Susan Wagner testified at the Public Hearing on the Welfare of Racehorses in New York State before the Senate Standing Committee on Racing, Gaming and Wagering and the Senate Standing Committee on Domestic Animal Welfare on Wednesday, June 5, 2019.
Susan Wagner is Founder and President of Equine Advocates which maintains a 140- acre sanctuary in Chatham, NY. Currently the sanctuary is home to 82 equines which include horses, pones, donkeys, and mules. 25% of the population is comprised of Thoroughbred and Standardbred horses. Most of these horses were purchased out of kill pens or seized by police in cruelty case raids. Most Standardbreds, she said, end up on Amish or Mennonite farms and then disposed of at auctions, where they usually go to kill buyers.
Ms Wagner stated that most horses bred for racing never make it to the racetracks. Over a hundred thousand horses are slaughtered annually. Slaughter makes it too easy to dispose of a problem, even making a small profit. Horse slaughter is the garbage disposal for the horse industry. The convenience of slaughter encourages indiscriminate breeding of horses, causing a surplus of horses born each year. If the Federal government banned horse slaughter, the result would be a better and healthier horse industry.

AFTON MUSEUM | Chenango County
In 1791, the Scottish poet Robert Burns wrote the poem flow gently, Sweet Afton about a pastoral river in his native country. It was 1857 when the Village of South Bainbridge took its new name from that very poem.
Located half-way between Oneonta and Binghamton, the Susquehanna River flows gently by the Town of Afton. Settled in 1792, the area is rich in history. In 1827, the Mormon Church founder Joseph Smith and Emma Hale were married at the Tarble homestead, now known as the Mormon House.
Located on Main Street, the Afton Museum preserves and shares the history of this historic community. The museum, located in what was once a quaint house and barn, is now filled with exhibits focused on Native American Indian artifacts, Civil War items, farming equipment and much more. The museum also houses a number of artifacts associated with Joseph Smith, including a mantle piece from the old Mormon House.
Here in Afton, where the Susquehanna flows gently and local history comes alive is another important stop on New York's Path Through History.

STAR Seminar USGS Watershed Monitoring Results by Doug Moyer
The U.S. Geological Survey (USGS), as a partner of the Chesapeake Bay Program, is responsible for determining the extent to which nitrogen, phosphorus, and suspended-sediment loads delivered to bay from the monitored-nontidal portions of the bay watershed. This is accomplished by analyzing water-quality observations from the nine River-Input Monitoring (RIM) stations to estimate nitrogen, phosphorus, and suspended-sediment annual loads and trends using Weighted Regressions on Time, Discharge, and Season (WRTDS). The resulting trends in nitrogen, phosphorus, and sediment loads are flow normalized to account for the year-to-year variation in river discharge; thus, the remaining trend is a result of changing sources, delays associated with storage or transport of historical inputs, and/or implemented reduction strategies.
Nitrogen, phosphorus, and suspended-sediment loads are showing measurable improvement at many locations across the bay watershed from 2005 to 2014. Trends in nitrogen loads are improving at 44 of 81 (54 percent) NTN stations analyzed. The median reduction in nitrogen load, for these 44 NTN stations, is 0.68 pounds per acre or 10 percent. Trends in phosphorus loads are improving at 41 of 60 (68 percent) NTN stations analyzed. The median reduction in phosphorus load, for these 41 NTN stations, is 0.11 pounds per acre or 24.7 percent. Trends in suspended-sediment loads are improving at 29 of 59 (49 percent) NTN stations analyzed. The medina reduction in suspended-sediment load, for these 29 NTN stations, is 221 pounds per acre or 29.4 percent.

Jimmy Paulk, Reflections on Georgia Politics
James L. Paulk, known as Jimmy, was born March 26, 1949, in Fitzgerald, Georgia. He received a Bachelor's of Business Administration in Management from the University of Georgia in 1972. At the age of 26, Paulk defeated Senator Martin Young, then the longest serving member of the Georgia Senate, to represent as a Democrat the 13th District, which covered Ben Hill, Irwin, Turner Worth, Crisp, Dooley, and part of Tift counties. After leaving office in 1980, Paulk relocated to New York City to work with the National Audobon Society. Paulk discusses his early work in the legislature, the friends he had made in the capitol, and his opinion of party politics in Georgia.
