Russian Protesters Don Their Own 'Blue Lights'
Russian lawmakers are considering a bill that would make it harder to organize a rally using vehicles in Moscow. The news comes after a growing number of rallies against special privileges for official cars and a wave of public anger at officials, some of whom often ignore driving rules. RUSSIA: ST PETERSBURG HOSPITAL: US SURGEONS OPERATE ON CHILDREN
Russian/Eng/Nat
When President Boris Yeltsin needed open heart surgery, his Russian doctors called upon the services of American surgeons for their knowledge and equipment.
This week a handful of children at a St Petersburg's hospital have been getting the same privilege.
But this time the lifesaving operations are being organised by a U-S charity Healing the Children.
It comes as Russia's under-funded hospitals are struggling to provide basic health care, let alone specialities such as heart surgery.
This is a big day in four-year-old Nina's short life -- she's going into surgery to patch up a hole in her heart.
It's an operation that has become almost routine in the West but in Russia's archaic and under funded health system procedures like this are only available for the wealthy.
That is until this week, when the U-S charity Healing the Children flew in a group of surgeons from New York.
They're performing a series of heart operations on children whose parents cannot afford the huge fees for foreign or private medicines.
They're also here to share their knowledge and techniques with the surgeons of St Petersburg.
Although the Russian doctors are often as good as their American counterparts they have not had the same chances to broaden their experience and training.
The doctors plan to operate on 23 children this week with varying forms of heart disease and congenital defects.
They've been chosen from a long list according to necessity and the chances of a successful recovery.
Yuri Meshenkov, an engineer at Samara's mammoth car factory Avtovaz has taken time off work to bring his son Artyom more than a thousand kilometres (650 miles) to St Petersburg.
His local hospital could have performed the lifesaving operation on his son but would have had to wait until Artyom was older, and this could well have been too late.
SOUNDBITE: (Russian)
They couldn't do the operation in Samara because he's too small and not yet five years old and they don't have the necessary equipment and so we were invited to St Petersburg.
SUPER CAPTION: Yuri Meshenkov, father of heart patient
The doctors have brought all their equipment with them - most of which is rarely to be seen in Russian hospitals but is essential both during the operation and afterwards if the patient is to fully recover.
Healing the Children usually sends only fully equipped teams to Third World nations or disaster zones.
SOUNDBITE:
We were a little surprised to find that a nation that was a super power was so behind us in the medical field and the social field. We have many social programmes available for our children and for poor people and we thought we would find the same thing here.
SUPER CAPTION: Angelas Glick, Director Healing the Children
This week's trip has been funded by Gillette - the American razor manufacturer which has a company in St Petersburg.
But this is just a drop in the ocean and doctors recognise the whole health service needs not only proper funding but a complete overhaul.
SOUNDBITE: (Russian)
Unfortunately we are very reliant on the West. We have to buy everything from them, syringes, needles, instruments and equipment because here surgery has to be carried out under the best conditions. Everything in the hospital must be of the best quality and only then we can get good results.
SUPER CAPTION: Vladimir Novikov, Head of Cardiology Centre, the Holy Martyr Georgy Hospital, St Petersburg
Little Nina's heart surgery is finally over - as the affects of the anaesthetic wears off she cries out - a good sign that all is well.
For her mother and father the long anxious wait is over.

