Reporter Priscilla Lombardi takes a look back at some newsmakers in Norwalk government in 2014.
2014 saw the end of a two-year legal battle between the city of Norwalk and Al Madnay Islamic center. The city bought the property at 127 Fillow Street from Al Madany and agreed on a $2 million plan that will help the Islamic center find an alternative location for a mosque and pay for damages and reimbursements.
It's my firm hope that Al Madany will find an appropriate parcel of land and will build a facility that meets every one of their needs with the city's help, said councilman David McCarthy.
The common council recognized that we were obeying the law, that we did have a right to build on that property, that would ultimately be vindicated by the courts and they chose to compensate us fairly for not taking it all the way, said Farhan Memon, spokesperson for the Al Madany Islamic Center of Norwalk.
In October, The Norwalk Common Council approved to extend the Maritime Aquarium's lease to July 2031, ending weeks of discussion.
Under the new agreement the Maritime Aquarium will pay the city an annual lease of $1 and pick up all maintenance costs. Until recently, those costs have been paid by the city. The vote was split 10 to 5 with some opposition suggesting the Aquarium should be required to create more programs for South Norwalk children.
The city has invested millions and millions of dollars into the aquarium and the only thing we are looking forward to is an opportunity for our kids to unitize the aquarium, said David Watts of the Norwalk Common Council. Currently they have a program in place that it costs anywhere from $450 to $500 for a kid to participate.
We really can't begin to incorporate a whole variety of possible programatic changes into a long-term lease, said Norwalk common council member Bruce Kimmel. That would create all kinds of complexities and possibly box both the city and the aquarium into a corner should things work out a little differently than we anticipated in the next few years.
They have taken on that responsibility in that agreement, said Douglas Hempstead of the Norwalk Common Council. The city maintains the land and the facility maintains the ownership of the building. I think it's a fair lease.
Also in October, The Common Council voted in favor of the $4.3 million Oak Hills Park Authority Master Plan after months of public debate and discussion. The plan seeks to construct a driving range, golf learning center and Nature Learning and Fitness Center behind the restaurant at Oak Hills Park on Fillow Street.
The authority heard the concerns of everybody that came out and found a way to make it work so that the new proposed driving range is in the center of the property which will preserve the woodlands and has the least impact on the neighbors, said Shannon O'Toole Giandurco. There are no lights in this plan and there will be the nets, but again they'll be in the center of the property.
I would feel more comfortable with a master plan, where you're building the driving range from the fees from the users of the golf course not have a plan where a year down the road, you're going to come to the city, said councilman David Watts.
And in September, The Cedar Street village district in Norwalk re-opened, after undergoing 11 years of construction. Officials say the new environmentally-friendly streetscape, is a culmination of the steadfast work of local leaders.
What is so wonderful about this project is it's interconnected, said state senator Richard Blumenthal. It has brought people together in a real community and has brought Norwalk together and remember the commitment here was made by courageous, steadfast mayors.
Everybody worked so hard to make this happen, said Norwalk Mayor Harry Rilling. And this is a sustainable project with all LED lighting. This should be a model project for neighborhoods across the entire country.

Benicia Plein Air Group (aka, DaGroup) was invited to hold their third art show during China Camp Village's Heritage Day 2012 held on Aug. 11, 2012. This video shows day from early morning preparations to the event's end. Activities included traditional Chinese folk singers, chorus group, dancers, boats, and lion dancers ... primarily performed by the youngest generation.
China Camp Village has been a favorite painting place for California plein air (i.e., outdoor) painters. From the renown Society of Six painters in the early 1900s ... to the 1970's and 80's for artists George Post and Terry St. John; and including the last living member of the Society of Six, Louis Siegriest who took his son Lundy and upcoming painters Pam Glover, Jerrold Turner, Nikki Basch-Davis and others there ... to present day plein air painters ... China Camp Village's beauty, culture and historical depth has sparked painters' imagination and creativity ... it is a place dear to their hearts.
Present day plein air artists meet a few days each year for paintouts at China Camp Village ... they enjoy painting, watching the light, a full feasted BBQ, and again painting until the sun goes down.
