The Legislative Assembly’s Standing Committee on Social Development, chaired by Mr. Shane Thompson, will hold a public meeting regarding the following:
Bill 13: An Act to Amend the Securities Act
Amendments to the Securities Act are intended to bring territorial legislation in line with contemporary needs and Canadian inter-jurisdictional agreements.
Bill 14: Miscellaneous Statute Law Amendment Act, 2018
This bill corrects inconsistencies and errors in territorial legislation, including matters of a minor, non-controversial and uncomplicated nature.
Bill 15: Document Formalization, Service and Notice Reform Statute Law Amendment Act
This bill amends various statutes of the Northwest Territories to update the manner in which the government may provide official notice, communicate information and allowing residents to file documents without notaries or commissioners for oaths.
Bill 16: An Act to Amend the Social Assistance Act
This bill will extend the term of appeal board members from 2 to 4 years and to include Indigenous governments as a public body with which information under the Act may be shared.
Bill 17: An Act to Amend the Student Financial Assistance Act
This bill will extend the term of appeal board members from 2 to 4 years and amend the qualifications for the post-secondary student on the board.

Consensus Government of Nunavut - Northern Canada
Consensus Government of Nunavut - Northern Canada
Consensus government is a form of consensus democracy government[citation needed] in Canada in the Northwest Territories, Nunavut, as well as Nunatsiavut, an autonomous area in the province of Newfoundland and Labrador.
The population of these jurisdictions are majority aboriginal. The system developed in the Northwest Territories beginning during the 1970s, and was adopted by Nunavut when it came into existence in 1999.
In 1905, the provinces of Alberta and Saskatchewan were separated from the then much larger Northwest Territories. The Yukon Territory had been created in 1898 to facilitate governance of the Yukon goldfields, and both Ontario and Quebec were granted large areas of northern lands. The remaining lands were considered to be unsettled by Europeans, largely inhabited by Dene, Métis and Inuit, and not requiring much governance. The Commissioner of the Northwest Territories, a functionary reporting to the Minister of Indian and Northern Affairs in Ottawa, was given plenary governing authority.
A legislative council was convened from time to time of worthy notables, learned in matters involving the natives and northern development. The 2nd Council of the Northwest Territories met sporadically, typically in Ottawa, and passed ordinances for the benefit of the territory.
Beginning during the 1950s and 1960s some residents of the territory were appointed or elected to the council. These elected members were initially non-native, but in growing number, were Dene, Métis and Inuit. Members began to secure positions on the executive council, replacing appointed Ottawa administrators, and began to insist on a devolution of authority. In a series of letters, the Minister of Indian and Northern Affairs gradually curtailed the authority of the commissioner and affirmed the authority of the assembly.
The first fully elected executive council elected in 1980 was led by George Braden, and the system of consensus government developed from that date.

Yellowknife car fire - Friday, Feb. 13, 2009
For the second time in less than two weeks, a vehicle in downtown Yellowknife caught fire. Just after 1 p.m. Friday afternoon, fire personnel were called to a car fire in the Precambrian Building parking lot. Flames shot out from the front of the vehicle and smoke billowed up into the sky from the car, parked just feet away from the building. Around 30 people stood and watched as fire crews hit the vehicle with foam. Many of the onlookers came from inside the building, with one witness on the scene telling Yellowknifer the building was partially evacuated. 52nd Street from 49th to 50th Avenue was shut down and traffic was diverted away by municipal enforcement, as crews put out the blaze. Just last Monday morning, a van outside the Centre Square Mall also caught fire. -- Herb Mathisen/Northern News Services
