SCRIPT
Russian Foreign Minister Sergey Lavrov and his Norwegian counterpart, Borge Brende, attended an official wreath laying ceremony at the War Mothers memorial in Kirkenes on Saturday. King Harald V of Norway also attended the event.
Lavrov and Brende will also visit the Kirkenes Soviet memorial to commemorate the 70th anniversary of the Red Army’s liberation of northern Norway.
The ministers are set to meet after the ceremony, during which they are expected to debate regional cooperation in the North, such as the Arctic Council or the Council of the Baltic Sea States, amid the ongoing Ukraine crisis. They will also discuss many other key areas including commerce, energy and environmental protection.
Despite Norway tightening economic sanctions against Russia earlier in the month, Russia still hopes to increase the cooperation between the two countries, according to Lavrov.

The Petsamo–Kirkenes Offensive was a major military offensive during World War II, mounted by the Red Army against the Wehrmacht in 1944 in northern Finland and Norway.The offensive defeated the Wehrmacht's forces in the Arctic, driving them back into Norway, and was called the Tenth Shock by Stalin.It later expelled German forces from the northern part of Norway and seized the nickel mines of Pechenga/Petsamo.

The Kirkenes Ethics. Igor Diakonoff
Igor Diakonoff, an outstanding Assyriologist, historian and linguist, spent several years of his childhood in Norway. When the Red Army liberated the Northern Norway in 1944, he was sent by the Soviet command to Kirkenes and became a key actor in the relations between the local population and the Soviet armed forces. A promising scholar, finding himself among the ruins in a country of his childhood, he became determined to formulate general ethical principles which would be fit for any social system, religion or race. He finished this work, which resulted in a short treatise named The Kirkenes Ethics, only by the end of his life, and his war-time human experience in Kirkenes remained a major theme for him until his last days.

Russian Foreign Minister Sergei Lavrov and his Norwegian counterpart Borge Brende attended a wreath-laying ceremony at the Soviet memorial in Kirkenes, Saturday, part of the 70th anniversary of the Red Army’s liberation of northern Norway.
Commenting on earlier talks with the Norwegian foreign minister, Lavrov said that the two countries had confirmed their interest in stronger ties, primarily in the areas of economic, environmental and frontier cooperation. He also argued that Norway had tightened economic sanctions against Russia for reasons “way beyond the country.
After the wreath-laying ceremony, Lavrov met with veterans who helped fight the Nazi occupation of the country.

Kirsten Basma was born in Norway in Kirkines.The 2 familyes decided to move to Russia in 1942. Apples were painted in the room and was kept in their imagination and helped to forget the hunger.Høsten 2014 er det 70 år siden russiske styrker frigjorde Øst-Finnmark fra tyskerne.
Kirsten was sent to Sweden after the war. She captured her story in a painting, was the founder of a theater. She carries a strong tale about humanitarian questions that are still present today.

Russian Foreign Minister Sergei Lavrov laid a wreath at the Soviet war memorial in Belgrade on Monday.
The ceremony was held at the cemetery where 1,395 soldiers of the People's Liberation Army of Yugoslavia and 818 Russian Army soldiers and officers are buried. They died in 1944 during the military operation pushing German Nazi troops out of the city.
