceans to feed its population, and increasingly, as with the purchase of Nexen Corporation, to power its industry (through offshore oil drilling).
The territory at stake is vast. The 1992 PRC Law on the Territorial Sea and the Contiguous Zone states:
The territorial sea of the People's Republic of China is the sea belt adjacent to the land territory and the internal waters of the People's Republic of China. The land territory of the People's Republic of China includes the mainland of the People's Republic of China and its coastal islands; Taiwan and all islands appertaining thereto including the Diaoyu Islands; the Penghu Islands; the Dongsha Islands [Pratas]; the Xisha Islands [Paracels]; the Zhongsha Islands [Macclesfield Bank] and the Nansha Islands [Spratlys]; as well as all the other islands belonging to the People's Republic of China.
The waters on the landward side of the baselines of the territorial sea of the People's Republic of China constitute the internal waters of the People's Republic of China.
This set of claims is far more expansive than allowed under the United Nations Law of the Sea Treaty that China is party to, but it would appear clear that Beijing considers its claims to trump those allowed under the treaty, as evidenced by its refusal to submit its disputes with the Philippines to arbitration, which is required by the treaty.
