Russian ruble crisis affects migrant workers
(25 Feb 2015) Many families in Kyrgyzstan are suffering the consequences of Russia's ruble crisis as employment dries up and migrant workers leave to return to Central Asia.
Russia's economy has entered recession for the first time since 2009, hit by the double impact of weaker energy prices as well as Western sanctions over its role in Ukraine.
The ruble lost more than half of its value in the past year, much of it in the autumn.
Daniyar Anarbayev is one of those who had to come back home as the value of his salary shrank due to the weak ruble.
Anarbayev is an Economics graduate and also holds a degree in law, but in Russia he could only find a job as a general labourer at a construction site.
After working almost eight years in a small town outside Moscow he returned to his two sons and his mother, who had been taking care of his children while he and his wife worked.
Russian authorities also have introduced new, harsher rules for obtaining a work permit and increased its costs.
Everything is expensive in Moscow. When we arrived there (in 2007) the situation was better, recalled Anarbayev.
He added that that competition with migrants from other countries has only worsened the situation.
His wife has managed to stay in Russia for now, but if the economic situation doesn't improve, both of them would have to find a job back home, Anarbayev said.
Kyrgyzstan depends heavily on money sent home by migrant labour in Russia - with over 20 percent of its GDP made up of such remittances.
Officially there are over 540-thousand Kyrgyz migrant workers in Russia and the number of those working illegally may be the same.
According to the Kyrgyz Ministry of Labour and Migration, in 2014 the remittances from Russia to Kyrgyzstan totaled 2.167 billion US dollars.
However, these figures are based on official bank transfers and don't fully represent the real amounts that include money brought home in person.
This year we expect a possible decline up to 20 percent (of the income) from the migrants, said Nasirdin Shamshiyev, head of department for macroeconomic policy at the Kyrgyz Economic Ministry.
Kyrgyzstan is not the only country in Central Asia whose economy relies on money sent from migrant workers.
Data released by the World Bank showed that remittances from Russia comprised a significant part of the GDP in Tajikistan and Uzbekistan.
If the ruble continues to drop in 2015 hundreds of thousands of migrant workers will be forced to look for income sources at home, which can turn into a major political and economic problem for the region.

CHECHNYA: GROZNY: REOPENING OF RAILWAY LINK WITH MOSCOW
Russian/Nat
It's a long track back, but slowly the signs of peaceful life are returning to Chechnya.
Closed for nearly two years, the passenger railway linking Grozny to Moscow is once again open for business -- bringing the comfort of public transport back to those who have lost nearly everything.
The train has quickly become a vital lifeline for the nation -- ferrying refugees home and bringing Russian troops out of the war zone.
Its been a long time since passengers have heard the whistle of the Grozny Express -- but now the train is rolling again.
Nearly two years of pitched street battles and heavy bombings have left the breakaway region of Chechnya virtually impossible to enter or leave.
The country's railway tracks became just another battlefield and its civilians hostages of a war-torn land.
But now with a shaky peace still holding, the trappings of civilian life are making a comeback.
The Moscow-Grozny Express is back on track, ferrying passengers and products to and from Chechnya, and providing a vital lifeline for an otherwise destroyed nation.
SOUNDBITE: (Russian)
Of course, many want to return but they just can't, they have nowhere to go back to, everything has been bombed, everything has burned down.
SUPER CAPTION: Romazan Isiyev, passenger
For most returning to Chechnya the road is long and tragic.
More than half of Grozny's residents fled -- many who stayed behind died in Russian bombing raids, and those who survived witnessed the destruction of their homes and the levelling of the city.
Nevertheless, people are returning, even if they have nothing to return to.
Lyubov Andreevna's home has been reduced to rubble, but she is determined to return.
She hopes her neighbours will take her in until she can rebuild her home.
SOUNDBITE: (Russian)
I will cry and my heart will break when I step off the train, for my town where I grew up and lived, where I raised my children, a town which they took and then threw away. Not a day goes by when I don't think about Grozny and cry for her.
SUPER CAPTION: Lyubov Andreevna, Returning refugee
Passengers on the Grozny Express are treated to a bird's eye view of Chechnya's destruction through the train's windows.
The rail journey is a cruel reminder of the republic's fight for independence from Russia.
Most of the trains that once travelled this route were destroyed in the war -- routed by bullets, grenades and fire.
Their burnt out shells can be seen lying by the rail side.
En route is the Chechen town of Gudermes where villagers flock to the platform to sell their wares or greet relatives.
The train has become more than just a connection to Moscow -- it is a lifeline for Chechens -- bringing long lost relatives and vital goods into the destroyed capital.
Russian troops can still be seen in Chechnya, but the trains are helping to bring them out.
But there are signs that Chechnya's war is still not fully over.
Trains carrying Russian troops and military hardware are a frequent sight.
But the train's most precious cargo remain its most resilient - refugees returning home to rebuild their lives.
Yakhita and her children spent the most dangerous days of the war with relatives in Russia.
SOUNDBITE: (Russian)
There aren't words to explain our excitement, we can hardly wait to arrive home, the clock seems to be moving slower during this journey back to Chechnya than the two years we spent away as refugees.
SUPER CAPTION: Yakhita Abdulazizova, Returning refugee
The train finally pulls into Grozny station after the 36-hour journey.
Just months ago its ticket counters were riddled with bullet holes and the bombed-out roof open to the sky.

Solidarity performance with the repressed anti-fascists
9th of November is the day against fascism, racism and anti-semitism - ADC Memorial dedicates this publication to the actual problem of solidarity with the anti-fascists facing repressions, arrests, torture. The video of the performance of solidarity tells in different languages about the persecution of young anti-fascists in Penza and St. Petersburg (Russia).
Cruelty, violence, psychological pressure used by the security agencies against anti-fascists leave young people without hope and belief in any chance to protect themselves legally; desperation leads some of them to the fatal steps, as it happened recently in Arkhangelsk, where a teenager exploded himself protesting against torture-methods of security services. Such steps bring new repressions – and a new wave of desperation. Only solidarity, insisting on the right of all people to enjoy their rights, including the right to express their position can break the vicious circle of violence and desperation.
