Yonezawa, in Yamagata Prefecture, was once a castle town worth 150,000 koku annually. Uesugi Yozan (1751-1822), the ruler of Yonezawa and the Okitama region, was praised by President Kennedy as the Japanese leader he most admired. Kennedy was thinking of Yozan's greatest accomplishment: pulling the Uesugi Clan out of a centuries old debt and avoiding bankruptcy by encouraging not just the farming class but even the idle warrior class to work in cooperation and with mutual trust and respect. Yozan carried out many reforms including major cuts in public expenditure, and the promotion of newly emerging industries.
Yozan was able to convince the people to do this by actually setting examples himself, living modestly, and encouraging others to speak out on and question traditional (but not practical) customs. Unfortunately, when Kennedy mentioned Yozan's name a Japanese journalist asked back Yozan who?, indicating that most Japanese people were unaware of this great leader. It is said that Kennedy was impressed upon reading about Uesugi Yozan in the book Bushido by Nitobe Inazo, written in the U.S. in 1899. This book was later published in Japan, and has been translated into several languages.
Yozan chose to keep all their retainers but cut all salaries to one-sixth of their former level. He also cut his own living expenses, wearing cotton clothes instead of silk and having his meals consist of one bowl of soup and one vegetable, and reducing the number of his maidservants from 50 to nine.
He also set policies encouraging new industry such as weaving, pottery and papermaking and encouraged existing enterprises such as paraffin, raw silk and linen.
He reopened the school which had closed down due to financial constraints and invited scholars from Edo to teach. He also established a medical school to teach the latest medical knowledge from Holland.
Administrative reform and personnel promotion based on merit, not class, eliminated waste and simplified public offices.
As a result of various measures Yonezawa became fairly prosperous, and did not suffer much from the famine which swept Japan. Yonezawa was officially declared the region to be a paragon of a well-governed domain.

Uesuge Shrine and Samurai Village Yonezawa Yamagata Japan
Morning walk as the sun rose over Uesugi Shrine and Samurai Village from a place I have been visiting for many years. It a place of the Uesugi Shrine, Japanese gardens and history together with a center for visual arts.
In February the community holds The festival of lights from this place where 300 snow lanterns are made and over 3000 candles light the way. Local vendors set up with hot food and my favorite is the local traditional precision drum band that plays every hour.
On this early morning visit I woke up early to watch the sun rise over the shrine. I also want to to a LIVE broadcast using the Periscope app. The live broadcast went well with many friends and family tuning in to watch. However, using the internet connection and a sim card I purchased in Japan was not the greatest from live video broadcasting. Hens, the quality of the video is not the greatest in this case. Lesson learned.
This was a great morning to do this walk as it was a sunny day. Over the next few days I wanted to do the walk again and only record the video however, the balance of the week the weather was not the best.
