May 30 2017 - Question on Vegreville IRCC office
Mr. Speaker, the Liberals claim that closing down the Vegreville CPC was supposed to save money and improve service. Instead, we have learned that it will cost more and that the workers there are among the best in the country. If the centre is closed, 2,000 years of valuable experience could be lost, 280 lives will be disrupted, and a town will be devastated. There is no good reason to close down Vegreville, other than moving jobs to a Liberal riding.

Vegreville Fights to Keep CPC
On October 27, 2016 the Federal Government advised staff that the Vegreville Case Processing Centre (CPC) was closing and that 280 jobs would relocate to the City of Edmonton.
The Vegreville CPC is the largest employer in the community and the decision was made with no consultation with the Town, no economic impact assessment and no understanding of the impact to local residents.
At a time when Alberta’s economy is already struggling, this is a tremendous blow to the community. The workers at the CPC represent almost 10% of the Town’s entire workforce.
The decision to close the CPC is completely at odds with the government’s campaign pledge to “… strengthen our communities by investing in the things that make them good places to live.”
Please support our campaign to keep the CPC in Vegreville and request that Immigration, Refugees and Citizenship Minister, Ahmed Hussen reconsider this decision and keep these jobs here.

Super fun and super educational skills day in Sundre
It was all smiles and positive feedback on Monday, May 6 following the third annual High School Skills Day at the Sundre Hospital & Care Centre.
“It was super fun and super educational,” says Ava Rosch, a Grade 9 student at Sundre High School.
A collaborative effort between the health-care facility and the Sundre Healthcare Professionals Attraction and Retention Committee (SHPARC), the educational experience focused on giving students a glimpse of what it’s like to be health professional in rural areas.
“It's an enriching learning environment,” shared Chantal Crawford, a registered nurse and educator. “To actually be able to come in and get their hands on the different things we do and see the different things that we do.”
Welcoming students from Sundre, Caroline, Cremona, and area, the event created opportunities for students to get hands-on experience with instruments and equipment used in real medical situations.

Farmers and ranchers had a lot to say at the Vegreville Bill 6 information session. And the Rebel was there to hear it all.
Bill 6 is the NDPs farm unionization bill that seeks to put urban white collar office worker rules on Alberta farms and ranches.
December 8, Jobs Minister Lori Sigurdson and Minister of Economic Development and Trade Deron Bilous tried to explain to 500 eastern Alberta farmers that Bill 6 was good for them and the farmers were having none of it. Local NDP MLA Jessica Littlewood was also in attendance.
In full disclosure, this is my riding. These Ministers came to dismiss the concerns of the people in my community. That’s infuriating.
The Hutterites from colonies all over eastern Alberta came to reject the faith based exemption they were given by the NDP government in Bill 6. Farmers and ranchers, big and small, from all across the region were there to voice their concerns and ask their questions. They got few answers.
At one point, we watched Local NDP MLA Jessica Littlewood defy the will of her own constituents. She put her party over the people she's paid to represent when she admitted to the frustrated crowd that she would be towing the NDP party line and voting for Bill 6.
I'm sure the residents of many rural ridings represented by these NDP talking point robots feel the same way as I do: they’ve sealed their fate as one term wonders.
And 2 days later, in the face of so much opposition from rural Alberta, Bill 6 was rammed through third reading. The farmers are still vowing to carry on with their rolling protests and town halls.

How to Flagpole at the US Border and
Secure Your Status
WHAT THE HECK IS FLAGPOLING?
Flagpoling means applying for the renewal of your work (or study) permit by leaving Canada at a
border crossing with the USA, and re-entering, usually immediately. The same practice is also used
for those seeking to validate their PR status and/or PR visa. In other words, you take a trip
“around the flagpole” and re-enter Canada where you present your documentation and get that new
work or study permit stamp in your passport.
Why do people do this odd little hack? Because it saves a lot of time:
If you apply for a renewal of your work or study permit by mailing your application to
IRCC-Vegreville, it will take up to or even morethan 16 weeks for you to get your renewed permit
approved, depending upon your situation. (Paper applications take much more time than online
applications. If you can, always renew online.)
If you are a temporary resident of Canada and you need to validate your
● Confirmation of Permanent Residence or,
● Permanent Resident Visa.
You can also apply to your nearest IRCC office by calling IRCC’s Call Centre at 1-888-242-2100 in
order to book an appointment. Please note that you must call this number from inside Canada.
Or, you can leave Canada and return through an international airport in Canada, or by the land
border. Clearly, leaving and returning by a land border with the USA is a much faster and cheaper
option. Here’s how it works:
● By flagpoling, you reduce that wait for an appointment with an immigration officer
● Or, for your work or study visa application to be renewed, you reduce the wait time from a
few months, to a matter of minutes at the Canadian customs building at the border. If you
are not sure if you can flagpole for your particular work or study permit
extension/renewal, please read the comments of this article where many
helpful people have shared their flagpoling experiences.
● Or in the case of temporary residents wishing to validate their new PR status, flagpoling
offers a quick and cheap alternative to waiting weeks or even months for an appointment at
your local IRCC office.
Of course, your total time with the trip to the border, often in your car or a rented car – which you
should park on the Canadian side as crossing the border by foot is quicker – is a matter of
hours in total. Maybe even the better part of a day. That’s still a lot less than waiting weeks for your
new permit, or an appointment to validate your PR status at a IRCC office.
Seems too good to be true, right? There are some views that suggest that the Canadian Border
Services Agency (CBSA) does not like the practice as it turns border agents into immigration case
officers processing individuals who – strictly speaking – should have their cases done by the people
at IRCC’s case processing centres. There apparently have been meetings and conversations within
IRCC about how to discourage flagpoling, and theoretically, you could be caught in a no-man’s-land
at the border if Canada refuses you re-entry. Here’s why:

