Over the past year, China's leadership has indicated that it is intent upon pushing maritime development. In a recent study session involving the top Chinese leadership, Chinese leader Xi Jinping emphasized the importance of the sea for China's economic development and national security, and reiterated the need to make China a strong maritime nation.[1] This appears to be part of his China dream.
Beijing's decision to build a navy is a natural outgrowth of China's dependence on the sea for resources and trade. But China is also party to disputes with virtually all of its maritime neighbors, including formal U.S. allies Japan and the Philippines, as well as Taiwan, which holds carefully constructed American security guarantees. And China's construction of an anti-access/area denial system directly challenges American interests in the region.
China's Strategic Interests
China's reliance on the sea has grown steadily as it has become a global trading power. Much of China's imports and exports are seaborne, as over 85 percent of its trade relies on the sea. Moreover, China also relies on the oceans to feed its population, and increasingly, as with the purchase of Nexen Corporation, to power its industry (through offshore oil drilling).
The territory at stake is vast. The 1992 PRC Law on the Territorial Sea and the Contiguous Zone states:
The territorial sea of the People's Republic of China is the sea belt adjacent to the land territory and the internal waters of the People's Republic of China. The land territory of the People's Republic of China includes the mainland of the People's Republic of China and its coastal islands; Taiwan and all islands appertaining thereto including the Diaoyu Islands; the Penghu Islands; the Dongsha Islands [Pratas]; the Xisha Islands [Paracels]; the Zhongsha Islands [Macclesfield Bank] and the Nansha Islands [Spratlys]; as well as all the other islands belonging to the People's Republic of China.
The waters on the landward side of the baselines of the territorial sea of the People's Republic of China constitute the internal waters of the People's Republic of China.
This set of claims is far more expansive than allowed under the United Nations Law of the Sea Treaty that China is party to, but it would appear clear that Beijing considers its claims to trump those allowed under the treaty, as evidenced by its refusal to submit its disputes with the Philippines to arbitration, which is required by the treaty.

First ten-thousand-tonnage Maritime Surveillance Ship lined into China sea fleet Diaoyu Island
China is reportedly building a 10,000-ton class marine surveillance vessel, the largest of its kind in the world, amid the country’s buildup of its maritime law enforcement force against the backdrop of territorial disputes at sea.
Analysts said the ship, with a higher continuous voyage capability than current Chinese ships, could better cope with conditions in the South China Sea and safeguard the country’s maritime interests.
According to a Tuesday report by the Beijing Times, China Shipbuilding Industry Corporation (CSIC) recently said on its official website that it signed contracts in 2013 to build two kinds of marine surveillance ships, one of them 10,000 tons.
However, the information was no longer available on the company’s website on Tuesday.
CSIC’s spokesman Liu Zhengguo Tuesday declined to confirm the news to the Global Times, saying it would take days to verify the information.
If confirmed, the vessel under construction would surpass Japan Coast Guard’s two 6,500-ton vessels to be the world’s largest patrol ship.
The China Coast Guard’s (CCG) largest patrol ships in service have a tonnage of 4,000.
China Ocean News reported Tuesday that a 5,000-ton class patrol ship will be deployed to the waters around Sansha, China’s newest city, set up to consolidate the country’s claim over the South China Sea.
Li Daguang, a professor at the National Defense University of the People’s Liberation Army, said that building large tonnage vessels has become a trend in shoring up China’s maritime strength, as the fleet of the patrol ships used to be made up of outdated vessels as well as retired warships, which were refitted.
Liu Cigui, head of the State Oceanic Administration (SOA), last week told a national maritime work conference that 20 new patrol vessels are under construction.
It is not clear to which area the 10,000-ton vessel allegedly under construction would be commissioned.

