(15 May 1980) Ceremony in Belvedere Palace, in Vienna, to mark the 25th anniversary of Austrian neutral sovreignty. The many guests attending the ceremonies included United Nations Secretary General Kurt Waldheim, the Foreign Ministers from the big four as well as Sir Harold Mcmillan who signed the treaty for Britain 25 years ago. May 15, 1955, is generally recognized as the end to the cold war when Britain, France, the Soviet Union and the United States signed the state treaty ending the occupation of Austria.
Many of the officials took the occasion to hold private talks and the most important meeting took place on Friday when Edmund Muskie met with his Soviet counterpart Andrei Gromyko. the talks between the two men lasted three hours. Talking to reporters afterwards, mr Muskie refused to reveal the content of the discussions but said that his encounter with mr Gromyko fully justified my belief that it was necessary to hold these talks
