The historic village of Grafton, Vermont is recovering at an astonishing speed after flooding that resulted from Hurricane Irene on August 28. All businesses in the village, including the Grafton Inn, Grafton Village Cheese, Grafton Ponds Outdoor Center, Grafton Forge Blacksmith, two art galleries, three artist studios and two museums are all OPEN for business.
All main roads to enter Grafton are fully functional; via I-91 through Chester, Vt.; from the south via Route 30 in Townshend, Vt.; and from the East & West via Route 121 from Bellows Falls, Vt./Londonderry, Vt.

...FLASH FLOOD WATCH IN EFFECT FROM TUESDAY AFTERNOON THROUGH
LATE TUESDAY NIGHT...
The National Weather Service in Albany has issued a
* Flash Flood Watch for portions northwestern Connecticut,
western Massachusetts, and southern Vermont, including the
following areas, in northwestern Connecticut, Northern
Litchfield and Southern Litchfield. In western Massachusetts,
Northern Berkshire and Southern Berkshire. In southern Vermont,
Bennington, Eastern Windham, and Western Windham.
* From Tuesday afternoon through late Tuesday night.
* Heavy rainfall is expected to develop along and immediately
ahead of a slow moving cold front. A band of showers and
thunderstorms containing very heavy rainfall will slowly move
across the watch area Tuesday afternoon and evening. Rainfall
rates may approach or exceed one inch per hour. There is a
possibility that the band slows down over the watch area,
resulting in some flash flooding of urban and poor drainage
areas, especially where leaves clog storm drains.
PRECAUTIONARY/PREPAREDNESS ACTIONS...
A Flash Flood Watch means that conditions may develop that lead
to flash flooding. Flash flooding is a very dangerous situation.
You should monitor later forecasts and be prepared to take action
should Flash Flood Warnings be issued.

Here is a flash flood watch issued by NWS Albany and relayed on WXL37 in Highland. This watch, unlike most others, only included a few counties in CT, MA, and VT. This alert was issued in anticipation of a strong low pressure system.
