Philadelphia, often called Philly, is the largest city in the U.S. state and Commonwealth of Pennsylvania, and the sixth-most populous U.S. city, with a 2017 census-estimated population of 1,580,863.[ Since 1854, the city has been coterminous with Philadelphia County, the most populous county in Pennsylvania and the urban core of the eighth-largest U.S. metropolitan statistical area, with over 6 million residents as of 2017.[] Philadelphia is also the economic and cultural anchor of the greater Delaware Valley, located along the lower Delaware and Schuylkill Rivers, within the Northeast megalopolis. William Penn, an English Quaker, founded the city in 1682 to serve as capital of the Pennsylvania Colony.] Philadelphia played an instrumental role in the American Revolution as a meeting place for the Founding Fathers of the United States, who signed the Declaration of Independence in 1776 at the Second Continental Congress, and the Constitution at the Philadelphia Convention of 1787. Several other key events occurred in Philadelphia during the Revolutionary War including the First Continental Congress, the preservation of the Liberty Bell, the Battle of Germantown, and the Siege of Fort Mifflin. Philadelphia was one of the nation's capitals during the revolution, and served as temporary U.S. capital while Washington, D.C., was under construction. In the 19th century, Philadelphia became a major industrial center and a railroad hub. The city grew from an influx of European immigrants, most of whom came from Ireland, Italy and Germany—the three largest reported ancestry groups in the city as of 2015.[In the early 20th century, Philadelphia became a prime destination for African Americans during the Great Migration after the Civil War,] as well as Puerto Ricans.[The city's population doubled from one million to two million people between 1890 and 1950.
The Philadelphia area's many universities and colleges make it a top study destination, as the city has evolved into an educational and economic hub.[ According to the Bureau of Economic Analysis, the Philadelphia area had a gross domestic product of US$445 billion in 2017, the eighth-largest metropolitan economy in the United States.[ Philadelphia is the center of economic activity in Pennsylvania and is home to five Fortune 1000 companies. The Philadelphia skyline is expanding, with a market of almost 81,900 commercial properties in 2016,[] including several nationally prominent skyscrapers.[Philadelphia has more outdoor sculptures and murals than any other American city.[] Fairmount Park, when combined with the adjacent Wissahickon Valley Park in the same watershed, is one of the largest contiguous urban park areas in the United States.[] The city is known for its arts, culture, cuisine, and colonial history, attracting 42 million domestic tourists in 2016 who spent US$6.8 billion, generating an estimated $11 billion in total economic impact in the city and surrounding four counties of Pennsylvania.[ Philadelphia has also emerged as a biotechnology hub
Dirt bike riders take over Philadelphia streets
It was a chaotic scene in Philadelphia late Friday as dozens of dirt bikes overtook several city streets.
Chopper 6 was overhead as they weaved in and out of rush hour traffic, and right through busy intersections.
At times they blew past police officers, who were helpless to stop them.
A large group of dirt bikes, Quads and ATVs started darting in and out of traffic.
They made their way up North Broad Street and then ultimately meandered through neighborhoods wreaking more havoc.
It happened just before 5 p.m. when 911 operators started receiving calls about 20 to 50 ATVs, Quads and dirt bikes were driving recklessly through various parts of the city.
Philadelphia Police Chief Inspector Scott Small said, They're driving these vehicles very, very recklessly. They're going in and out of traffic, high rate of speed. They're going in the opposite direction of the path of travel.
At one point, they're doing wheelies in between cars, cutting through traffic.
They go around cars like a swarm of bees and if you are in their way, they go on the sidewalk and go around you.
And it doesn't matter if there are pedestrians, they just go around them too.
Really, they terrorize the neighborhoods, they terrorize the streets, said Chief Insp. Small.
One guy almost gets creamed when he realizes he's about to go head-on into a car and stops.
Police say there's no logic, rhyme or reason as to when they may decide to stage one of these stunts.
