Laos detenta el lamentable record mundial de ser el país más bombardeado de la Historia. La suma de los explosivos lanzados contra Laos supera a la de todos los que se emplearon durante la Segunda Guerra Mundial. Y de ellas, más de 75 millones, dicen los expertos, quedaron sin explotar, son UXO (unexploded).
La ONG COPE ha creado dos centros en Laos en los que ofrece información sobre la Historia de los bombardeos en el país, los daños causados, y las actuaciones que la organización lleva a cabo en el país para la desactivación de bombas y la ayuda a damnificados.
Por todo ello, la visita al centro UXO Lao resulta más que interesante.

VO The newly refurbished UXO Lao Visitor Centre in Luang Prabang, officially reopened
INTRO: The newly refurbished UXO Lao Visitor Centre in Luang Prabang, whose renovation was funded by the British Embassy to Laos, officially reopened last week.
STORY: A ceremony to mark the occasion was attended by the Director of the Labour and Social Welfare Department of Luang Prabang province, Mr Soulisak Phommaly, British Ambassador to Laos Mr Hugh Evans, National Programme Director of UXO Lao, Mr Thiphasone Soukhathammavong, and other officials.
Speaking at the event, Ambassador Evans said Hundreds of thousands of tourists are passing through this world heritage city every year, and it is important to educate them about Laos’ often overlooked history, and to encourage them to help.
In 2017, the British government supported UXO Lao operations in Luang Prabang province to the value of US$108,746. This support from the United Kingdom was linked to poverty eradication efforts, as well as the objectives of the Lao government in reducing the number of UXO accidents and casualties in UXO-contaminated areas and to increase the area of safe land available for agriculture and development projects. Also visiting Luang Prabang for the event, Her Royal Highness Princess Beatrice of York thanked officials for warmly welcoming her to Luang Prabang and the UXO Lao Visitor Centre and expressed her appreciation for everyone’s attendance at the ceremony.
The parties involved then cut a ribbon to officially hand over the renovated UXO Lao Visitor Centre and toured the exhibits on display.

COPE Visitor Centre in Vientiane (Laos)
Cooperative Orthotic and Prosthetic Enterprise (COPE) was founded in 1997 and has since then developed its services from supplying prosthetics and orthotics to UXO survivors to providing physiotherapy, occupational therapy and paediatric services to other people with disabilities.
The COPE Visitor Centre was established in 2008 and provides a free permanent exhibition providing education on UXO in Laos, and information on the comprehensive rehabilitation services that COPE offers.

UXO Removal in Laos
Koji Everard and Hana Kateman's film, Legacies of War, looks at the aftermath of the Secret War on Laos, and particularly the millions of unexploded bombs that daily affect its citizens. Interviews with bomb removal experts explore the challenging task of clearing the land, as well as the role of women in this effort. Other interviewees include those providing services to the maimed and injured, as well as the injured survivors themselves.

