Countdown to Day Zero: Cape Town's Water Crisis
What happens when a major metropolitan area runs out of water? The 4.5 million residents of Cape Town are hoping they won’t have to find out. The South African city has been experiencing a severe water crisis since early 2017, when the municipal government began pleading with residents to conserve water. In October of that year, as the situation worsened, the city enforced water restrictions and mandated household rationing, a program that Mayor Patricia de Lille called the New Normal. “As a permanent drought region,” de Lille announced in a press conference, “we have to change our relationship with water as a scarce resource.” The program was aimed at preventing an outcome that seemed increasingly inevitable: Day Zero, when taps across the city would run dry.
Simon Wood and Francois Verster’s short documentary, Scenes from a Dry City, depicts Cape Town at the height of its water crisis. Residents scramble to circumvent restrictions in order to maintain their livelihoods. Families endure long lines at water distribution points. Protests spring up across the city, drawing attention to the inequities associated with the privatization of water. The film, created with Field of Vision and premiering on The Atlantic today, is a deeply revealing observational portrait of a city struggling to adapt to scarcity. What Happens When Cape Town Runs Out of Water? | Short Film Showcase
Cape Town is currently suffering from a water crisis as a result of drought and an increased population over the past three years. It was predicted that the city would run out of freshwater at some point in 2018 reaching a dreaded Day Zero. Officials have limited water usage with the hope that this will suspend or at least delay the countdown. Resident Ray De Vries talks about some of the more serious complications that could result if and when that day arrives in this short from filmmaker Jamie Hancock.

Lastly we cross the peninsula 30 minutes away to Muizenberg, a beach-side suburb of Cape Town, South Africa. The beach is famous for its colorful beach huts.

Three years of drought have forced Cape Town to employ stringent water rationing. A water restriction of 50 litres a day was introduced in February, and residents are already struggling: “We’ve actually learned that getting water…that’s a privilege.”, Deputy Mayor Ian Neilson is concerned about the potential consequences of 'Day Zero': “We understand the risk of social unrest in [these] circumstances.”

Cape Town is a well-known tourist hotspot, but also one of the most divided and dangerous cities in the world.
It has seen an average of eight murders a day, for the first six months of this year.
In one weekend in July, 43 people were killed.
The South African Army has now been deployed to help stop the violence. In some cases, residents are forming vigilante groups.
The BBC's Vauldi Carelse and cameraman Christian Parkinson spent a weekend on the streets of the city with both the police and the army, as well as the families of those killed.