They film them using helmet cams and post their videos later on social media for their entertainment.
Police say it's futile to try and stop them.
They can go where a police vehicle can't. They can jump a curb, they can go between houses, they can go behind a house, and they go in a wooded area, said Chief Insp. Small.
But police do manage to catch them in other ways.
Through their police helicopters, they keep track of them and wait until they pull into a gas station to gas up and then send ground units to move in on them.
And it's a live stop, not only do we confiscate the vehicle, the operator is going to get a lot of tickets, very expensive tickets, added Chief Insp. Small.
Police confiscate 100s of these dirt bikes, ATVs and Quads each year which are not street legal.
They have no license plate, no headlight or brake light, and no turn signals.
Normally these groups come around when the weather gets warmer, and Friday, the weather was a lot like spring.

Copart: Behind the Scenes – Virtual Tour of Yard 26 | Philadelphia, PA
Go behind the scenes at the Copart - Philadelphia, PA location with General Manager Chris Colapietro and Assistant General Manager Shaun Royer.
Open since 1995, this 56-acre location is a central title unit, which means all the titles for Pennsylvania’s Copart locations are processed here. This location is also open to the public, so anyone with a valid driver's license can purchase vehicles from this location.
Chris Colapietro and Shaun Royer take us through their building, introducing us to their office staff, from customer service representatives to title clerks.
Linda, who's been with Copart for over 3 years, is a bilingual customer service representative who works with English and Spanish speaking customers at the front counter. I love working with Copart and helping people at the counter, she says.
Chris is also a customer service representative. He helps the tow truck drivers, as well as the Copart Members who come into this location. I always try to make it a positive experience, says Chris.
Terri is a title clerk who's worked with Copart for 20 years. “We can process duplicate titles here on-site, as well as flipping the titles to their name,” Terri says.
After going through the office, Chris Colapietro and Shaun Royer take us backyard to show us some of the inventory and introduce us to Chad, one of the loader operators. Chad's daily duties include moving cars to storage, sale, and to members.
“One of my favorite things about working here is the team environment,” Chad says. “Every day is a challenge, and you have to work together to get the job done.”

Penn's Spectacular Architecture
Penn's picturesque urban campus features some of the most impressive architecture in Philadelphia, including buildings that are listed in the National Register of Historic Places.
For 120 years, Penn was located in Center City Philadelphia before the campus relocated to West Philadelphia in 1872.
The Gothic Revival style College Hall, designed in 1872 by architect Thomas Webb Richards, was the first building constructed on the new campus. The multi-purpose building housed faculty offices, classrooms, a gym, the library and research labs. The original building included clock towers on each side of the center portion of the building. The west tower, which had a large bell that called students to class, was removed 1914 (the bell is now on display in Houston Hall). The east tower was torn down in 1929.
Professor David Brownlee of Penn's Department of the History of Art, says, the University relocated itself really on the crest of a wave of prosperity and achievement. Those buildings built in the first decade or so after we moved to West Philadelphia reflect the energy of an industrial America and of its greatest industrial city. Brownlee, an architectural historian, co-authored Building America's First University: An Historical and Architectural Guide to the University of Pennsylvania.
Fisher Fine Arts Library, designed by prominent Philadelphia architect Frank Furness in 1891, is also in the National Register of Historic places.
The Furness building was renovated and restored to its original grandeur in 1991, and it was renamed Fisher Fine Arts Library in honor of donors Anne and Jerome Fisher.
In 1957, during a second building boom on campus, Penn hired renowned architect Louis Kahn to design the Richards Medical Research Building. It was completed in 1960, and Brownlee says Kahn's innovative design changed the world of modern architecture.
It was, in every conceivable way, as different from the architecture from the recent past as it was possible to be, Brownlee says. Rough and granular, where that architecture [of the recent past] was smooth. Irregular and picturesque where that architecture had been composed defined by simple geometric forms. Highly specialized with respect to its purpose and to its place as that architecture had been generic.
