SECC911 August Board Meeting - Scott County Iowa
Thursday, August 18, 2011 | DAVENPORT, IOWA - Scott County Emergency Communications Center, aka SECC911 - Monthly board meeting of the unelected board members ( ) who over see the consolidated dispatching ( ) of Bettendorf, Davenport and Scott County. Brian Hitchcock is the SECC911 Director who reports to (l to r) Tom Sunderbruch (Scott County Supervisor), Bill Gluba (Davenport Mayor) and Marty O'Boyle (Eldridge Mayor) and off camera to the left Dr. Frank Claudy (Medic EMS Board President) and not present Mike Freemire (Bettendorf Mayor).
At the 6 min mark SECC911 board member Dr. Frank Claudy president of Medic EMS board, is reassured that the reason the 911 dispatcher can't switch the call to Medic is a compatibility issue.
At the 6:30 mark ( ) Mayor Gluba states he gets a briefing every Tuesday from the chief of police and fire chief and chair of Public Safety committee on the city Council Bill Boom related to the progress of the consolidated dispatch. He seeks reassurance from Hitchcock that SECC911 is working with his staff and that no one has come forward and said the problems discussed are insurmountable.
At the 7:30 mark ( ) questions submitted in writing to the board by concerned citizen Diane Holst, are brought up by mayor Gluba for a response from Hitchcock.

Why do the radios on walkie not work in Buffalo? We were told in April that the Buffalo issue would be resolved by RACOM. What steps are you taking, and when do you expect this to be fixed?
Has the $14K BDA been installed at Hillendale, and has it resolved the problem?
Where are the areas around the County that you're relying on NPSPAC?
Has there been a due date set with the Vendor, New World Systems, for the CADS/RMS system to be working correctly?
Why is there a delay of up to 3 minutes for dispatch to find out if someone is wanted?
Why do I hear the Dispatchers say, they lost their screen.
Is the County receiving a P.01 access level at this time? And if not, are we being compensated?
Has the EDACS/RACOM system been accepted?

3 of 3 Scott County Board (IA) - Public Hearing on Adopting State Smart Planning Principles
Davenport, Iowa | Thursday, January 20, 2011 - Scott County Board of Supervisors (Jim Hancock, Larry Minard, Tom Sunderbruch, Bill Cusak, Carol Earnhardt) conduct a public hearing regarding staff's recommendation to adopt the State of Iowa's Ten Smart Planning Principles as part of the county's comprehensive plan. (
County Planner Tim Huey and County Administrator Dee Breummer answer questions and provide their perspective regarding the testimony of Diane Holst (Eldridge, Iowa) and Todd McGreevy (Bettendorf, Iowa), who request that the Board not adopt these principles.
Holst and McGreevy cite the state wide task force's Smart Planning report ( and its proposal to create regional Councils of Government (COGs) and levy taxes to support paying for implementation of a Smart Plan for all the jurisdictions beneath the regional COG. McGreevy points out that while the board's enclosures regarding this matter, provided by county staff state that this measure must be taken in order to comply with state law, that is in fact, not true as no where in the state legislation they refer to, does the state compel a jurisdiction to comply.
No citizens spoke in favor of adopting these Smart Planning Principles.
The state legislation that is driving this request from county staff is Senate File 2389. ( ) The board members affirm, in this hearing, that none have read or looked at said Senate File to date. Further, the statewide task force Policy Report (132 pages) on Smart Planning that this legislation enacted, has not been reviewed by the board of supervisors either.
The Board did not vote on this matter at the meeting. When asked when the vote would be taking place, Supervisors Cusack and Earnhardt stated it would take place when Administrator Breummer determined it would take place.

Carousel of Happiness, Golden Ticket Ride (first ride), May 29, 2010, Nederland, CO
The Carousel of Happiness Grand Opening on May 29, 2010. Over the past couple of years lucky people acquired Golden Tickets, for the first carousel ride. I do not know for sure, but I think a few sponsors received them, and that many more were found in local candy bars (or other bars), I really don't know.
The carousel is the amazing work of a man named Scott Harrison. Scott is a Vietnam veteran, having served in the Marines. His leadership and inspiration to the town of Nederland, and the community at large, for bringing such an unlikely project to fruition, is a rare thing indeed. Be inspired--if you were here to see it, and fully internalize the story behind and purpose of the carousel, you would be! The main purpose of the non-profit carousel is to provide funding to other non-profits in the area.
The first run of the carousel was without riders. People in attendance were to remember loved ones. It was an emotional few minutes for everyone. Scott honored and remembered two friends who died in Vietnam, who never got to grow up.
Since 1984 Scott has been carving the animals from scratch. Thirty-eight of them is the number, I think. This video does not do the quality of the carving or the creativity justice. Each animal has something unique, sometimes with parts of them being completely out-of-place. Yet, everything about the carousel is very creatively integrated. Scott talks about the magic of the carousel, and it is there, but to understand it you really need to experience it.
Anyway, we thank Scott, the numerous volunteers, the sponsors, and everybody who contributed to such an amazing contribution to our town and the world! The carousel's website is: carouselofhappiness.org

INCREDIBLE footage taken just east of Eldridge, Iowa as an ominous sky flanks a large but apparently stationary funnel directly over the town of Eldridge, Iowa. Sorry for the loud wind sound and several tornado sirens. Damage was (surprisingly) minimal given the ugly nature of this un-natural event.
