Relaxed Rules for Solemn Oath, 2 Fools Cider PA
The three-drink limit at Solemn Oath Brewery and 2 Fools Cider has been cut off.
Naperville City Council relaxed the restrictions on the Class P and S liquor licenses held by the two businesses at its latest meeting.
Both establishments will now be able to serve more than three drinks per customer, serve drinks made off-premises, hold 12 events each year instead of just two, and also serve drinks with a maximum size of 24 ounces.
Solemn Oath president John Barley said the new ordinance will allow his business to stay competitive in a fast-changing industry.
“When we started in 2012, we’re looking at 2,500 breweries nationally. We were like the third taproom in the state of Illinois so it was a much different industry compared to now,” said Barley. “[Now] we’re looking at 7,000 or so breweries across the country. A more and more competitive landscape and as we continue to grow, we really focused on this as one tool that we really needed to continue our momentum and continue to grow here in Naperville.”
Solemn Oath pushed for the modifications, though 2 Fools will also benefit from the revised ordinance. The brewery is particularly excited about the new events they can hold.
“This will give us a chance to have up to 12 of those, which is a big win for us,” said Barley. “And it gives us an opportunity to work on pretty creative concepts both small and large that we’ve wanted to do for awhile.”
Council said they weren’t worried about Solemn Oath or 2 Fools abusing the relaxed restrictions, but there was some concern new businesses that come to Naperville might.
However, because that type of license is currently capped at two, council would have to approve any new businesses requesting one, and could install a probationary period before granting the more lenient rules.
“You’ve passed the test of time here. You’ve been in Naperville for six years, never had a violation, never had a police incident,” said Mayor Steve Chirico. “If someone else comes in, we talked about how do we make sure that we ‘ve got someone who’s got that same history.”
Council passed the ordinance by a vote of 8-1 with Councilwoman Rebecca Boyd-Obarski voting nay due to a disagreement with language used in the ordinance.

Cidery in Naperville
At the most recent Liquor Commission meeting, the group approved a
request from Hardcore Beverage to amend the liquor code, putting
them on track to open Northern Illinois’ first cidery right here in
Naperville.
“To have an actual cider producing and a facility serving cider only is
something I think would be met with a lot of excitement and also very
good for business in Naperville,” said Liquor Commissioner, Marc
Blackman.
Two Fools Cider House will be located off of Quincy Avenue, where
they will brew and sell their cider on site and have a tasting room.
The cidery plans to open this fall, as long as they are approved for
their liquor license at the August City Council meeting.
Also of note, alcohol is not coming to Starbucks in Naperville, as the
commission once again denied the coffee houses request to create a
new license classification.

Liquor Commission Talks New Brewing Businesses
A new brewery and virtual reality playground could be coming to town.
Noon Whistle Brewing is interested in bringing a production facility and taproom to town. Co-owner Mike Condon presented their case at the latest Naperville Liquor Commission meeting.
“We are currently seeking a second location that would be a production facility for us,” said Condon. “It’ll be a larger space, we’ll roll out a lot more product, and we’ll be able to expand our market more outward. Not only to fulfill our distributors but also to expand in the Illinois market.”
Condon asked the commission to expand the Class P liquor license cap for a brewery retailer, which is currently capped at two breweries filled by Solemn Oath and Two Fools Cider.
The commission voted to expand the license cap, pending the information Noon Whistle Brewing brings back to the next meeting in September about the probable location for their new Naperville facility.
Another business on its way to town is VR-360. After going through planning and zoning, the virtual reality playground came to the liquor commission asking for the Class M license on recreational facilities to be expanded to allow VR-360 to sell beer and wine at its facility. The commission voted in approval, and Naperville City Council will have the final vote.
Marcus Beam from VR-360 is planning to bring his business to 22 East Chicago Avenue in the River Square Shopping Center. The facility would be the first of its kind in Naperville, offering families and adults the crossover experience of drink and play with virtual reality video games.
And while those businesses got approved, others needed more deliberation.
Commissioners once again tabled their vote on the cannabidiol, or CBD retail business hoping to come to Downtown Naperville. David Palatnik presented his CBD and Kratom Shop to the commission at the last meeting and was met with many questions.
He returned this time with more information about his products, as did 360 Youth Services, who reported that Kratom has a similar chemical structure to opioids and can be addictive. This led the commission to vote to restrict the sale of Kratom in the city.
Although Palatnik was happy to continue pursuing his business as a CBD shop only, commissioners were still a bit hesitant. CBD comes in oil, lotions, and edible forms, and is commonly used for pain relief.
“CBD is better for the medicinal purposes, but both hemp and CBD generally contain little to no THC in the product. And there is a difference, clearly. The THC levels are low, but ultimately where I’m at, we need to do more research, but I think I’m going to wind up centering around the THC level and keeping that down,” said Commissioner Joe Vozar.
Commissioners will further research CBD with city staff, and will allow Palatnik to come back to the next meeting with more information about it to support his request.

The Chicago Craft Beer Week kicked off at the Garfield Park Conservatory with the event, Beer Under Glass. Ken Hunnemeder and Brad Chmielewski we able to check out the event and even managed to chat with a few of the local brewers about projects that are under way. All of you home brewers should recognize our first guest, Randy Mosher. Randy talks about the great news that 5 Rabbit has signed a deal on a brewery facility in southwest suburban Bedford Park, just a mile from Toyota Park. They hope to be up and brewing later this year if everything goes as planned. Speaking of new facilities, Ken and Brad were able to grab Josh Deth to talk about the opening of the Revolution Brewing production brewery. Revolution Brewing is going to make a big impact on the Chicago beer scene with its new facility. After a few more beers, Ken and Brad spoke with John Barley of Solemn Oath, the newest Chicagoland brewery to open it doors. They currently have four beers that you've probably seen popping up around Chicago. These guys are out in Naperville so all you beer lovers out there in the burbs now have another place to grab some great craft beer.