Huge explosions at a warehouse for dangerous materials in the northeastern Chinese port of Tianjin killed at least 17 people, injured hundreds and sent massive fireballs into the night sky, officials and witnesses said Thursday.
China's state broadcaster, CCTV, said that at least 17 people were killed and that 32 were in critical condition in hospital. Hundreds of others were taken to hospital. The explosions late Wednesday knocked off doors of buildings in the area and shattered windows up to several miles away.
I thought it was an earthquake, so I rushed downstairs without my shoes on, Tianjin resident Zhang Siyu, whose home is several kilometers from the blast site, said in a telephone interview. Only once I was outside did I realize it was an explosion. There was the huge fireball in the sky with thick clouds. Everybody could see it.
Police in Tianjin said an initial blast took place at shipping containers in a warehouse for hazardous materials owned by Ruihai Logistics, a company that says it's properly approved to handle hazardous materials. State media said senior management of the company had been detained by authorities.
It's part of an industrial park, with some apartment buildings in the vicinity.
The official Xinhua News agency said an initial explosion triggered other blasts at nearby businesses. The National Earthquake Bureau reported two major blasts before midnight, the first with an equivalent of 3 tons of TNT, and the second with the equivalent of 21 tons.

April 2011. Rainout. Built in 1891, this pier and the iconic octogonal pavilion at the end of it are recognized all over the world on bottles of Tsingtao beer. That day it rain and didn't see the scenery clearly. We did walk to the end of the pier. Didn't take many pictures due to the rain. Japan and the Philippines agreed Thursday to start talks on transferring Japanese military hardware and technology to the Southeast Asian country trying to upgrade its defenses.
Tokyo eased restrictions on exports of military equipment and technology last year as part of Prime Minister Shinzo Abe's push to expand Japan's military role abroad.
Under a strategic partnership agreement signed by Abe and visiting Philippine President Benigno Aquino III, the two countries will begin talks aimed at the export of Japanese hardware that may include anti-submarine reconnaissance aircraft and radar technology. The rules and details would still have to be discussed.
Japanese media reported that P-3C anti-submarine reconnaissance aircraft and radar technology are possible export items. A sale of the P-3C, originally designed by Lockeed Martin Corp. and produced in Japan by Kawasaki Heavy Industries, would be a more fully fledged military export than those currently being discussed under the new rules.
Tokyo has signed defense cooperation agreements with a number of countries to complement its cornerstone alliance with the United States.
It is discussing exporting US-2 amphibious aircraft — mainly for maritime rescue purposes — to India, and is competing against France and Germany to build Australia's next submarine fleet.
The strategic partnership agreement with the Philippines focuses on defense and security cooperation, but also includes economic assistance from Japan. The two countries also agreed to bolster exchanges between their militaries through defense talks and joint exercises, as well as in disaster relief efforts. Tokyo signed a similar agreement with Malaysia last month.
Earlier Thursday, Japan and the Philippines signed a deal confirming the supply of 10 patrol vessels to the Philippine coast guard so it can step up patrols around South China Sea islands that are claimed by both the Philippines and China.
Abe said Japan will provide further assistance to upgrade Philippine coast guard capabilities.
In a joint statement, Abe and Aquino expressed serious concern about Chinese reclamation work in the South China Sea, warning against any unilateral actions that cause physical change to the maritime environment.
The Philippines and the U.S. have protested China's land reclamation and building up of islands in disputed seas. Japan, meanwhile, is at odds with China over a group of uninhabited islands in the East China Sea.

Russian and Chinese naval forces will meet again this August for phase two of joint military exercises that will take place in the Sea of Japan. The announcement of the new drills, which will involve two dozen ships and comes just a few weeks after the conclusion of controversial operations between the two countries in the Mediterranean Sea, marks another symbolic stride in the growing ties between Beijing and Moscow and is further evidence of China’s growing stature as a maritime force.
“The exercise will be held at the end of August in the Sea of Japan and on the coast of Russia’s Primorye Territory,” said Pacific Fleet spokesman Roman Martov. “Two dozen combat and support ships of different class, as well as naval planes and helicopters, will be involved.”
The operation comes at a critical time for both countries. Russia’s relationship with Europe and the U.S. has deteriorated over Vladimir Putin’s decision to annex Crimea in March 2014 and continued Russian involvement in the increasingly intense eastern Ukraine war. China, on the other hand, is looking to counter an increased U.S. presence in Asia by growing its naval forces and expanding its own territorial reach.
Beijing has demonstrated its desire to play an increased role on the international stage with the West, by providing ships for anti-piracy operations in the Gulf of Aden, a role that has traditionally been fulfilled by U.S. and European forces.
Despite this cooperation, the U.S. has warned China about its expansions in the South China Sea, where it is reclaiming land from the sea so as to claim economic rights over what were previously international waters.
Additionally, long-running disputes between China and Japan over the oil-rich Senkaku Islands in the East China Sea have caused deep divisions in the region. Those issues are likely to intensify when China and Russia begin operations in the Sea of Japan in August.

