Chinese geologists have discovered huge oil reserves in the remote
prefecture of Aksu in Xinjiang province. The size of France, they
will solve the country's energy problems and provide relief well
into the next century. The Tarim Basin, of which Aksu province
forms an important section, is situated at the edge of the
Taklimakan Desert in Northwest China. It is being described as the
future North Sea of Central Asia. At 560,000 square kilometres,
the Tarim Basin contains one of the few huge oil reserves yet to
be exploited.

Charles Chaw, producer of 6 episodes Inside China Next Powerhouse, presents the opportunities of Northeastern China. In this Part 1 of the last episode: Daqing is located 160 kilometers from Harbin, capital city of Heilongjiang province, China's northernmost province. From Harbin, it is only a one hour drive on the expressway. The city, covers an area of more than 21,000 square kilometers and lies on what was previously swarm land. Daqing's population of 2.6 million people shares their city and the surrounding area with more than 100 different species of fish, and more than 240 different species of birds. Beneath this beautiful natural scenery, lies a precious gift from nature that has made the city to what it is today.
Daqing the city burst into prominence in 1959, when China stuck oil in this area. With the discovery of the oilfield in the Mongolian grasslands, China no longer has to rely on import of foreign oil for its needs. In line with the tenth anniversary of the founding of the People's Republic of China, the largest oil field in China -- was named Daqing, which literally means, Great Celebration.
The discovery of Daqing oil field also gave birth to a legendary hero. Wang Jinxi, a veteran and dedicated oil worker led his drilling team to dig for oil without sufficient drilling equipment and daily necessities. His team struck Daqing's first production well after five days of non-stop work. Wang earned his nickname Iron Man for his total devotion to work despite fatigue, injuries and difficulties.
Life is certainly comfortable in Daqing now. Its grand squares and beautiful lakes are indeed impressive, and its air is also more refreshing than other Chinese cities. But Daqing has yet to fully tackle its biggest challenge: what can it do, after the oil reserves runs out?
The city fully understands that this is not a hypothetical question.

Large oil field discovered in northwest China's Xinjiang
An oil company announced Thursday that it had found a conglomerate oil field with an estimated one-billion-ton reserve in the Junggar Basin in northwest China's Xinjiang Uygur Autonomous Region. The oil field in the Mahu Area, with a proven reserve of 520 million tons, may store up to 1.2 billion tons, according to the PetroChina Xinjiang branch. Tang Yong, a geologist with PetroChina, a leading oil producer in the country, said the area had the natural conditions for another one-billion-ton reserve.

Oil Tanker Bursts into Fames in Northeast China
An oil tanker burst into flames following an oil spill on an expressway in the city of Daqing in northeast China's Heilongjiang Province on Thursday morning.
After receiving the report, firefighters rushed to the site and found the head end and tank of the vehicle were both engulfed by flames and dense smoke and the 100-meter-long stain of oil leaked on ground also caught fire.
They immediately sprayed foam on both truck and ground in order to prevent an explosion.
After a half-an-hour effort, the fire was put out.
Fortunately, no casualties have been reported in the accident.

Three News Releases In One Day All Point To Zhou Yongkang?

