Intramuros (Spanish, within the walls) is the oldest district and historic core of Manila, the capital of the Philippines. Also called the Walled City, it was the original city of Manila and was the seat of government when the Philippines was a component realm of the Spanish Empire. Districts beyond the walls were referred as the extramuros of Manila, meaning outside the walls.
Construction of the defensive walls was started by Spanish colonial government in the late 16th century to protect the city from foreign invasions. The 0.67-square-kilometre (0.26 sq mi) walled city was originally located along the shores of the Manila Bay, south of the entrance to Pasig River. Guarding the old city is Fort Santiago, its citadel located at the mouth of the river. Land reclamations during the early 20th-century subsequently obscured the walls and fort from the bay.
Intramuros was heavily damaged during the battle to recapture the city from the Japanese Imperial Army during the Second World War. Reconstruction of the walls was started in 1951 when Intramuros was declared a National Historical Monument, which is continued to this day by the Intramuros Administration (IA).
The Global Heritage Fund identified Intramuros as one of the 12 worldwide sites on the verge of irreparable loss and destruction on its 2010 report titled Saving Our Vanishing Heritage, citing its insufficient management and development pressures.

Under the present Constitution of the Philippines, the President of the Philippines (Filipino: Pangulo ng Pilipinas) is both the head of state and the head of government, and serves as the commander-in-chief of the country's armed forces.[4] The President is directly elected by qualified voters of the population to a six-year term and must be a natural-born citizen of the Philippines, a registered voter, able to read and write, at least forty years of age on the day of the election, and a resident of the Philippines for at least ten years immediately preceding such election. Any person who has served as president for more than four years is barred from running for the position again. Upon an incumbent president's death, permanent disability, resignation, or removal from office, the Vice President assumes the post.[5]
Sixteen people have been sworn into office as president. Following the ratification of the Malolos Constitution in 1899, Emilio Aguinaldo became the inaugural president of the Malolos Republic, considered the First Philippine Republic.[6][note 2] He held that office until 1901 when he was captured by United States forces during the Philippine–American War (1899–1902).[4] The American colonization of the Philippines abolished the First Republic,[7] which led an American governor-general to exercise executive power.

Duterte ‘proclaimed’ in Davao City
DAVAO CITY, Philippines—With President-elect Rodrigo Duterte gone to do his duties as mayor on the day of his proclamation, his supporters on Monday trooped to his residence here to reenact what would have been his proclamation.
Ken Basic, 33, brought a Philippine flag to administer the proclamation of a Duterte “selfie” stand in front of the President-elect’s residence at Doña Luisa Village, Ecoland here.
“We, the new sovereign people, the new Emilio Aguinaldo, will proclaim Mr. Rodrigo Roa Duterte, by the voice of the people, to be our 16th President, of the Republic of the Philippines. God bless you, Mr. President. Congratulations,” Basic said clapping his hands, while his friend held up the flag.
In an interview after the staged proclamation, Basic said he wanted to reenact the proclamation to give his President-elect a chance to be duly proclaimed for leading the May 9 national elections.
“Napagkatuwaan naming magbabarkada na gumawa ng flag, pumunta rito at kami na lang mag-proclaim sa kanya. People’s voice naman kaya siya naging presidente, kaya kami na nag-proclaim sa kanya,” said Basic.

He was among the scores of supporters who went to Duterte’s residence in Davao City where the incoming president lives with his common-law wife Honeylet Avanceña.
In an interview outside her house here, Avanceña said Duterte skipped his scheduled proclamation to do his duties as Davao City mayor.
Christopher “Bong” Go, Duterte’s chief aide, said Duterte decided to skip his scheduled proclamation at the House of Representatives to do his duties as mayor.
“He is doing his chores as mayor of Davao. Madami pa (There are many) documents for signature,” Go said.
With Duterte gone, Congress in a joint session instead proclaimed Camarines Sur Rep. Ma. Leonor “Leni” Robredo of the Liberal Party as vice president-elect.
According to the Congress’ canvassing which only took three days, Duterte sealed the presidency with 16,601,997 votes in the official count, or over six million ahead of second placer the Liberal Party candidate Manuel “Mar” Roxas II.
Meanwhile, Robredo won with 14,418,817 votes or just 263,473 votes apart from her closest rival Sen. Ferdinand “Bongbong” Marcos Jr. who got 14,155,344. Marcos’ camp is mulling an electoral protest, alleging massive cheating.

Congress proclaims Duterte and Robredo as duly elected president, vice president
(UPDATE 3 - 5:30 p.m.) MANILA, Philippines - Boisterous cheers rang through the gallery of the House of Representatives as Rodrigo Duterte and Leni Robredo were officially proclaimed as the country's duly-elected president and vice president, respectively, at 4:08 p.m. Monday, May 30.
The proclamation was formally made respectively by Senate President Franklin Drilon and House Speaker Feliciano Belmonte.
Unlike past proclamations when both winners were in attendance, only Robredo was present in the historical event presided over by Senate President Franklin Drilon and Speaker Feliciano Belmonte Jr.
Duterte had stuck to his practice of not attending his own electoral proclamations.
I have never attended any of my proclamations, he said in an earlier interview.
Rep. Neptali Gonzales II remarked that Duterte's presence or absence does not make the proceedings more legal or less, but then it would be important for the millions of voters who thrust him to the presidency to see that he is properly proclaimed.
For his part, Partylist Rep. Ibarra Gutierrez commented that that's his decision. He has always tried to be unconventional, so I can't say I'm surprised, I just hope that, moving forward, unconventional does not translate into indifferent or disinterested.
Duterte topped the official tally of Congress, sitting as National Board of Canvassers, with 16,601,997 votes, while Robredo got 14,418,817 votes.
The three-day canvassing, from May 25 to 27, was the fastest in the country's automated elections' history.