USA/RUSSIA: BATTLE OVER ABUSE OF DIPLOMATIC PRIVILEGES
Eng/Russ/Nat
The meeting between U-S Vice President Al Gore and Russian Prime Minister Viktor Chernomyrdin in Washington will be another chance for the two men to build on what has already become a warm friendship.
But the visit comes at a time when the mayors of New York City and Moscow are waging their own cold war battle over the abuse of diplomatic privilege in the two countries.
The battle is being dubbed car wars, as much of the alleged abuse relates to driving violations.
The Russian Mission to the United Nations.
For years it was a symbol of the Cold War, used by Russian leaders as an excuse to put more of their spies in the United States.
The Cold War may be over, but the Mission and its diplomats are again at the centre of a diplomatic row which is threatening to sour relations between the two countries.
The row began last December when a Russian diplomat was arrested for a parking violation.
He claims he was beaten.
The police say he was drunk and resisted arrest.
New York's police say they are sick of the Russians abusing the law.
SOUNDBITE: (English)
The Russians just do what they want to do. They run red lights in front of us. They cut us off when we're driving down the road. We don't let anybody park on the sidewalk. They don't care. But when we issue tickets they get upset.
SUPER CAPTION: John Chisholm, New York Police Department
New York Mayor Rudolf Giuliani is using the incident to launch a media attack on Russian diplomats.
He claims they owe hundreds of thousands of dollars in parking fines, and he's calling for their diplomatic immunity to be withdrawn.
But the Russian Ambassador to the United Nations, Sergei Lavrov, says the police overstepped the mark and flouted the law themselves.
SOUNDBITE: (English)
Instead of being politely treated, even if police suspected them of being drunk, although they were not checked on alcohol, they were harassed, they were handcuffed and arrested. It was a clear violation, not only of international obligations, but also of local regulations by the federal authorities.
SUPER CAPTION: Sergei Lavrov, Russian Ambassador to the United Nations
While U-S authorities have been trying to play down the incident, the diplomatic row has spread to the other side of the former Iron Curtain.
News of the diplomat's arrest was widely reported in Russia and Moscow authorities have hit out at foreign drivers in Russia, claiming they disregard the law and cause numerous accidents.
Moscow's traffic police say they're sick of American diplomats.
SOUNDBITE: (Russian)
They are not afraid. They know we can't do anything to them. Even though I'm an inspector I can't even confiscate their licence. All I can do is write a report and hand it in back at the station.
SUPER CAPTION: Zhenya Krylov, Moscow traffic police inspectorate
In what the Russian media dubbed Operation Foreigner, the city's traffic police have been told to target foreign drivers - particularly Americans.
Although officially there's no link between the incident in New York and the increased activity in Moscow, few doubt that it's a tit-for-tat measure on the part of the Russians.
SOUNDBITE: (English)
The wife of one of the senior foreign correspondents in Moscow was stopped recently and she told us that when she was stopped the policeman who was looking at her documents said Now you know what it feels like to be a Russian in New York City.
SUPER CAPTION: Richard Hoagland, US Embassy Moscow, press attaché
The U-S embassy in Moscow also claims its diplomats in Russia have been set up by the police.

New Renault Sandero Stepway (Russian-Spec)
New Renault Sandero Stepway.
Новый Renault Sandero
Because the Clio just wasn't super and mini enough, Renault Russia has decided to also sell a car from its cheaper brand Dacia. That's right, we're talking about the Sandero, a new version of which has just launched yesterday at the Moscow Motor Show.
There can be no doubt that an affordable car like this one will have a major impact on the Russian market in the following years, which is why we're going to take a closer look. Like the Logan sedan, Renault has transformed the front bumper and grille, adding large chrome surrounds. We've seen this look on a Brazilian Sandero a few months ago, but the Renault Sandero Stepway has never been shown before Moscow. We find its redesign refreshingly interesting and somewhat similar to the Citroen C4 Cactus.
Both cars have been engineered to cope with Russian road conditions and will enter production this September. The AVTOVAZ’s second plant in Togliatti is where they will be put together, the same place as the Logan. Russian-spec Sanderos come with 155 mm (6.1 inches) of ground clearance, while the Stepway boosts that even further to 195 mm (7.7 inches).
Prices will start at 380,000 rubles for te base Sandero with a 1.2-liter engine rated at 75 PS and pared to a five-speed manual. A 1.6-liter with 102 PS will also be offered, together with either the same manual or a four-speed auto.
The second-generation Sandero and Sandero Stepway models were launched in 2012 at the Paris Motor Show, proving to be very popular with European customers. Tech improvements over the previous generation include the availability of rear parking sensors, the first turbo petrol engine and an affordable infotainment screen.

