SRI LANKA: JAFFNA: FIGHTING CONTINUES AROUND TAMIL STRONGHOLD

For 12 years, Sri Lanka has been gripped by a civil war in which more than 42-thousand people have been killed.
Most of the fighting has been centred around Jaffna - the stronghold of the Tamil separatist rebels.
International media were barred from the city after peace talks broke off more than a year ago and little has been known about how the fighting affected the people of Jaffna.
But the government captured the city in December and now have allowed journalists in to see what conditions are like for Jaffna's residents.
Sri Lanka's northern tip is the Jaffna Peninsula - home to the Tamil Tigers.
They originally came from Tamil Nadu in southern India and have been fighting for a separate homeland from the indigenous Sinalhese Sri Lankans.
The city of Jaffna has been the centre of Tamil culture for centuries and served as the rebel stronghold during their war for a Tamil state in northern and eastern Sri Lanka
The world's media was banned from the area for more than a year - ever since peace talks broke off between the Sri Lankan government and the rebels.
But the military captured Jaffna in a bold offensive in December - and eventually gained control of the surrounding Jaffna Peninsula.
As a result, the rebels' war was turned into a mainly guerrilla movement waged from the jungles.
This week, journalists were taken on an government trip to Jaffna city to see first hand what the conditions were like for those who live in the government-controlled area.
Under the constant and watchful eye of the military, people are struggling to regain some sort of normality.
But many are unemployed, hungry and homeless.
They say the government is taking too long to rebuild their homes and distribute food and medicine.
With the local economy at a standstill, food and fuel prices have rocketed, forcing people to stand in lines for government handouts that they say still aren't enough.
The government says it was unprepared for the return of 400-thousand Tamils who fled Jaffna city in advance of the military offensive.
Some shops have now opened in the main commercial centre, but despite appearances, few have much to sell and prices are high.
Demand is high for items which were previously banned such as torch batteries which the Sri Lankan government said could have been used to make explosives.
Half the peninsula's schools and its university are open, but less than half the students are attending the classes.
However, the schools within the area the journalists were allowed to visit were well attended.
But for all their suffering and frustration after 12 years of fighting, many Tamils say there are also ways in which their lives have improved since the rebels were driven out.
For the first time in five years, the bombing and shelling by Sri Lankan forces has stopped.
Shop owners no longer have to pay 10 percent sales tax to the rebels and taxi drivers no longer have to drive the guerrillas around for free.
And Tamil parents don't have to sit helpless while rebel operatives recruit their children from high schools.
Even though there are thousands of soldiers patrolling the city, their presence is not as threatening as some feared it would be.
But the infrastructure of the peninsula has collapsed after the years of war.
Water systems are broken and roads in the city's outskirts have not been repaired since the war began.
Telephones haven't operated for years and one look at the post office and telecommunications building shows why.
Food aid is essential - this flour has come from the Department of Essential Services in Colombo.
Farmers fled the military offensive and have been unable to harvest their crops.
