Dhaka’s rich history of 400 years is something that cannot be forgotten because it has gone through a lot. Be it the Nawabs with their wonderful architecture to the British rule and to the more recent Liberation War, Old Dhaka has seen it all and is still there to tell the tale.
Urban Study Group (USG), is a voluntary organisation of a group of architects and holds the main aim to preserve the heritage of Bangladesh. It is currently focusing on Old Dhaka. They are known to conduct tours within the region, taking tourists to places of vivid heritage. Places covered in the tour include the likes of Ahsan Manzil, Lalbagh Fort, the Buriganga river banks, the Armenian Church, Boro and Choto Katras, the Bibi ka Rauza and even to places that are less known. Tourists are taken to old mansions of the Zamindars, vested properties, and ancient mosques; even for strolls through different “mohollas” in the region.

Alliance Française de Dacca and Goethe-Institut Bangladesh, in cooperation with Urban Study Group, present video and light installations by French artist Christophe Bruyas and German artist Philipp Geist, highlighting the endangered cultural heritage of Puran Dhaka.
Berlin based artist Philipp Geist, born in 1976, works internationally as an artist with the mediums of video- / light installation,
photography and painting (videogeist.de).
In addition to the vespertine illumination, a cultural programme, including dance, mime, poetry and music presentations as well as an
exhibition showcasing the rich cultural heritage of Puran Dhaka, awaits the audience. Kindly check the event brochure for more detailed
information.
The project aims at raising awareness for the cultural value of the heritage buildings for the country.
Supported by Dhaka South City Corporation, Bangladesh Army and the Ministry of Culture as well as the Franco-German Funds for Cultural Programmes in third countries.

Alliance Française de Dhaka, Goethe-Institut and Urban Study Group (USG) jointly presented Illuminating Puran Dhaka – Heritage in Limelight, highlighting the endangered cultural heritage of Puran Dhaka through video and light installations by French artist Christophe Bruyas and German artist Philipp Geist on 16 and 17 October 2015 at Devi Nibash, Puran Dhaka. In addition to the vespertine illumination, an exhibition showcasing the rich cultural heritage of Puran Dhaka was also presented and a saxophone and flute recital as well as a dance performance by performing artists were organised.
This project aims at raising awareness on the cultural values of the heritage buildings in the country. Ideally, it is a first step towards initiating yearly ‘Heritage Open Days’ in Bangladesh in the near future.

On 2 March 2016, the Joydevpur-Debogram-Bhulta-Madanpur (Dhaka By-pass) project under PPP was approved by the Executive Committee of the National Economic Council (ECNEC), involving Tk 2.37 billion, in this regard.
Under the Tk 2.37 billion Dhaka bypass project, the government fund will mainly be utilized for land acquisition, rehabilitation, relocation of utility services, and payment to independent engineers.
Under the PPP arrangement, the private firm will invest nearly Tk 25.78 billion ($330 million).
The project will be implemented at Joydevpur and Kaliganj upazilas under Gazipur district along with Roopganj upazila, Sonargaon upazila and Bandar thana of Narayanganj district.
Under the main road construction project, the Roads and Highways Department (RHD) and its private partner will -
# improve the 48 kilometer long 2-lane road into 4-lane
# 4.8 meter width two service roads on both sides of the main road
# Vogra overpass
# Dhirasram railway overpass
# Mirerbazar railway-cum-road overpass
# Purbachal Flyover
# Vulta overpass and two U-turn underpass
# Bostail overpass
# expand the Kanchan Bridge
# construct another 780-metre bridge
# 24 Underpass for local vehicle crossing
# 4 toll plaza
The project will be implemented by June 2020.
MMM Group, a Canadian firm, started transaction advisory work in December 2013. The Canadian firm completed its first-stage feasibility study on the Dhaka Bypass project in October 2014.
In its second-phase works, the firm is preparing bidding document to select a private investor and a concessionary agreement document for the main road construction.
The proposed Dhaka Bypass (N-105) will connect the Joydevpur-Tangail National Highway (N-4), Dhaka-Chittagong National Highway (N-1), Dhaka-Sylhet National Highway (N-2), Dhaka-Mymensingh National Highway (N-3) alongside some regional highways and district roads.

