STORYLINE:
Bolivian authorities warned on Sunday that waters will continue to rise for another six days around the city of Trinidad in the regional department of Beni.
Thousands of residents of Trinidad have been surrounded by muddy water since last week when floods hit the area.
At least 49 people were killed.
Many of its 90-thousand residents are camped out under tarpaulins along the shoulder of the city's one raised highway.
A rainy season aggravated by La Nina, a periodic cooling of waters in the Pacific Ocean, has hit hard across Bolivia.
UN officials in the country released a statement saying floods were predicted to go on until April.
The regional department of Beni is part of the Bolivian lowlands and has so far suffered enormous losses in agriculture and livestock.
Farmers who still haven't recovered from last year's floods told AP Television that the cattle have nothing to eat.
We already had a forecast and it was not as high, but this year we have fewer cattle and already they don't have anything to eat, said cattle owner, Jose Suarez.
Local resident, Ignacio Lora, said flood levels in his home were higher than 2007.
Last year the water rose 30 centimetres (11.8 inches) inside the house, this year we have seven centimetres more than last year, he said.
As Bolivia faces its second straight year of devastating floods, the country's foreign minister, David Choquehuanca, has argued that developed nations are morally obliged to pitch in when the negative effects of climate change strike poorer countries.
Bolivia, South America's poorest country, is responsible for just 0.03 percent of the global carbon dioxide emissions that scientists blame for global warming, according to a Bolivian hydrologist.
In comparison, the United States contributes about a quarter he said.
Some scientists believe that global warming has raised ocean temperatures and increased evaporation, boosting the amount of moisture in the air and intensifying the effect of La Nina storms.

Beni is the second largest state in Bolivia and it's capital city is Trinidad. It covers the entire northeastern portion of Bolivia. Beni is criss-crossed by numerous rivers, all of which are Amazon tributaries. Other important cities in Beni are Guayaramerín, Riberalta, and for tourism, Rurrenabaque.
Because of this geography, Beni was a very important center of pre-Colombian civilization known as the hydro-culture of Las Lomas (the hills), a culture that constructed over 20,000 man-made artificial hills, all interconnected by thousands of square kilometers of aqueducts, channels, embankments, artificial lakes and lagoons, and terraces.
Beni, Bolivia is where many products that are now used worldwide have their origin, among them tobacco, peanuts, cotton, yucca (manioc), vanilla and sweet potatoes. The Spanish initially were intensely interested in this area. During the first century of colonization, they believed the mythical city of El Dorado (also known as Paititi) could be found in this region.
Beni's capital city, Trinidad, located in the Bolivian tropics, is hot and humid most of the year. This region of the country is heavily forested. Between the 19th and 20th Centuries northern Beni became Bolivia's rubber capital. The abundance of rubber trees attracted many people to the region, many of them adventurers and others workers (many of whom were indigenous) to work in the huge rubber plantations that arose. For decades it was one of the most active, dynamic regions of Bolivia.
