Three men and a woman shivered and laughed in the snow outside a corner pizza parlor that serves Budweiser and Keno chances to residents of the city’s tough Charlestown district.
It was the day after five of their neighbors were convicted of a string of bank robberies and armored car heists.
Federal prosecutors said the convictions signaled the end of the legendary “code of silence” that for years prevented witnesses from testifying against a group of hard-core career criminals in the neighborhood.
Asked if the code was now broken, one man said, “Oh, my God,” turned on his heels and walked away.
“I know nothing about that,” said another, as he headed off in a different direction.
“I’m not gonna die,” said a third man as he hastily left the corner. “This ain’t the code of silence, I just don’t want to die.”
FBI spokesman Peter Ginieres conceded the code may not be completely dead. “But it’s moribund,” he said.
Prosecutors say the vast majority of the 18,000 people known as “townies” who live in the one-square-mile Charlestown neighborhood work hard and obey the law.
But the Irish-American neighborhood of corner taverns, triple deckers and brick housing projects has harbored a small group of career criminals who hand down their skills from generation to generation, according to Sandy King, a former Charlestown resident who lost two sons to murder.
The townie rings have committed armored car heists as a rite of passage, robbed crowded banks in broad daylight and threatened to wipe out whole families if they dare identify a townie who killed a loved one, residents and authorities have said.
A townie gang once held up a North Shore savings and loan wearing Charlestown football jackets with their names embroidered on the sleeves.
The willingness of gang members to retaliate viciously against anyone who broke the code of silence has for years protected them from long prison sentences.
Herbie Stone, for example, was murdered in 1981. His family said they knew who killed him, but feared they’d all be murdered if they spoke out. So they placed a black-rimmed advertisement in the local newspaper saying they wouldn’t retaliate for Herbie’s death.
Between 1975 and 1994, 49 people were killed in Charlestown. Only 26 were arrested.
That began to change in October 1996, when two witnesses from Charlestown who were given federal protection testified against the killer of another Charlestown man.
Three months later, federal investigators were able to convince a Charlestown woman who held a dying murder victim in her arms to break her silence and implicate the killer.
On Monday, federal prosecutors said they’d finally broken the code when five career criminals were convicted on 54 counts, including charges they’d committed an armored car robbery in Hudson, N.H., in which two security guards were murdered.
“The Hudson case turned up the heat in (Charlestown),” said Assistant U.S. Attorney Michael Connolly. “A lot of people decided to call it quits and break the code of silence.”
Three friends and acquaintances who had lied on the stand before testified against the five, along with four convicted bank robbers from Charlestown.
One veteran armed robber, John Burke, testified against his own brother during the trial.
But a visit to Charlestown suggests the townie gangs still have the power to intimidate their neighbors.
Inside Mama Maria’s, a man wearing a ball cap and jeans sat at a formica table and smoked a cigarette.
A patron bought a copy of the local newspaper, the Charlestown Patriot.
“Good issue,” he said. “No crime, none of that armored car stuff.”
He was asked if he thought the code of silence was broken.
“I don’t know nothin’,” he said, and turned away in his chair.