গত ২ মার্চ ২০১৬, প্রায় ২৩৭ কোটি টাকা বরাদ্দ দিয়ে জয়দেবপুর-দেবগ্রাম-ভুলতা-মদনপুর (ঢাকা বাইপাস) সড়ক প্রকল্পটি পিপিপি’র আওতায় জাতীয় অর্থনৈতিক পরিষদের কার্যনির্বাহী কমিটি (একনেক)-এ অনুমোদন করা হয়।
বরাদ্দকৃত ২৩৭ কোটি টাকা থেকে মূলতঃ ভূমি অধিগ্রহণ, পূণর্বাসন, ইউটিলিটি (গ্যাস, বিদ্যুৎ, পানি ইত্যাদি) লাইনগুলো সরানো ও প্রতিস্থাপন এবং বাইরের প্রকৌশলীদের বিল পরিশোধ করা হবে।
পিপিপি’র আওতায় চুক্তি অনুযায়ী নিয়োগ প্রাপ্ত প্রতিষ্ঠান এই প্রকল্পে প্রায় ২,৫৭৮ কোটি টাকা বিনিয়োগ করবে।
প্রকল্প সড়কটি গাজীপুর জেলার জয়দেবপুর ও কালীগঞ্জ উপজেলা এবং নারায়নগঞ্জ জেলার রূপগঞ্জ ও সোনারগাঁও উপজেলা ও বন্দর থানার ভেতর দিয়ে অতিক্রম করবে।
মূল কাজের আওতায় যা বাস্তবায়ন করা হবে তা হল:

প্রকল্পটির নির্মাণ কাজ ২০২০ সালের জুন মাসের ভেতরে সম্পন্ন করার লক্ষ্যে সরকার কাজ করে যাচ্ছে।
একটি কানাডিয়ান প্রতিষ্ঠান এমএমএম গ্রুপ, ২০১৩ সালে প্রকল্পটির পরামর্শক হিসেবে প্রধানমন্ত্রীর কার্যালয় হতে দ্বায়িত্ব প্রাপ্ত হয়ে কাজ শুরু করে। উক্ত প্রতিষ্ঠানটি ২০১৪ সালের অক্টোবরে প্রকল্পটির প্রথম ধাপের ফিজিবিলিটি স্টাডি সম্পন্ন করে।
দ্বিতীয় ধাপে এখন কানাডিয়ান প্রতিষ্ঠানটি টেন্ডার ডকুমেন্ট এবং চুক্তিপত্র তৈরী করছে।
বাস্তবায়ন প্রক্রিয়াধীন ঢাকা বাইপাস (এন-১০৫) সড়কটি ঢাকা-চট্টগ্রাম জাতীয় মহাসড়ক (এন-১), ঢাকা-সিলেট জাতীয় মহাসড়ক (এন-২), ঢাকা-ময়মনসিংহ জাতীয় মহাসড়ক (এন-৩), জয়দেবপুর-টাঙ্গাইল জাতীয় মহাসড়ক (এন-৪), কিছু আঞ্চলিক মহাসড়ক এবং বিভিন্ন আন্তজেলা সড়ককে যুক্ত করবে।
Chhoto Katra: You won’t see it for long
Almost lost amid negligence and encroachment, it is hard to believe, Chhoto Katra was one of the places from where Mughal Subedar Shaista Khan ruled Bengal. Chhoto Katra was built in 1670 by Shaista Khan on the bank of the Buriganga.
According to different historic sources, it was built as a roadside inn (Shoraikhana) and administrative office for the Mughal officials and travellers.
The massive architecture consists of two gateways in the North and South. The three-storied Southern gateway served as the main entrance. In between these two gates, is a tomb of one Champa Bibi. Historians have tried to find out more but her identity remains a mystery.
“All my life I have heard about Champa Bibi’s Mazar, but neither my father nor I can exactly say who she was. I heard she was Shaista Khan’s mistress while some say she was his wife,” says Abdur Rahim, an Old Dhaka resident.
Now this historic Mughal architecture is being taken over by some land grabbers. It is impossible to imagine that anywhere else in the world one would find commercial structures being built on an archeological site defying the Antiquities Act of 1968.
Though the Antiquities Act has given protection to the structure RAJUK’s detail area plan does not mark it as a special archeological zone.
“New structures are built just beside Chhoto Katra. When we informed RAJUK about this construction it was one storied and RAJUK pulled down some of the new construction’s columns. I wonder, if they bulldozed the columns under Antiquities Act, then how the owner could have completed the whole building?” asks Architect Taimur Islam, CEO of Urban Study Group, an organisation that campaigns for the conservation of architectural and urban heritage of Old Dhaka.
Taimur also adds that according to the Act, 200-meter from the river and 250-meter from the monument is a protected zone. And because of these encroachments the area connecting Chhoto Katra and the river cannot be found anymore.
Surrounded by numerous shops and factories, the wide walls of Chhoto Katra have been encroached on by high rise buildings. Even though there is no legal owner, construction continues over Chhoto Katra. A teenage worker of Rabeya Toy on the upper floor of Katra says, “We are using this place for a long time and we live here too.”
The grand gateways including the whole architecture have been covered with illegal structures. The two gateways are still standing tall in the middle of the busy, narrow, congested lanes. The delicate ornamentations of these colossal gateways are long gone; instead, they are now adorned with political campaigns or some posters. Modern day aluminum framed windows on the body of a Mughal monument will surely jar the sensibilities of heritage lovers, but that is how the people, who now occupy these heritage sites, have altered them.

