Witness Statement:
The first sighting occurred on 1/6/16. I live on the top floor of an apartment. While watching TV in the living room, I saw a light outside of my balcony around 2000/2030. Thinking it was a helicopter or plane, I ignored it. The light appeared to be getting brighter and changing in characteristic. I got up and observed two bright white objects with red lights. The second object disappeared and there was only one object. The object was hovering but was making small adjustments in its position. It was not completely stationary. It would stay illuminated for several minutes then it would fade away. After several more moments, the object would re-appear. This occurred for roughly 2 hours staying in the relatively same position. Around 2200, a helicopter flew from the East to South in the direction of the object which then disappeared for the rest of the night (at least until midnight). There is a military base East of my location. I am not familiar with the differences between a military or civilian helicopter so I am not sure if it was from the military base.
On 1/7/16, the object again appeared in the same position as the night before. The time it was sighted was from 2000 - 2130. You can see planes, stars, and helicopters in the area which all look different from the object. The object was brighter on 1/7 but may have been closer in proximity. The object was spherical in nature and you could see a clear row of lights that had both red and white lights. The object again would be illuminated for several moments then fade away completely. No helicopters were observed flying toward the object this evening.

Presidents of the United States have frequently appeared on U.S. postage stamps since the mid–1800s. The United States Post Office released its first two postage stamps in 1847, featuring George Washington on one, and Benjamin Franklin on the other . The advent of presidents on postage stamps has been definitive to U.S. postage stamp design since the first issues were released and set the precedent that U.S. stamp designs would follow for many generations.
The paper postage stamp itself was born of utility (in England, 1840), as something simple and easy to use was needed to confirm that postage had been paid for an item of mail. People could purchase several stamps at one time and no longer had to make a special trip to pay for postage each time an item was mailed. The postage stamp design was usually printed from a fine engraving and were almost impossible to forge adequately. This is where the appearance of presidents on stamps was introduced. Moreover, the subject theme of a president, along with the honors associated with it, is what began to define the stamp issues in ways that took it beyond the physical postage stamp itself and is why people began to collect them. There exist entire series of stamp issues whose printing was inspired by the subject alone.
The portrayals of Washington and Franklin on U.S. postage are among the most definitive of examples and have appeared on numerous postage stamps. The presidential theme in stamp designs would continue as the decades passed, each period issuing stamps with variations of the same basic presidential-portrait design theme. The portrayals of U.S. presidents on U.S. postage has remained a significant subject and design theme on definitive postage throughout most of U.S. stamp issuance history.Engraved portrayals of U.S. presidents were the only designs found on U.S. postage from 1847 until 1869, with the one exception of Benjamin Franklin, whose historical stature was comparable to that of a president, although his appearance was also an acknowledgement of his role as the first U. S. Postmaster General. During this period, the U.S. Post Office issued various postage stamps bearing the depictions of George Washington foremost, Benjamin Franklin, Thomas Jefferson, Andrew Jackson, and Abraham Lincoln, the last of whom first appeared in 1866, one year after his death. After twenty-two years of issuing stamps with only presidents and Franklin, the Post Office in 1869 issued a series of eleven postage stamps that were generally regarded by the American public as being abruptly different from the previous issues and whose designs were considered at the time to be a break from the tradition of honoring American forefathers on the nation's postage stamps. These new issues had other nonpresidential subjects and a design style that was also different, one issue bearing a horse, another a locomotive, while others were depicted with nonpresidential themes. Washington and Lincoln were to be found only once in this series of eleven stamps, which some considered to be below par in design and image quality. As a result, this pictographic series was met with general disdain and proved so unpopular that the issues were consequently sold for only one year where remaining stocks were pulled from post offices across the United States.In 1870 the Post Office resumed its tradition of printing postage stamps with the portraits of American Presidents and Franklin but now added several other famous Americans, including Henry Clay, Daniel Webster, Alexander Hamilton and General Winfield Scott among other notable Americans. Indeed, the balance had now shifted somewhat; of the ten stamps issued in 1870, only four offered presidential images. The Northwest Territory in the United States (also known as the Old Northwest) was formed after the American Revolutionary War (1775-1783), and was known formally as the Territory Northwest of the River Ohio. It encompassed most of the pre-war British colonial territory north of the Ohio River of the Ohio Country, parts of Illinois Country, and parts of old French Canada (New France) below the Great Lakes. (These had been under French royal claims before 1763.) It was an organized incorporated territory of the United States spanning most or large parts of six eventual U.S. States. It existed legally from July 13, 1787, until March 1, 1803, when the southeastern portion of the territory was admitted to the Union as the state of Ohio, and the remainder was reorganized by additional legislative actions.
In the 18th century, Great Britain and France disputed for control of this region. The French had claimed it in the 17th century as part of New France. The competition between these empires resulted in the Seven Years' War in Europe. In North America, the war front was known as the French and Indian War. After Britain gained control following its defeat of France in 1763, it attempted to reserve much of this territory for use by Native Americans, under the Royal Proclamation of 1763, and for a new colony, the British Province of Quebec. This aroused resentment among the British colonists of the Thirteen Colonies, who were already seeking to settle west of the Appalachian Mountains.
The region was assigned to the United States in the Treaty of Paris of 1783, but sporadic westward emigrant settlements had already resumed late in the war after the Iroquois Confederacy's power was broken and the tribes scattered by the 1779 Sullivan Expedition. Soon after the Revolution ended, land-hungry migrants started moving west. A gateway trading post developed as the town of Brownsville, Pennsylvania, which was a key outfitting center west of the mountains. Other wagon roads, such as the Kittanning Path surmounting the gaps of the Allegheny in central Pennsylvania, or trails along the Mohawk River in New York, enabled a steady stream of settlers to reach the near west and the lands bordering the Mississippi. This activity stimulated the development of the eastern parts of the eventual National Road by private investors. The Cumberland–Brownsville toll road linked the water routes of the Potomac River with the Monongahela River of the Ohio/Mississippi riverine systems in the days when water travel was the only good alternative to walking and riding. Most of the territory and its successors was settled by emigrants passing through the Cumberland Narrows, or along the Mohawk Valley in New York State.
The Congress of the Confederation enacted the Northwest Ordinance in 1787 to provide for the administration of the territories and set rules for admission of jurisdictions as states. On August 7, 1789, the new U.S. Congress affirmed the Ordinance with slight modifications under the Constitution. The territory included all the land of the United States west of Pennsylvania and northwest of the Ohio River. It covered all of the modern states of Ohio, Indiana, Illinois, Michigan, and Wisconsin, as well as the northeastern part of Minnesota. The area covered more than 260,000 square miles (670,000 km2).

From the Civil War to the recent troubles in Ferguson, St. Louis, Missouri is a city that has long been a site for conflict, division, and violence. It also has hosted an array of legal, political, social, and design experiments intended to transcend its contested present and past. With this forum, jointly mounted with the Sam Foxx School of Design at Washington University, we seek to stimulate a conversation about the city’s history and its present conditions, using methodologies and questions drawn from architecture, design, and planning as well as the arts, humanities and social sciences. The aim is to explore and debate issues of injustice, inequality, and racial exclusion in ways that have broader resonance for urban America and will open new terrains for constructive action. Topics include the history of modernist planning, the urban impacts of post-civil war politics and governance, the social and spatial correlates of racial exclusion, and the planning and design responses that have been proposed to counter these conditions.
Open to the public with a keynote on Wednesday evening and subsequent panels showcasing the perspectives of a wide array of actors and institutions who have made cities such as St. Louis what they are today; closing on Friday with an array of GSD-based exhibitions, projects, and presentations from GSD students and faculty.
