Salem is the capital of the U.S. state of Oregon, and the county seat of Marion County. It is located in the center of the Willamette Valley alongside the Willamette River, which runs north through the city. The river forms the boundary between Marion and Polk counties, and the city neighborhood of West Salem is in Polk County. Salem was founded in 1842, became the capital of the Oregon Territory in 1851, and was incorporated in 1857.
Salem had a population of 154,637 at the 2010 census, making it the third largest city in the state after Portland and Eugene. Salem is a little more than an hour's driving distance away from Portland. Salem is the principal city of the Salem Metropolitan Statistical Area, a metropolitan area that covers Marion and Polk counties and had a combined population of 390,738 at the 2010 census. A 2013 estimate placed the metropolitan population at 400,408, the state's second largest.The city is home to Willamette University, Corban University, and Chemeketa Community College. The State of Oregon is the largest public employer in the city, and Salem Health is the largest private employer. Transportation includes public transit from Salem-Keizer Transit (which operates under the name Cherriots), Amtrak service and non-commercial air travel at McNary Field. Major roads include Interstate 5, Oregon Route 99E, and Oregon Route 22, which connects West Salem across the Willamette River via the Marion Street and Center Street bridges.

Relating to unlawfully summoning a police officer.
Be It Enacted by the People of the State of Oregon:
SECTION 1. (1) A person may bring a civil action for damages against any person who
knowingly causes a police officer to arrive at a location to contact another person with the
intent to:
(a) Infringe on the other person’s rights under the Oregon or United States Constitutions;
(b) Unlawfully discriminate against the other person;
(c) Cause the other person to feel harassed, humiliated or embarrassed;
(d) Cause the other person to be expelled from a place in which the other person is lawfully located; or
(e) Damage the other person’s:
(A) Reputation or standing within the community; or
(B) Financial, economic, consumer or business prospects or interests.
(2) Upon prevailing in an action under this section, the plaintiff may recover:
(a) The greater of:
(A) Special and general damages, including damages for emotional distress; or
(B) Statutory damages of $250 against each defendant found liable under this section; and
(b) Punitive damages.
(3) The court may award reasonable attorney fees to the prevailing plaintiff in an action
under this section.
(4) A civil action under this section:
(a) May be brought in the small claims department of a circuit court if the total damages
do not exceed the jurisdictional limit of the small claims department.
(b) Does not affect a right or remedy available under any other law of this state.

SENATOR BILL HANSELL - District 29 - Athena - SALEM 2016
Senator Hansell is serving in his first term in the state legislature representing District 29, which encompasses parts of seven counties that make up Eastern Oregon.
Previously, Senator Hansell served as a Umatilla County Commissioner, being elected to eight consecutive terms. During his service he was President of the National Association of Counties, President Association of Oregon Counties and served on various boards and committees. Presently, as a State Senator, Hansell is a member of the Senate Joint Committee on Ways and Means, Sub-Committee on Transportation and Economic Development, Sub-Committee on Natural Resources, Joint Legislative Administration Committee, Joint Oregon China Sister State Committee, as well as a member of the Emergency Board. In addition, Hansell was appointed to several boards, some of which include: the Hanford Clean-up board, the Oregon Growth Board, the University Governance work group and the Energy and Environment Committee for the Pacific Northwest Economic Region. He is also serves as vice-president of the Athena Chamber of Commerce and is active in the Athena Baptist Church
Senator Hansell is a Graduate of the University of Oregon, earned a Harvard JFK School of Government Certificate and helped establish the University of Oregon Let'er Duck Alumni Chapter. Hansell was born and raised in Athena where his family has farmed for four generations. He and his wife Margaret have been married 47 years and have raised their six children in the area and are proud grandparents to six grandchildren.

Rally to Save The American Dream - Salem, Oregon 2/26/11
My friend and fellow youth activist Marilyn Sanchez spoke today at the Rally to Save The American Dream in Salem, Oregon. She advocated that we not only protect the rights already given to some, but to work to provide those rights to everyone, notably immigrants whose rights are severely limited. The rally was just one of many around the country today in solidarity with the Wisconsin unions; approximately 1,000 people were at the Capitol Building in Salem today.