SkillFUL - Skills Transform Lives
With a population of 150 million, Bangladesh has a labour force of around 55 million working in both formal and informal sectors. Besides the problem of overpopulation, both the lack of jobs and insufficient workers’ skills also contribute to a high unemployment rate and increased poverty. The informal economy is one of the important vehicles for economic participation by the poor, especially by women and marginalized groups in both rural and urban areas. In Bangladesh, about 88% of the workers earn their money in the informal economy. Many of these workers possess very limited or no skills, leading to low productivity, and contributing to long working hours and low wages.
This project aims at provisioning flexible and need-based skills training with affordable courses of short durations. These courses are conducted at convenient locations, and the training is delivered through training service providers at suitable timing of the trainees. Training methods are linked with the employment and can be on-the-job, applying a cost sharing mechanism with the training service providers, and promoting a sustainable approach of the training.
The main objective is to improve the skills-based opportunities for sustainable income generation for around 20,000 workers in the informal economy. Beneficiaries particularly include youth, women and Differently Abled People (DAP) in the cities of Dhaka, Kurigram, Bogra, Nilphamari, Sunamganj and Jessore.

The Urban Partnerships for Poverty Reduction Project (UPPR), funded by UKAID, works with communities in poor urban settlements across Bangladesh to improve livelihoods and living conditions. Working in partnership with the Government of Bangladesh and UN Habitat, UNDP believes that these communities are best placed to identify their main priorities. In particular, UPPR looks to create space for extreme poor women and empower them to make these decisions. Activities include improving the physical conditions of settlements, improving socio-economic opportunities and the development of savings and credit groups. UPPR also works to create a pro-poor policy environment, particularly through the Bangladesh Urban Forum.

According to news published on 25 March 2015, the proposed elevated Bus Rapid Transit and expressway linking the capital’s Gabtoli to Azimpur remains on paper three years after the Prime Minister gave her go-ahead to the proposal in 2013.
Three consulting firms, one of whom came up with the proposal for the 10.5 kilometer highway, are now trying to find investors to conduct a detailed feasibility study of the project.
Furthermore, no formal contract has been signed between them and the government.
The proposed project will facilitate about half a million people daily, by ensuring speedy and congestion-free vehicular movement on Mirpur road.
According to the Strategic Transport Plan, the original idea was to construct only BRT line 2 on the road.
The consultants included an expressway with the line, after assessing the volume of traffic along the route.
After the January 5 election in 2014, the project was transferred to the Dhaka North City Corporation.
The prime minister, in August 2014, told the Jatiya Sangsad that the construction of an elevated expressway from Gabtoli to Azimpur under STP was being considered.
At present Maisha Group, Humayara Enterprise and Urban Habitat Limited are working together to prepare a detailed feasibility study for the project.
It would take about three years to construct the project, officials said. The project will have 14 stations and 14 ramps.