It was an emotional and educational visit to the COPE visitors center. Laos/ LAOPDR is the most bombed country on earth and continues to struggle with unexploded ordinance. Farmers, children, and children are still being maimed and killed from 40 year old cluster bombs. Lao National Museum (Revolutionary Museum ພິພິຕະພັນແຫ່ງຊາດ), Thanon Samsenthai (next to Lao Plaza Hotel). 08:00-12:00, then 13:00-16:00. Update as of May 2019: the old national museum on Thanon Samsenthai is closed now. There is a new national museum a few km away but it isn't opened yet. This means as of now you can't visit any national museum. Formerly the Lao Revolutionary Museum by name, the historical exhibits on the first floor are modest though very interesting in depicting some of the early history. They include one of the original Jars from the Plain of Jars and various stone and bronze age implements. The second floor provides us with a great insight into the 18th Century Laotian Kingdom and the customs of the day. It would appear that the Loatians didn't treat their guests quite as well in those days, often keeping them from leaving the country for several months. The floor builds up to a fervently revolutionary pitch as it documents the heroic struggle of the Lao against the Siamese (Thai), French and American imperialists. Exhibits include items such as socks worn by Politburo members when they escaped from prison and Kaysone Phomvihane's chest expander. The final rooms, on post-revolutionary Laos, are mostly a photo gallery of pressing topics such as the comrades of the 7th Plenary Session of the Laos People's Congress inspecting fertilizer production processes. The final rooms provide an insight into some of the modern advancements, though these are fairly dowdy and uninspiring. A guestbook regularly features amusing arguments between young western visitors on the subject of communism. Most exhibits are labelled in English, though some French labelling remains, occasionally to the exclusion of English. Foreigner: 10,000 kip, Laotian: 2m000.
A local rendition of Paris' Arc de Triomphe. Besides the elaborate Buddhist embellishment, it differs from the original in having four gates instead of two and being just a bit higher (to trump the French). Reasonably impressive from afar, a surprisingly frank English sign inside the monument labels it a monster of concrete when seen up close - and the concrete in question was donated by the US, although it was supposed to go towards a new airport instead: hence the nickname the Vertical Runway. The monument itself aside, the palm tree-lined park around it complete with fountains is quite pleasant though lacking of shade during the day time. You can climb up to the 7th story for a nice view of central Vientiane and three levels of souvenir shops with less than enthusiastic sales people sitting about. Features a musical fountain nearby that attracts visitors from around Laos and Asia, as well as a World Peace gong presented by Indonesia. Roving cameramen will be happy to charge you for photos near these attractions. 3000 kip (to climb).
COPE Visitor Centre, Khou Vieng Road (1km from Talat Sao (Morning Market) Opposite Green Park Hotel), 09:00-18:00. The Cooperative Orthotic and Prosthetic Enterprise, or COPE, is a local not for profit organisation that provides orthotic, prosthetic, rehabilitation and advocacy services for survivors of UXO accidents and other people with disabilities in Laos. During the Vietnam War (1964-1973), conflict spilled over into Laos in a secret war where more than 500,000 bombing missions dropped over two million tons of ordnance on the country. The COPE Visitor Centre provides visitors with the opportunity to understand the impact of UXO on Lao PDR, issues related to disability in developing countries and the work of the COPE project through a free permanent exhibition.

We took a fascinating trip to the COPE visitor center in Vientiane to learn about the Secret War that changed the landscape of this beautiful country forever, the legacy of horror it left behind and the people who are working to rehabilitate and educate the people as to the dangers of UXO's as well as clear the countryside of their devastating presence.
COPE Visitor Centre in Vientiane Prefecture, Laos
COPE Vientiane is a non-profit organisation in Laos which provides prosthetic limbs, mobility assistance and rehabilitation for Lao people who can’t afford it. We took a look at their visitor centre in Vientiane, Laos’s capital, this morning. It was one of those incredible places that had me rushing home to get a post written and published straight away. If you are in Laos or Vientiane, you really must add this museum to your itinerary, it will open your minds and your hearts and with kids it’s an essential part of their travelling education.
Cluster Bombs in Laos
Were you aware of any of this?
Laos is still suffering the effects of the horrific bombings in the 1960s. Over 2 million tons of ordnance were dropped on Laos between 1964 and 1973, about 30% didn’t explode. Laos is still littered with UXO, people die and are horrifically injured, still, today.
Last year, 2012, 4 children died when they made a fire in their garden. The unexploded bomb had been lying in the ground for years, the heat of the fire detonated it.
People die when they are gardening, farming or searching for crabs in muddy rivers. People, often children, die searching for scrap metal to sell.
This is one type of cluster bomb, a casing containing hundreds of small bombies or bomblettes. Dropped from the air they spread to cover a large area. 80 million active bombies remained in Laos after the war.
COPE Doesn’t Only Help Bomb Victims
COPE Vientiane provides around 1300 mobility devices every year, including prosthetics. They don’t only deal with amputees, they help children with congenital malformations, too.

