Russian Engineering and Science Schools on the American scale. Book introduction.
This presentation is given by Dr. Andrei V. Pomyalov, the author of the book.
Andrei V. Pomyalov has his personal experience of working in the West with his “Russian” background. He spent 17 years living and working in USA, Canada and Israel as Scientist and Engineer– both in academic institutions and in high tech companies. Prior to his immigration from USSR Dr. Pomyalov also had 12 year experience in Russian(USSR) Academy of Sciences working for its research Institute of RadioEnginering and Electronics in Moscow.
As his personal private research Andrei Pomyalov was doing comparative analysis of education standards in Russian and Western universities for the last 11 years.
Andrei holds qualifications of Doctor of Physics and Mathematics (Israel), Candidate of Sciences(к.ф.м.н., Russia), and Electrical Engineer(Russia). He’s also graduated from Moscow Institute of Physics and Technology (МФТИ).
His current filed of professional interests is Optical and Radio-Electronics and Communications.
Last 5 years Dr. Pomyalov was working in modern Russian Federation which made him raise again the question of matching Russian University degrees to the Western ones.

The book is to clarify the subject of matching “Russian” university education standards to those of the US.
First ever quantitative comparison of Russian Engineering and Science Degrees with the American ones.
First ever attempt to use objective criteria in matching Russian university degrees in Science and Engineering to the US system of university degrees.
First English description of Russian Technological University degrees in adequate American terms.
First ever quantitative technique of description for engineering university degrees.
First time in English since 1958.
The essence of my research and my book can be best described by 3 key words:
Count, See and Match.
Counting here means counting instructions hours in the coursework of specific degree programs. We shall count the total hours of actual instructions separately in 3 different disciplines: Engineering, Physics and Mathematics.
Seeing here means using simple graphical representation method for a volume and “shape”of university degree programs that will let us easily see the differences between various specialties and degrees. This coursework image will let us quickly evaluate volume of knowledge given to a student in the course of training. This method will be our main tool of visual comparison for various university degree programs.
Matching here means overall comparison of the University degree programs through their “visual coursework image” and through other parameters trying to find an adequate match for Russian university degrees on the American scale. This comparison will also include features of Russian and American degree programs that are not covered by coursework volume consideration.

SCRIPT
The first ever Russian regatta with solar powered boats was held at the Luzhniki complex on Saturday as part of the Moscow Festival of Sport.
The regatta was organised by alumni from the Skolkovo business school. Nine teams participated, made up of engineers from a variety of Russian universities and three special guest teams, including Russian Synergy, the acting holders of the champion’s title at The Solar1 Monte-Carlo Cup in V20 class. The Dutch Solar Boat Team also took part, along with Nakhimov from Monaco.
Success was judged on the speed of the boat along with the quality of the construction and the design. The Ryazan State Radio Engineering University team beat the Solar1 Monte-Carlo Cup champions Synergy to win the race.

Moscow Power Engineering Institute (National Research University) is one of the largest institutions of its kind, and is one of the leading technical universities in the world in the area of power engineering, electronics and IT. It is located in Moscow, Russia, and was founded in 1930. In Russian Federation the education in universities is available in Russian medium only. Therefore, before the main education courses would start, the foreign applicants to university courses should pass the Preliminary course for training in Russian language, followed by the State Test in Russian language (called Teaching Russian as a Foreign Language – TORFL). Fifteen years ago MPEI (as one of few such Russian universities) launched the program of education for foreign students in English medium, however in only one specialty – Computer Engineering. MPEI invested considerate time and resources into this program, they selected a group of leading professors who spoke English fluently, who in turn prepared the educational materials in English. Now MPEI accepts annually one full group of foreign students who speak English fluently for this IT educational program in English Language. All classes here are provided in English, hence the students in this program do not require the preliminary training in Russian language, i.e. the educational period becomes one year shorter. The annual tuition fee for this program however is more expensive, since this program is conducted in English, unlike the rest of the programs.