Renault ARKANA Walkaround at Moscow Motor Show
- Subscribe For More Cool Videos:
At the 2018 Moscow Motor Show, Renault unveils the Arkana show car as a world premiere, a distinctive coupé-crossover announcing a new global vehicle. Its class-unique design will be a real novelty in the very competitive C-segment.
The C-segment is currently the most dynamic and challenging sector of the automotive industry, especially SUVs. Customers' needs are getting more and more diverse. Renault Arkana is born from those customers' new expectations. It proposes an astonishing balance between the elegance of a saloon and the sturdiness of an SUV.
The Renault Arkana show car features a powerful and attractive design:
Robustness is expressed through high ground clearance, wide wheel arches and large 19-inch wheels, for good all-terrain capabilities. A sturdy vehicle ready to face harsh driving and tough weather conditions
The elegance of the high waistline and sloping coupé roofline is emphasised by side chrome detailing and a panoramic glass roof
The Arkana show car is a distinctive coupé-crossover, striking balance between the elegance of a saloonn and the powerful stance of an SUV. We have dialed in specific Renault cues, with a strong design, strength and sensuality with a French touch, says Laurens Van den Acker - Senior-Vice-President, Corporate Design of Groupe Renault
This new production vehicle will be produced and marketed in different countries throughout the world, beginning with Russia in 2019. Renault Arkana will be later manufactured and sold in Asia and other regions, with this same unique design but adapted also to local customers' expectations. There are no plans for the model to be sold in Europe.
As part of its Drive the Future strategic plan, Groupe Renault intends to step up the pace of international growth, expanding its product range to increase sales volumes up to 5 million units by 2022. Arkana will play a key role in achieving this goal.
Groupe Renault claimed almost one-third of the Russian market in 2017 (448,270 vehicle sold / 28% market share). Russia today ranks as Groupe Renault's number two market and is set to become the Group's leading market by the end of plan.
The idea for this innovative concept came from Russia and the project was conducted with the strong involvement of Renault Russia teams. Arkana will meet Russian customers' aspirations but also the ones of new customers in many countries worldwide, enabling Groupe Renault to further pursue its international growth as part of its Drive the Future strategic plan, says Nicolas Maure - Senior-Vice-President, Chairman of Eurasia Region.

Well, the number of years is the only problem of the court and only the court should decide. Of course I can say that I disagree. My opinion means nothing (to the) court, I will put in my appeal and some sentences that show it was not fully correct and maybe the number of years will be decreased.

There was no question that this was a political issue in the sense that it was a diplomat of another country in Canada and this was a very unique process here to have a crime committed in Canada and a court case prosecuted here. But I am convinced that when the judicial system started to operate, it operated as a judicial system should.

STORYLINE:
A Russian court on Tuesday sentenced former Russian diplomat Andrei Knyazev to four years in a minimum-security prison for a drunk driving accident that killed a Canadian woman and severely injured another.
Knyazev, formerly the third-ranking official at the Russian embassy in Ottawa, was found guilty of involuntary manslaughter.
He was returning from an ice-fishing trip in January 2001 when his car jumped a curb and ran over lawyer Catherine MacLean and her friend Catherine Dore as they were walking MacLean's dog.
MacLean died on the spot, Dore sustained extensive injuries that required reconstructive facial surgery and the dog had to be put down.
The case provoked outrage in Canada, where officials revealed that Knyazev had been caught twice previously driving under the influence of alcohol.
Knyazev refused a breathalyzer test and he was expelled after claiming diplomatic immunity from prosecution.
Russia refused to lift his immunity so that he could be tried in Canada, but pledged that he would be prosecuted in Moscow.
He was later dismissed from the diplomatic service.
The court said that Knyazev was in a heavily drunk condition when the accident occurred.
In a final emotional appeal to the court on Friday, he had admitted his responsibility for the tragedy, expressed his sorrow and said: I beg the court for mercy.
But prosecutor Alexander Tikhonov said Knyazev had misled the court with false testimony and made only a formal display of remorse.
Tikhonov noted that the reason for Knyazev's behavior was his feeling of impunity and self-assurance due to his diplomatic immunity. This led him repeatedly to obstruct Ottawa police who were trying to perform their duties.