The COPE visitor centre is a small museum but a fantastic one. It’s not at all harrowing and it’s very suitable for children. They can touch, handle and try out the mobility devices on display. My children learnt a lot this morning and so did I. I’d like to thank Cope Laos for that and for their valuable work for the Lao people.
I already knew that Laos is the most bombed country per capita IN THE WORLD. We’ve seen parts of bombs used as flower pots, decorations and recycled into useful objects all over Laos. I didn’t realise that the bomb casings we saw were from cluster bombs. I didn’t ever really know what a cluster bomb was.
Most countries in the world have banned the use of cluster bombs, the United States, Israel, Russia, China, India and Pakistan haven’t. Doesn’t that say a lot?
The young man in the picture was there this morning at COPE Vientiane. He has lost his sight and his hands. He is part of the global campaign to ban cluster bombs. Please go, the cope visitor centre is fairly small and will only take up maybe half a day for you, this is one of the most educational museums we’ve ever visited and a real eye opener. Support Cope Laos in their important work for this wonderful country’s people.

INTRO: Lao National Unexploded Ordnance Programme or UXO Lao will face shortages in funding and contributions towards their work of clearing unexploded ordnance contaminated areas of land by the end of this year. Official said, the lack of funding to operate UXO clearance will affect the three provinces of Huaphan, Luang Prabang and Khammuan, as well as works at the UXO Lao headquarters in Vientiane
STORY: Minister to the Prime Minister's Office and Chairman of the National Regulatory Authority, Bounheuang Douangphachanh made the announcement at the accession of the Entry into Force of the Convention on Cluster Munitions' fourth anniversary in Vientiane on Friday the 1st of August that, If there is not enough finance to support these provinces, they will have to stand down their operations and this will have significant impact on the provinces' implementation of their Millennium Development Goal (MDG) 9 targets.
He said the Lao government was fairly sure that if they continued to use the current level of resources, labour and technology, they would not achieve the target set for MDG 9 or the obligations made in the Oslo Convention.
He warned that UXO Lao employees will be made redundant, which will consequently lead to negative impacts on their livelihoods.
Bounheuang Douangphachanh said that , “ He would like to urge various donors to please take into account the support needed for UXO Lao and other UXO operators facing the same situation. Hope the international community and civil societies will continue to strongly support Laos in addressing the country's UXO problem.
It is disclosed that, the two provinces of Huaphan and Luang Prabang would have no money to continue their works starting this month.
Almost 20 organisations from international agencies, non-governmental organisations, private sectors and UXO Lao have been contributing to the effort in clearing UXO from the county. Around 7,000 hectares of land has been cleared in a year.
To date, a total of 113 countries have signed the treaty, with 84 states ratifying it since the Oslo Convention came into being as international law on August 1, 2010.
Some 40 years after the war ended, cluster munitions and other explosives have been obstacles when building infrastructure and implementing other socio-economic development efforts.
Up to 37 percent of the country's area, approximately some 87,000 km2 may be contaminated by various types of UXO.
Based on the bombing data records, the area of land contaminated with cluster munitions is estimated at about 8,470 km2.
With support from the international community and many generous countries, the work done by Laos to address the UXO problem has been running smoothly.
Since September last year to June 2014, the country has cleared 4,958 hectares of land and has destroyed 72,346 UXO items. This includes 43,897 cluster munitions, 263 big bombs, 73 mines and 28,113 other UXO items.
The Unexploded Bombs of Laos
During the Vietnam war the U.S. Airforce dropped over 2 million tons of explosives on the neutral country of Laos. Over 30% of the bombs that were dropped didn't explode. Today, hundreds of Laotians die from these leftover bombs. I traveled to Laos to make a short documentary, looking to spread awareness about the crisis. I believe the United States has a moral obligation to help rid the country of these bombs. This documentary explains what reparations are being made by the U.S., to help Laos cope with this issue. If you would like to donate to one of the many aid agencies working to address the UXO (unexploded ordinance) problem in Laos, I recommend donating to one of the following organizations: Cope, The Halo Trust, The Mines Advisory Group or Norwegian People's Aid
