Seoul taxi base fare to increase to 3,800 Korean won from Feb. 16
서울 택시 기본요금 16일 새벽 4시부터 3800원
Taking taxis in Seoul will become more costly starting February 16th. The city government announced that the basic fare for taxis will rise to 38-hundred Korean won, or just under three-and-a-half U.S. dollars.
Lee Min-sun, reports.
The base fare for taxis in the nation's capital Seoul will rise to 38-hundred Korean won, or three U.S. dollars forty cents, from the current 3-thousand won,... starting from 4 a.m. on February 16th.
According to the Seoul Metropolitan Government,... the late-night fare from midnight to 4 a.m. will also increase to start from approximately four dollars,... while the base fare for deluxe and jumbo taxis will rise to nearly six dollars.
This is the first increase in fares since October 2013.
Starting on February 16th, the city government will spend about two weeks updating taximeters installed in the city's 70,000 taxis.
To prevent confusion, a fare conditions table will be attached inside the taxi during this period.
Drivers from the Seoul Private Taxi Association pledged to provide better service following the basic fare increase.
The association submitted a plan to improve service in five areas including improving passenger refusal, operating more taxis during nighttime, and strengthening qualifications for elderly drivers
In addition to the taxi fare hike,... Seoul City is also mulling over the possibility of raising subway and bus fares.

Taxi fares in Seoul to go up on Saturday
인상된 서울 택시 요금에 상반된 반응
Taxis rides in Seoul will be more expensive starting Saturday.
It's the first fare hike in half a decade.
Reactions, as you might expect, have been quite different between passengers and drivers.
Lee Min-sun help us look beyond the numbers. The new fares take effect on Saturday at 4 AM.
The base fare is going up almost 27 percent to 3-thousand-800 won, or about 3 U.S. dollars and forty cents.
It's the first increase since October 2013.
People in Korea have gotten used to taxis being relatively cheap over the years, so even though drivers have promised better service, some people are unhappy about the higher fares.
As a student, this is a huge increase. It would be goof if they improved their service, but there's no one else in the car with us, so it's hard to make sure that happens.
It’s about time that taxi fares go up, but it seems rather sudden. I'll take public transportation more. They've always talked about improving their service, but it's never really happened.
It might seem logical to expect better service if you're paying more, but drivers say even with the increase... the fares aren't very high.
It’s still nothing compared to other countries. If passengers want better service, then they should pay more. Regular taxi drivers will do just as they've always done and keep refusing passengers.
When taxi fares go up, we lose passengers for a while. But I will always try to provide better service, not just because the fare has risen.
The Seoul Private Taxi Association has promised better service in exchange for the higher pay, like keeping their cars cleaner, drivers not smoking in the car and putting more taxis on the streets at night. But many people aren't convinced they will.
The city government says it will check up on their service and has already taken various measures.
Recently it penalized 22 taxi companies caught refusing passengers.
It also plans to introduce taxis that are for women only.
Meanwhile the province of Gyeonggi-do, which surrounds the capital, is also looking at increasing its base fare for the first time in five years.

Seoul is notorious for its highly congested roads, but local districts in the capital are taking it upon themselves to change that.
From free shuttle services to new bicycling reward programs, our Paul Yi shows us more. Here at a traditional Korean market in Seoul, delivery drivers pack up ordered goods and head out to greet their customers, door to door.
The new shipping service launched by the local Eunpyeong District Office aims to prevent over-parked streets and boost business for traditional markets.
For me, it's very hard... having to go out, take the car, and carry the groceries. But now, it's great being able to order and have it delivered to my home.
It's just one the many ways local government offices are trying to reduce traffic congestion in the city.
Also leading the trend, the Yongsan District is operating a free shuttle bus service with direct routes to community health clinics and popular cultural centers.
The rapid transit service has become popular with many residents, especially senior citizens.
Before, taking the bus was so inconvenient because the bus stop was all the way down there. Now the hospital is much easier to get to and I'm able to better use the health center here.
This public servant is attaching a special electronic tag to her bicycle, as part of the Mapo District's latest smart commuter program.
Staff employees who bike to work for more than half a month receive welfare points and other benefits.
The program reduces vehicle air pollution, while incentivizing people towards a healthier lifestyle.
Since I wasn't able to put aside time for exercise, utilizing [my commute] time like this is revitalizing my life.
The Seoul Metropolitan Government plans to review the best measures by local districts and several private firms for a comprehensive initiative to improve the city's traffic conditions.