On July 14, three noteworthy items of news were released.
First, the investigation of three henchmen
of Zhou Yongkang started.
Second, Liu Han, Sichuan tycoon, made his second
court appearance.
He is known to be closely connected to Zhou Bin,
son of Zhou Yongkang.
Third, the 18th Fourth Plenary will be convened earlier
and Zhou Yongkang's corruption case is expected to conclude,
reported Hong Kong media, South China Morning Post.
Do they mean the much delayed Zhou Yongkang case will be
announced soon?
What is the end point for Zhou's case?
These three items lead to the same key person: Zhou Yongkang,
former Secretary of the Commission of Politics and Law.
The three officials filed to be investigated on July 14
were Jiang Jiemin, Li Dongsheng, and Wang Yongchun.
All three of them were known as the henchmen
of Zhou Yongkang.
They were all expelled from the party last month.
The Supreme Procuratorate put them under investigation
on suspicion of taking bribes, and formally approved the arrest.
Jiang Jiemin is named long-term protege of Zhou Yongkang.
Wang Yongchun was an influential assistant
of Zhou Yongkang at Daqing Oilfield.
Their downfall as well as the removal of other senior oil field
officials was seen as clipping Zhou Yongkang's wings
in the oil system.
Li Dongsheng, former Vice Minister of Public Security,
was dismissed last December.
In the dismissal announcement, the regime described him
as the Director of 610 Office, the security agency formed
under the instruction of Jiang Zemin for conducting persecution
of Falun Gong.
It is headed by a member of Politburo Standing Committee.
Both Zhou Yongkang and Luo Gan had led the 610 Office.
Commentator Lin Zixu: In a very short period of time,
these three men were tied together and expelled from the party;
and now they are arrested on the same day,
the meaning of it is very obvious.
Also on the 14th, Liu Han, former Sichuan businessman,
faced a second trial in Xianning City for gang crime.
Liu Han was indicted in February on charges of alleged
underworld activities and premeditated murder.
The Chinese media reported the 'Big Daddy' behind him.
Caixin reported that Liu Han and Zhou Bin were partners
in business and investment.
Liu Han appealed after the death sentence verdict in May.
Overseas Chinese media believe the appeal verdict
will largely display the regime's attitude
towards Zhou Yongkang's case.
Another strong signal released on the 14th was that,

SCMP reported the regime's concern that Zhou Yongkang's
downfall might shake domestic confidence
in the judicial system.
Sources from law enforcement and propaganda claimed
the Central will emphasize law and order in the Fourth Plenary.
It aims to reduce public concern that Zhou's downfall
may be related to political struggle.
Independent commentator Li Shanjian: Rumor has it that
Zeng Qinghong has also been controlled.
Whether it is true or not, this rumor must have its provenance.
It exists for a reason.
Three releases in one day, all attributed to one person,
Zhou Yongkang.
But Zhou Yongkang is obviously not a full stop
to the recent series of actions by the regime.
Li Shanjian: Their ultimate goal is far beyond Zhou Yongkang.
Considering Xu Caihou's downfall just a few days ago,
along with the wide spread rumors about Guo Boxiong,
the scope is beyond Zhou Yongkang,

come to a showdown.
Xi Jinping could have a major action on Zhou Yongkang
in order to pave the road to clean the Jiang faction.
However, commentators further note that eliminating
the Jiang faction may not draw a line.
Li Shanjian: Xi can only proceed with his task
with the complete elimination of the Jiang faction.
But whether or not his deeds are right and reasonable
is yet to be seen.
At least, he will have the opportunity.
Or, to put it frankly, his determination to solve the problem
from the root, that is, the Communist Party itself,
will decide if he can really resolve it.
Li Shanjian comments there is the opportunity to eliminate
Jiang's power.

China Completes Russia-bound Oil Pipeline in Border Town
China on Tuesday completed the construction of a crude oil pipeline section in the China-Russia border town of Mohe, as part of a massive oil pipeline project across China-Russia border.
The completion of the 470.5 kilometer-long pipeline in Mohe marks that more than half of the entire pipeline project has been finished, according to the project’s engineers.
The China-Russia Second Crude Oil Pipeline Project starts from its north end in the Xin'an Township, Mohe County in the Heilongjiang Province's Greater Khingan mountains. Then passing through the Greater Khingan mountains to its south end at the Linyuan Oil Station in the city of Daqing. It measures 940 kilometers in total length, said Ding Heming, deputy directing manager, China-Russia Second Crude Oil Pipeline Project.
The completed part of the project has featured the adoption of many advanced technologies, most of which have been used for the first time in China, Ding added.
The China-Russia Second Crude Oil Pipeline Project is China's first pipeline project that has fully applied environment-protective automatic joint coating technology. It is also China's first project that has adopted full-life cycle-database management, as well as the quick response code personnel management. The adoption of these technologies has enabled our project to reach an advanced international level in technical and managerial aspects, said Ding.
Complicated weather and geographic conditions such as extreme cold, permafrost and swampy regions had added a lot more difficulties to the project, said Ding.
After completion, the project will be able to transport 1,500 tons of crude oil from Russia to China per year. The project has been regarded as an important support to optimize China’s oil supply and demand, and boost the industrial economy in China northeastern region.