তিনটি পরামর্শক প্রতিষ্ঠান, যাদের ভেতর থেকে একটি প্রতিষ্ঠান (মাইশা গ্রুপ) ১০.৫ কিলোমিটার দৈর্ঘ্যরে এই উড়াল সড়ক এবং একই সাথে বিআরটি নির্মাণের প্রস্তাব রেখেছিলেন, তারা এখন এই প্রকল্পের ‘ডিটেইলড্ ফিজিবিলিটি স্টাডি’ করার পাশাপাশি এটি নির্মাণের জন্য বিনিয়োগকারী খুঁজছেন।
এব্যাপারে তাদের সাথে সরকারের এখনও কোন আনুষ্ঠানিক চুক্তি স্বাক্ষরিত হয়নি।
এই প্রকল্পটি বাস্তবায়িত হলে প্রায় ৫ লক্ষ লোক ঐ পথে দ্রুত,যানযটমুক্ত এবং আরামদায়ক সড়ক ভ্রমনের সুবিধা পেত এবং মিরপুর রোডের যনযট দূর হত।
গাবতলী-আজিমপুর পথে প্রথমে শুধুমাত্র উড়াল বিআরটি (বাস র্যাপিড ট্রানজিট-২) নির্মাণের পরিকল্পনা থাকলেও ভবিষ্যতে মিরপুর রোডে যান চলাচলের পরিমান অনেক বেড়ে যাবে এমন সমীক্ষার পর সুদূরপ্রসারী চিন্তা থেকে উড়াল বিআরটি’র সাথে উড়াল এক্সপ্রেসওয়ে’ও অন্তর্ভূক্ত করা হয়।
মাইশা গ্রুপ ৩১শে মার্চ, ২০১৩-তে বিআরটি-২ সহ এক্সপ্রেসওয়ের একটি ডিজাইন উপস্থাপন করে এবং ‘পাবলিক প্রাইভেট পার্টনারশিপ (পিপিপি)’-এর আওতায় এটি নিমার্ণের প্রস্তাব পেশ করে।
২০১৪ সালের সংসদ নির্বাচনের কয়েক মাস পর প্রকল্পটি এগিয়ে নেবার জন্য ঢাকা উত্তর সিটি কর্পোরেশনকে দ্বায়িত্ব দেওয়া হয়। একই বছর আগষ্টে প্রধানমন্ত্রী জাতীয় সংসদে বিআরটি লাইন-২ এবং এক্সপ্রেসওয়ে (গাবতলী থেকে আজিমপুর) প্রকল্পটি ‘স্ট্রেটেজিক ট্রান্সপোর্ট প্ল্যান (এসটিপি)’র আওতায় বাস্তবায়নের জন্য সক্রিয় বিবেচনাধীন রয়েছে বলে জানান।
বর্তমানে মাইশা গ্রুপ, হুমায়রা এন্টারপ্রাইজ এবং আরবান হ্যাবিটেট লিমিটেড নামক তিনটি প্রতিষ্ঠান এই প্রকল্পটির ‘ডিটেইলড্ ফিজিবিলিটি স্টাডি’র জন্য এক সাথে কাজ করছে।
সচেতন জনসাধারন এই প্রকল্পটি দ্রুত এগিয়ে নেবার জন্য সরকারকে আরও তৎপর এবং আন্তরিক হতে অনুরোধ করছে, যা সরকারের ভাবমুর্তিকে আরও বেশি উজ্জ্বল করবে বলে তাদের অভিমত।
নির্মাণ কাজ শুরু হলে এর বাস্তবায়ন সম্পন্ন করতে তিন বছর সময় লাগবে। এই প্রকল্পের বিআরটি লাইনে যাত্রী উঠা-নামার জন্য স্টেশন থাকবে ১৪টি এবং এক্সপ্রেসওয়েতে যানবান বিভিন্ন পয়েন্টে উঠা-নামার জন্য র্যাম্প থাকবে ১৪টি।

উপরে বিআরটি-২ এবং সংশ্লিষ্ট এক্সপ্রেসওয়ের বর্তমান অবস্থা এবং অগ্রগতি সম্পর্কে মোটামুটি বিস্তারিত আলোচনা হল। এবার বিআরটি লাইন-১ এবং ৩ সম্পর্কে জানা যাক।
বিআরটি-১ নির্মিত হবে কুড়িল ফ্লাইওভার থেকে বিশ্ব রোড হয়ে সায়েদাবাদ পর্যন্ত। সরকার এটিকে বর্ধিত করে পূর্বাচল শহর পর্যন্ত নিয়ে যাবার চিন্তা করছে।
বিআরটি লাইন-৩ নির্মাণ করা হবে গাজীপুর থেকে কেরানীগঞ্জ পর্যন্ত। এ লক্ষ্যে গাজীপুর থেকে এয়ারপোর্ট অংশের কাজ এডিবি, এএফডি, জিইএফ এর আর্থিক সহায়তায় গত নভেম্বর ২০১৬-তে শুরু হয়ে গেছে। বিশ্ব ব্যাংক-এর আর্থিক সহায়তায় ২০১৭’র জানুয়ারীতে এয়ারপোর্ট থেকে মহাখালী অংশের নির্মাণ কাজ শুরু হবার কথা রয়েছে।