Having designed the structure to fit in with surrounding buildings, Kahn, a Penn alum, incorporated complementary colors and textures from the Morgan Building, and the Quad dormitories. Today, the Richards Medical Research Lab is among the buildings on an elite list of National Historic Landmarks, under a program run by the National Park Service.

Philadelphia councilman, union leader charged in massive corruption indictment
A Philadelphia city councilman, a union leader and six others were charged Wednesday in a massive 116-count indictment that alleged embezzlement, wire fraud and bribery among numerous other public corruption offenses.
First Assistant U.S. Attorney Jennifer Arbittier Williams announced Wednesday that Democratic Councilman Robert Henon, John Dougherty (head of the International Brotherhood of Electrical Workers Local 98) and other union employees were charged by the grand jury for allegedly using union funds for personal and other unauthorized expenses.
Dougherty allegedly had three Local 98 American Express cards in his name and permitted others to use them to make personal purchases including groceries, household goods and restaurant meals.
According to the indictment, Henon also received a salary and other things of value from Dougherty and, in exchange, Henon used his position as a member of the City Council to serve Dougherty’s interests. According to the indictment, the two attempted to hide the true nature of their illegal relationship from the public.
In 2015 and 2016, for example, Dougherty allegedly gave Henon tickets to sporting events with a value of approximately $11,807 -- paid for by Local 98.
Henon allegedly used his role as councilman to implement and propose legislation that would benefit Dougherty.
“Union leaders and public officials have similar duties in our society,” Williams said in a statement Wednesday. “Whether it is a fiduciary duty to the union’s membership to spend union funds on union business, or a public official’s duty to provide honest services to his constituents, leaders in these kinds of roles must act in the best interests of others. They cannot use their public positions and influence to enrich themselves. If they do, it is a violation of their duties and of federal law.”
Dougherty, 58, was charged with one count of conspiracy to embezzle from a labor union and employee benefit plan; 34 counts of embezzlement and theft from labor union assets; 23 counts of wire fraud thefts from Local 98; and a variety of fraud and other counts.
Henon, 50, was charged with one count of conspiracy to commit honest services fraud and bribery, as well as 14 counts of wire fraud, one count of mail fraud and four counts of bribery. Henon denied the allegations.
FORMER CUOMO AIDE GETS 6 YEARS IN JAIL FOR CORRUPTION
“I have done nothing wrong. I have spent 28 years proudly working for Local 98. In 2011, I ran for City Council to give a voice to honest men and women, working Philadelphians and those in need of a strong voice to represent them in this great city,” Henon said. “I have always reported every penny of my union income to the City, and the State. I have never committed fraud in my life. I have always served my constituents with honesty, integrity and have always put my constituents and the people of Philadelphia first.”
He added: “I will continue to serve, I look forward to clearing my name and I will never waiver in my pursuit to protect and serve the working people who live in and built this city.”
The other six Local 98 employees were charged for similar allegations.
Dougherty and Local 98 employees charged could not immediately be reached for comment.
The indictment charged Doughterty and Henon with multiple public corruption charges, alleging that they defrauded the city of Philadelphia and its citizens of “the right to Henon’s honest service as a member of City Council,” the U.S. attorneys’ office said Wednesday.
The case was investigated by the FBI, the Internal Revenue Service, the Department of Labor Office’s inspector general, the Pennsylvania State Police and the Pennsylvania Attorney General’s office. The case is being prosecuted by U.S. Attorneys Richard Barrett, Frank Costello, John Gallagher and Paul Gray.
“When union leaders misdirect the organization’s money for personal gain, they’re breaching their obligation to members – and breaking the law,” Michael T. Harpster, Special Agent in Charge of the FBI’s Philadelphia Division, said in a statement. “Such corruption must not go unchecked. No matter how long it takes, the FBI and our partners will investigate and work to hold accountable unscrupulous union and public officials.
