Bitin Cape is one of the Three Capes of North Taiwan, the other two being Fugui Cape, the island's northernmost cape, and Sandiao Cape (Sandiaojiao), its easternmost. Most of the sea-eroded landform types of the entire Northeast Coast are found here, including the sea cliffs, undercut bluffs, and platforms which are more fully developed here than anywhere else in Taiwan. The sea-eroded platforms are thick with mush-room-shaped rocks, honeycomb rock, tofu (bean curd) rock, and marine fossils, all of which make this an outstanding natural geological classroom.
A paved footpath leads off beside the Bitou Elementary School here and onto the cape, giving access to splendid vistas of sea and sky. The path terminates at the tip of the cape and Bitou Cape Lighthouse, which was first constructed in 1896 and was rebuilt in its present form after being destroyed by Allied bombing during World War II.
How to travel
- Take the THSR (or the TRA) to Taipei Station, transfer to Kuo-kuang Bus (bound for Yilan and Luodong) to Bitou Cape stop.

Taiwan Northeast Coast Day Tour from Taipei: Bitou Cape, Nanya Rock, and Cape Santiago Lighthouse
Description
Residents of two fishing villages fight to protect their heritage
For decades now, small fishing villages have lost their traditional cultures one by one, as their population moves out and development projects move in. Today in our weekly special report, we visit two villages on the brink of the same fate: Maoao and Magang, both of which have become the targets of developers that want to build up the area''s tourism infrastructure. In response, the villagers are fighting to fend off what they see as threat to the local ecosystem as well as their way of life. A typhoon has just passed. In its wake, fisherman Hsiao Wen-tien has arrived to assess the damage to the tools of his trade. He has long relied on this fishing boat to scour the sea for treasure.Hsiao Wen-tienMaoao village residentIn these coastal waters, you can catch neritic squid. You can harvest algae and catch lobsters, too.Weather permitting, Hsiao puts on a diving suit, hooks up a net, and heads into the depths of the sea. He goes diving at Maoao Bay, which is Taiwan’s first marine conservation area. This bay has converging tides, shoal rocks, and coral reefs that allow algae, lobsters and other marine animals to thrive. Hsiao Wen-tienMaoao village residentMaoao Bay was designated as a conservation area. Since it has become a conservation area, we have followed a set schedule of fishing times. This summer, locals hung up a banner where it would be most visible. They accused the government of writing the village’s death sentence by planning to turn the bay into a yacht harbor.Chen Chih-chiMaoao village residentWhen we heard that our hometown would have some kind of yacht pier built by a consortium, and that a road would cut past our families’ front door, we felt heartbroken. We were very, very angry.Maoao is located in New Taipei City’s Gongliao District. It is located at the easternmost part of Taiwan. Maoao and the neighboring Magang village are collectively nicknamed the “Far East fishing village.” Maoao’s highest point is the Sandiaojiao lighthouse, where visitors can take in the sea views and survey the rustic fishing villages down below. Villagers fear the arrival of construction crews, saying the ecosystem would bear the brunt of the damage.Voice of Wu Shan-jungHistorianIf a yacht pier is built here, any northeasterly monsoon that blows in would hit a huge obstacle. If you built the pier here, where those three streams flow out, the turbidity of the water would worsen. When streams are allowed to empty into the sea obstructed, their waters carry out loads of sediment. Locals worry that a concrete yacht pier would act like a wall that blocks the passage of sediment, which would pile up and turn the bay into a backwater. Voice of Chen Chih-chiMaoao village residentIt wouldn’t be a yacht pier – it would be a dam for gravel. The coral would die off and tropical fish wouldn’t come. Abalones, sea urchins, seaweed…none of them would be able to survive. The yacht pier plan was many years in the making.Yao Ko-hsunDevelopment officialIn the year 2000, the government went full throttle promoting tourism and charted out a plan for designated yacht harbors. The piers were meant to support a future yacht industry and to give the public access to some more refined recreation. The land surveys required for the project proved extremely time-consuming. And that is why, 19 years later, Maoao’s yacht pier has yet to break ground. But recently, during a public hearing on urban renewal, the project resurfaced. Many experts, including a cultural historian and a scenic area management official, question the need for a yacht pier at Maoao.Wu Shan-jungHistorianThe four yacht piers already in existence are underutilized. Basically, they are operating are at a loss. A yacht pier built here would be unusable three to four months of the year. Don’t you think that’s strange? If a northeast monsoon came in, how would you use it?Wu Chien-chihScenic area managerThe Longdong yacht harbor is not being used to capacity. And it’s only a 20-minute drive from Maoao – it is very close by. So from a management perspective, we would not want to develop a second yacht harbor. The locals here have pored over the urban renewal plans. They’ve discovered that aside from the yacht pier, there’s a plan to partially pave over the village streams to build a road.Hsiao Wen-tienMaoao village residentThey say they want to do construction here. No way, absolutely no way. Consider that typhoon we had yesterday. The waves reached all the way to here. It’s even worse when we get floodwaters from the mountains. If you do construction work here, a huge amount of driftwood would clog up the streams. Everything would be flooded. Aside from its ecology, this area is famous for its stone houses. These houses were built by piling up sandstone rocks found along the coast. The walls are thick, and houses stay warm in the winter and cool in the summer. Chen Chih-chiMaoao village r...
