Russia - Fire at psychiatric hospital kills 38

Ramenskoye - 26 Apr 2013

4. More of firefighters on scene
STORYLINE:
On April 26th 2013 at least 38 people were killed when a fire swept through a psychiatric hospital in Moscow.
Most of those who died were patients sedated in their beds at the one-storey unit, which housed patients with severe mental disorders.
Vadim Belovoshin from the emergency situations ministry official told the Itar-TASS news agency that the windows in the hospital were barred but said there were two fire escapes.
Belovoshin said that it took firefighters an hour to get to the hospital, following an emergency call because a ferry across the canal was closed and emergency teams had to make a detour.
All the people died before rescuers arrived and there were no people able to go inside except firefighters, because of the smoke, he said.
Officials from the Russian Investigative Committee said they were looking at poor fire regulations and a short circuit as possible causes for the hospital fire in the Ramenskoye settlement.
Investigators listed 38 people - 36 patients and two doctors - as dead. Only one nurse and two patients managed to escape, according to the health ministry.
At 10:40 (0640 GMT) 30 bodies were found, eight haven't been found yet, said Belovoshin.
The emergency services also posted a list of the patients indicating they ranged in age from 20 to 76.
Deadly fires are frequent in Russia because of widespread violations of fire safety rules.

SUMMARY
=======
The Circassians (Russian: Черкесы Čerkesy), also known by their endonym Adyghe (Circassian: Адыгэхэр Adygekher, Russian: Ады́ги Adýgi), are a Northwest Caucasian nation native to Circassia, many of whom were displaced in the course of the Russian conquest of the Caucasus in the 19th century, especially after the Russo-Circassian War in 1864. In its narrowest sense, the term Circassian includes the twelve Adyghe (Circassian: Адыгэ, Adyge) princedoms (three democratic and nine aristocratic); Abdzakh, Besleney, Bzhedug, Hatuqwai, Kabardian, Mamkhegh, Natukhai, Shapsug, Temirgoy, Ubykh, Yegeruqwai and Zhaney, each star on the Circassian flag representing each princedom. However, due to Soviet administrative divisions, Circassians were also designated as the following: Adygeans (Adyghe in Adygea), Cherkessians (Adyghe in Karachay-Cherkessia), Kabardians (Adyghe in Kabardino-Balkaria) and Shapsugians (Adyghe in Krasnodar Krai), although all the four are essentially the same people residing in different political units.
Most Circassians are Sunni Muslim. The Circassians mainly speak the Circassian languages, a Northwest Caucasian dialect continuum with three main dialects and numerous sub-dialects. Many Circassians also speak Turkish, Russian, English, Arabic and Hebrew, having been exiled by Russia to lands of the Ottoman Empire, where the majority of them today live. About 800,000 Circassians remain in historical Circassia (the modern-day titular Circassian republics of Adygea, Kabardino-Balkaria and Karachay-Cherkessia as well as Krasnodar Krai and the southwestern parts of Stavropol Krai and Rostov Oblast), and others live in the Russian Federation outside these republics and krais. The 2010 Russian Census recorded 718,727 Circassians, of whom 516,826 are Kabardian, 124,835 are other Adyghe in Adygea, 73,184 are Cherkess and 3,882 Shapsug.The Unrepresented Nations and Peoples Organization estimated in the early 1990s that there are as many as 3.7 million ethnic Circassian diaspora (in over 50 countries) outside the titular Circassian republics (meaning that only one in seven ethnic Circassians live in the homeland), and that, of these 3.7 million, more than 2 million live in Turkey, 300,000 in the Levant (mostly modern-day Jordan and Syria) and Mesopotamia and 50,000 in Western Europe and the United States.

SUMMARY
=======
Trabzon (Turkish pronunciation: [ˈtɾabzon]), originally the Greek city known as Tραπεζούς in Greek, and Trebizond in English, is a city on the Black Sea coast of northeastern Turkey and the capital of Trabzon Province. Trabzon, located on the historical Silk Road, became a melting pot of religions, languages and culture for centuries and a trade gateway to Persia in the southeast and the Caucasus to the northeast. The Venetian and Genoese merchants paid visits to Trebizond during the medieval period and sold silk, linen and woolen fabric.
Both republics had merchant colonies within the city – Leonkastron and the former 'Venetian castle – that played a role to Trebizond similar to the one Galata played to Constantinople (modern Istanbul). Trabzon formed the basis of several states in its long history and was the capital city of the Empire of Trebizond between 1204 and 1461. During the early modern period, Trabzon, because of the importance of its port, again became a focal point of trade to Persia and the Caucasus.

SUMMARY
=======
Cossacks are a group of predominantly East Slavic–speaking people who became known as members of democratic, self-governing, semi-military communities, predominantly located in Eastern and Southern Ukraine and in Southern Russia, within the borders of Polish-Lithuanian Commonwealth. They inhabited sparsely populated areas and islands in the lower Dnieper, Don, Terek and Ural river basins and played an important role in the historical and cultural development of both Ukraine and Russia.The origins of the Cossacks are disputed, though the 1710 Constitution of Pylyp Orlyk attests to a combination of East Slavic and Khazar origin. The emergence of Cossacks is dated to the 14th or 15th centuries, when two connected groups emerged, the Zaporozhian Sich of the Dnieper and the Don Cossack Host.The Zaporizhian Sich were a vassal people of Poland–Lithuania during feudal times. Under increasing pressure from the Polish–Lithuanian Commonwealth, in the mid-17th century the Sich declared an independent Cossack Hetmanate, initiated by a rebellion under Bohdan Khmelnytsky. Afterwards, the Treaty of Pereyaslav (1654) brought most of the Cossack state under Russian rule.
The Sich with its lands became an autonomous region under the Russian-Polish protectorate.The Don Cossack Host, which had been established by the 16th century, allied with the Tsardom of Russia. Together they began a systematic conquest and colonisation of lands in order to secure the borders on the Volga, the whole of Siberia (see Yermak Timofeyevich) and the Yaik (Ural) and the Terek rivers. Cossack communities had developed along the latter two rivers well before the arrival of the Don Cossacks.By the 18th century Cossack hosts in the Russian Empire occupied effective buffer zones on its borders. The expansionist ambitions of the Empire relied on ensuring the loyalty of Cossacks, which caused tension given their traditional exercise of freedom, democracy, self-rule, and independence. Cossacks such as Stenka Razin, Kondraty Bulavin, Ivan Mazepa and Yemelyan Pugachev led major anti-imperial wars and revolutions in the Empire in order to abolish slavery and odious bureaucracy and to maintain independence. The empire responded with ruthless executions and tortures, the destruction of the western part of the Don Cossack Host during the Bulavin Rebellion in 1707–08, the destruction of Baturyn after Mazepa's rebellion in 1708, and the formal dissolution of the Lower Dnieper Zaporozhian Host in 1775, after Pugachev's Rebellion.By the end of the 18th century Cossack nations had been transformed into a special military estate (Sosloviye), a military class. Similar to the knights of medieval Europe in feudal times or the tribal Roman auxiliaries, the Cossacks came to military service having to obtain charger horses, arms and supplies at their own expense. The government provided only firearms and suppl ...
