The El Pueblo de Los Ángeles Historical Monument, also known as Los Angeles Plaza Historic District and formerly known as El Pueblo de Los Ángeles State Historic Park, is a historic district taking in the oldest section of Los Angeles, known for many years as El Pueblo de Nuestra Señora la Reina de los Ángeles del Río de Porciúncula. The district, centered on the old plaza, was the city's center under Spanish (1781–1821), Mexican (1821–1847), and United States (after 1847) rule through most of the 19th century. The 44-acre park area was designated a state historic monument in 1953 and listed on the National Register of Historic Places in 1972.
Olvera Street, known for its Mexican marketplace, was originally known as Wine Street. In 1877, it was extended and renamed in honor of Augustín Olvera, a prominent local judge. Many of the Plaza District's contributing historic buildings, including the Avila Adobe and Sepulveda House, are located on Olvera Street. In 1930, it was adapted by local merchants into the colorful marketplace that operates today.
The mural América Tropical (full name: América Tropical: Oprimida y Destrozada por los Imperialismos, or Tropical America: Oppressed and Destroyed by Imperialism, by David Siqueiros, was unveiled above the street in 1932. It was soon covered up to mask its political content. The Getty Conservation Institute has performed detailed conservation work on the mural to restore it and the America Tropical Interpretive Center opened to provide public access.

In April 1983 an advisory committee of the LAUSD recommended closing eight LAUSD schools, including Rhoda Street School.[13] In August 1983 the board publicly considered closing Rhoda, which had 262 students at the time.[14] In 1984 the board voted to close the Rhoda Street School.[15]

Siqueiros: America Tropical in Los Angeles, CA
This video is about a history visit to Los Angeles, California on April 3, 2014. The sites visited were Union (Railroad) Station (1929), David Alfaro Siqueiros' America Tropical Mural (1932) and the America Tropical Interpretive Center in the Sepulveda House at the original location of the pueblo of Los Angeles, La Placita (1781-1815), or Olvera Street. Roz Snow and Dr. Ramon J. Martinez are the narrators.
La Placita is directly across from the train terminal. The other end of the terminal is the transit bus center which is on the corner of Ramirez and Vignes Streets.
The owner and editor of to El Clamor Publico (the Public Outcry), Francisco P. Ramirez, was a brilliant and precocious seventeen-year old who published his Los Angeles journal as a champion of the Mexican people between 1855 and 1859.
He quickly acquired an excellent knowledge of English from American settlers. He also learned French, a skill taught to him by Jean Louis Vignes and his compatriots. Ramirez's mastery of French and English, together with his native Spanish, made him conversant in three languages before he was fourteen years old.

The America Tropical Interpretive Center is dedicated to the life and legacy of David Alfaro Siqueiros. His mural continues to have a profound influence on the Chicano Muralist Movement in Los Angeles. The Messages he relayed through his provocative art have impacted people the world over.
The America Tropical mural was painted in 1932 and was so controversial that it was quickly whitewashed and forgotten. Chicano Movement artists rediscovered the mural and in 1971, Dr. Shifra Goldman and Chicano filmmaker Jesus Salvador Trevino formed a Save the Mural Committee. Visit the center's website:

Population
The 2000 U.S. census counted 41,905 residents in the 9.5-square-mile Encino neighborhood — 4,411 inhabitants per square mile , among the lowest population densities for the city but average for the county. In 2008, the city estimated that the resident population had increased to 44,581.
In 2000 the median age for residents was 42, considered old for city and county neighborhoods; the percentages of residents aged 50 and older were among the county's highest.
The neighborhood was considered not especially diverse ethnically within Los Angeles, with a high percentage of white residents. The breakdown was whites, 80.1%; Latinos, 8.5%; Asians, 4.9%; blacks, 2.4%; and others, 4.1%. Iran (30.1%) and Russia (6.4%) were the most common places of birth for the 32.8% of the residents who were born abroad—an average percentage for Los Angeles.
The median yearly household income in 2008 dollars was $78,529, considered high for the city. The percentage of households that earned $125,000 and up was high for Los Angeles County.
The average household size of 2.3 people was low when compared to the rest of the city and the county. Renters occupied 38.4% of the housing stock and house- or apartment-owners held 61.6%.
The percentages of divorced residents and of widowed men and women were among the county's highest. In 2000 military veterans amounted to 10.6% of the population, a high rate for the county.