Japan unveiled its biggest warship since World War II on Tuesday, a $1.2 billion helicopter carrier aimed at defending territorial claims.
The move drew criticism from regional rival China, which accused its neighbor of “constant” military expansion.
The ceremony to showcase the 248-meter (810-feet) vessel came as Shinzo Abe’s conservative government, which took office last December, considers ditching the nation’s pacifist constitution and beefing up the military.
Japan plans to use the helicopter carrier, named Izumo and expected to go into service in 2015, to defend territorial claims following maritime skirmishes with China, which has demonstrated its own military ambitions in recent years.
“We express our concern at Japan’s constant expansion of its military equipment. This trend is worthy of high vigilance by Japan’s Asian neighbours and the international community,” China’s defense ministry told AFP.
“Japan should learn from history, adhere to its policy of self-defense and abide by its promise of taking the road of peaceful development.”
The unveiling ceremony took place on the 68th anniversary of the US atomic bombing of Hiroshima — a date clash that Tokyo said was coincidental.
The Japanese-built carrier can accommodate nine helicopters and is expected to play a major role in disaster and rescue missions, as well as defending sea lanes and sovereignty claims, according to the defense ministry.
The navy’s biggest vessels currently are a pair of smaller helicopter carriers.
Less than two weeks ago, the Chinese coast guard entered waters disputed with Japan for the first time, upping the ante in a festering row over ownership of the Senkaku islands, which Beijing also claims and calls the Diaoyus.
The rocky islands are located in rich fishing grounds in the East China Sea and are believed to harbor vast natural resources below their seabed.
The incursion came as Japan’s defense ministry recommended establishing amphibious units and acquiring surveillance drones, similar to the US Marines, to protect its claim on outlying islands.
Tokyo is also locked in a separate territorial dispute with Seoul.
Japan’s well-funded and well-equipped military is referred to as the Self-Defense Forces and is barred from taking aggressive action. Any move to beef up the military would require constitutional change.
A possible overhaul of the constitution imposed on Japan by the United States and its allies after WWII has stirred strong emotions among Japan’s neighbors.
They have long maintained that Tokyo has never come to terms with its militaristic past, including the brutal 1910-1945 occupation of the Korean peninsula.
The ceremony in Yokohama, attended by Deputy Prime Minister Taro Aso, was held as tens of thousands gathered for remembrance ceremonies in Hiroshima to mark the 68th anniversary of the US atomic bombing of the western Japanese city.
Tokyo said the jarring timing was coincidental and that Tuesday had been chosen because of favorable ocean tides and an auspicious date.
Last year, China commissioned its first aircraft carrier as part of a military build-up that has alarmed its own regional neighbors as Washington ramps up a focus on Asia.
The country’s first aircraft carrier, the Liaoning, went into service in September in a symbolic milestone for China’s increasingly muscular military.
However, the vessel still requires a carrier group including destroyers, frigates and submarines while fighter jets need more training to be operational, according to navy officials.
China has also generated concern with double-digit rises in its annual defense budget — set at 10.7 percent for 2013 — with experts saying China’s actual military spending is substantially higher than the publicized totals.

The Chinese navy has completed sea trials for its first ever aircraft carrier, further evidence of expanding sea power as the country's neighbours worry about its military ambitions.
