The Empty Promise of Bhopal: Evolution of a Disaster
US Student's Bhopal Film- Finalist in National Competition.
Justin Senzer, a high school sophomore at Herricks High School on New York's Long Island, has produced a quite remarkable documentary. In Justin's words:
My interest in the issues confronting Bhopal arose out of a research project that I recently completed on the 1984 Union Carbide accident, in connection with my participation in the National History Day competition. Each year, the National History Day organization sponsors a competition for students all over the country who compete by producing projects all tied to the year's chosen theme. This year's theme was rights and responsibilities in history. My research, in which I utilized the ICJB website, culminated in my production of a documentary entitled, The Empty Promise of Bhopal: Evolution of a Disaster.
My documentary explores and analyzes the rights and responsibilities of Union Carbide, Dow Chemical, and the Indian Government in initially encouraging Union Carbide to invest in India, and addresses the long-term effects of the Bhopal disaster, which have yet to be resolved.
The documentary won first place in the National History Day Long Island regional competition in March.
It subsequently went forward to the competition for National History Day, held at the University of Maryland, just outside of Washington D.C. The film as entered in the individual documentary category, was named as a finalist, and placed eighth overall in the United States in the final round of competition.
Our congratulations, and our thanks, go to Justin for his excellent work.

8. SOUNDBITE: (Hindi) Champa Devi Shukla , Leader of Gas Victims Association:
For twenty years, we have been seeing them (The Dow Chemical Company) play games. They have been playing with the lives of the gas
victims for 20 years. It is not very clear whether they are speaking the truth (about agreeing to pay compensation) or it is yet another of their ploys to deceive us. But we are not going to keep quiet. We will continue to fight till we bring the Dow company to its knees. And we will continue our struggle.
9. SOUNDBITE: (English) Aruna Roy, Human Rights Activist:
Reasons for this tragedy lie in deceit and lie in perversion of the law and in the use of so called development jargon, burying all the protests, the right to livelihood, the right to life of hundreds and thousands of people. And I think that if they have denied it , there are processes by which they should be held accountable. The lack of accountability is such a major problem in all our lives. And with something as massive as this we have to force them to be accountable. We have to find ways for them to be made accountable.

STORYLINE :
Singing songs and waving banners, demonstrators and survivors held a candle light vigil on Friday at New Delhi's landmark India Gate to remember victims of the world's worst industrial accident on its 20th anniversary.
The vigil was in the memory of people who died on December 3, 1984, when about 40 tons of poisonous gas leaked from the pesticide plant, killing at least 10,000 people and affecting more than 555,000 others, although the exact number of victims has never been clear.
Many died over the years due to gas-related illnesses, like lung cancer, kidney failure and liver disease.
The activists who included human rights activists, representatives of Amnesty International and leaders of gas victim associations demanded
justice for those still suffering 20 years later.
Carrying banners accusing Union Carbide and Dow Chemical Co. of inadequate compensation and medical help for the victims, the activists
said the company should be held responsible.
Michigan-based Dow Chemical bought Union Carbide Corp. in 2001.
While millions of dollars in compensation has been set aside, much of the money has been tied up by bureaucratic and legal issues and many people have received little or nothing.
Union Carbide paid US$470 million (euro370 million) in compensation under a settlement with India's government in 1989. But only part of
that amount has reached the victims.
Union Carbide insists the tragedy was due to sabotage by a disgruntled employee and not shoddy safety standards or faulty plant design, as claimed by many activists.
Earlier in the day, TV channels flashed reports that Dow Chemicals Company had agreed to accept responsibility for the accident and had
proposed a compensation plan for victims.
The company however has denied the reports.

STORYLINE
Activists and survivors of the world's worst industrial disaster staged a demonstration outside India's sports ministry in New Delhi on Monday, protesting against the US-based chemical manufacturer Dow Chemical's sponsorship of the 2012 London Olympics.
The company has been announced as a sponsor, despite criticism over its links to a gas leak in India that killed thousands.
An estimated 15,000 people died in 1984 when gas leaked out of a Union Carbide pesticide plant in the central Indian city of Bhopal.
Dow bought Union Carbide in 2001 and has said legal claims from the disaster have been resolved.
On Monday, dozens of activists lay on the ground in front of the sports ministry, wrapped in mock shrouds to represent the victims of the disaster while others chanted anti-Dow slogans .
The survivors and their advocates called on the Indian government to boycott the Olympics, and said Dow has ignored the immense pain they have suffered since the disaster.
One activist said the government needed to show its spine and say it would not participate in the Olympics if Dow Chemical was involved.
The International Olympic Committee has rejected India's calls to drop Dow as a sponsor, saying Dow had no connection with the Bhopal tragedy.
The Bhopal disaster, the world's worst industrial accident, also injured 500-thousand, according to the Indian government and is being blamed for major local health problems 27 years later.
Union Carbide paid 470 (m) million US dollars as compensation for those killed or injured.
The Indian government is seeking an additional 1.7 (b) billion US dollars for the victims.