How to revive china North eastern Economy steer storm of crisis 如何振興中國東北經濟
China will plough Rmb1.6tn into projects in its north-eastern rust belt in an effort to revive growth in one of the country’s worst-performing regions, one of the clearest signs to date that Beijing is attempting to stimulate its way out of slowing economic growth.
In the first quarter of this year the north-east, home to the state-backed heavy industrial companies and state-owned farms that form the Communist party’s traditional support base, reported some of the slowest growth rates in China. One province, Liaoning, reported negative growth — the first provincial contraction in seven years.
The cash, equivalent to $250bn and earmarked for about 130 separate projects, could be dispensed over the next three years, according to Zhou Jianping, director of the office in charge of transforming the north-east’s economy at the National Development and Reform Commission. He did not identify the projects or clarify whether any had already been incorporated under other initiatives.
Mr Zhou said the spending was not a “subsidy” for the region but that the central government had recognised that “the people’s livelihood needs more support”. The spending total Mr Zhou referred to was not included in the heavily abridged official transcript of the press conference.
Companies that require support include coal mines, Mr Zhou said. “Some of them date from before the Communist liberation [in 1949] and after liberation a lot of them were low-tech. The north-east has contributed a lot to China in terms of coal, oil and human resources, so Beijing needs to help with pensions and a sustainable environment” among other areas, he said.
Last year at least three cities in the north-east reported negative growth — Daqing, the ageing oil production base operated by China National Petroleum Corp, and two cities, Jixi and Qitaihe, whose economies are dependent on coal mines operated by debt-laden state-owned Longmay Group.
Policies would focus on relieving state-owned companies’ “social burden” as well as problems including resource depletion after decades of mining and oil extraction. “The north-east was the earliest area to introduce the planned economy and now it’s the region that feels its impact most heavily,” Wang Jianguo, vice-director of the Heilongjiang province planning commission, told reporters.
The NDRC also planned to improve policies for private enterprise, which is relatively under-represented in the north-east, officials said.

3,000 rare white cranes stop at northeast China wetland
Nearly 3,000 rare white cranes have recently arrived at the Momoge National Nature Reserve in northeast China's Jilin Province, resting and foraging before continuing their journey back to Siberia for a cooler summer.
The Momoge National Nature Reserve, located between deserts and grasslands and covering an area of 144,000 hectares, is dubbed as the white crane paradise due to its rich fish resources and water plants, as well as low human intervention. The reserve attracts large flocks of cranes and other migratory birds every Spring and Autumn.
As one of the most endangered species, the white cranes are now less than 4,000 in number across the world and have been listed as the first-class national protection birds in China.

President Rodrigo Roa Duterte led the Philippines-China Business Forum at the Grand Hyatt Beijing in Beijing, People’s Republic of China.
In his remarks, President Duterte expressed his gratitude to the Chinese business community for their interest to be part of the Philippines’ economic growth. “The Philippines is one of the fastest growing economies in the region and in the world. We have grown for the past 82 consecutive quarters and recorded above 6% annual growth rate since 2012,” he said.
He cited a few of the ongoing infrastructure measures in the country, such as the ‘Build, Build, Build’ Program, under which, the Philippine government welcomes more Philippine-Chinese cooperation.
He also shared the recent launching of the Philippine construction industry’s roadmap – the first Philippine construction mission in China – that aims to benchmark in digital building technologies to be able to deliver quality construction in the most efficient and effective manner.
“More importantly, they are here because they are eager to partner with you in creating new and sustainable construction technologies and solutions given your know-how,” the President added, stating that the Philippine construction industry can offer its Chinese counterparts the benefits of potential trading arrangements with various economies, especially with the United States and the European Union.
“We therefore have a win-win situation here and we invite you all to take advantage of it fully,” President Duterte stressed.
The Chief Executive also talked on other Philippines-China partnership in the construction industry, such as steel production, manufacturing, agriculture, and services for the development of industrial parks.
“Rest assured that my government is committed in maintaining an environment that allow businesses to thrive,” he continued.
Earlier in the day, the President held a bilateral meeting with Chinese Premier Li Keqiang where they discussed other Philippines-China initiatives to further intensify economic ties between the two nations.