Just an important update to the info on my videos: when I sent the application, in August 2013, the Case Processing Centre for sponsorship applications made from inside Canada was in Vegreville, Alberta.
In the meantime, CIC changed that and now, all sponsorship applications must be sent to the Case Processing Center in Mississauga, Ontario (which before only processed the first part of sponsorship applications made from outside Canada).
I recently received a letter from CIC stating my application was transferred to Mississauga, Ontario, which is now the Case processing Centre responsible for sponsorship applications made from inside Canada, as well. So, if you are in the process of applying for family sponsorship from inside Canada, please send your application to the Case Processing Centre in Mississauga, Ontario (address is on their document checklist, updated in January 2014) and not to Vegreville, Alberta.

HOW TO GET A CANADIAN WORK PERMIT ?
Do you wish to work in Canada? Are you having trouble finding information on how to begin this process? This video will help to explain the process for obtaining a temporary Canadian work permit that will enable you to work in Canada.
In this video we will explain:
- How to obtain a job offer in Canada
- How to obtain a labour market opinion
- How to apply for your work permit
- Obtaining medical and police clearance
- Validity of the work permit
Obtaining a Job Offer
This is the most difficult step. In order to obtain a work permit it is necessary to have a job offer from a Canadian employer.
How can you obtain a job offer?
There are a few different ways to get a job offer:
- You can contact employers directly and submit your resume to them.
- You can apply through employment agencies or contacts in Canada who can forward your resume to possible employers.
- You can post your resume on websites where an employer can see your resume and, if interested, contact you for more information.
This process can take a lot of time and will require perseverance. Finding a job is never easy and you must have a great deal of patience. When you have a job offer confirmed, you can move on to the next step.
Obtaining a Labour Market Opinion
The second step in the process is for your employer to obtain a Labour Market Opinion (LMO). To get an LMO approved, it is necessary to fill out some forms and submit supporting documents as well. This process can take from a few weeks to about six months depending on the type of the work and the province where you will work. Once an LMO is approved is it possible to move on to the next step.
Applying for your Work Permit
The third step is applying for the work permit. This application must be filed at a Canadian Embassy or Consulate with jurisdiction over the country where you have lived legally for at least one year. You will also be required to attend an interview at the visa office where you submitted your application. Direct family members are allowed to be a part of the application, and the process to get the work permit and entry visa takes approximately 2 weeks.
In certain cases, you may be eligible to apply for a work permit from within Canada. In such cases, you need to mail your application to the Case Processing Centre in Vegreville, Alberta, or apply online.
Obtaining medical and police clearance
All applicants will have to submit the results of a medical exam and a police clearance. Applicants who have a criminal record will be deemed inadmissible to Canada and refused entry into the country. You must contact your local authorities to obtain your police clearance. Only specific practitioners can perform a valid medical exam. For a list of recognizes practitioners in your area, please consult Citizenship and Immigration Canada.
Validity of the Work Permit
Work permits are generally valid for 1-2 years, depending on the length of the contract but can be renewed if the contract is extended. Persons who have been in Canada for a few years under a temporary work permit are eligible to apply for permanent residence under the Skilled Worker class or the Canadian Experience Class.

Dr. Vesta Michelle Warren of Sundre: 2016 Alberta Rural Physician Award of Distinction recipient
Sundre shone last Saturday, as healthcare heroes were lauded, and the dream of a new medical facility was born. About 300 people from Sundre and Mountain View County gathered to honour, Dr. Vesta Michelle Warren, the 2016 RPAP Rural Physician Award of Distinction recipient, at a community celebration sponsored by the Alberta Rural Physician Action Plan (RPAP), and the Sundre Healthcare Professionals Attraction and Retention Committee.
A packed Sundre Community Centre paid tribute to Dr. Warren, saying thank-you to her for her exemplary dedication and service to the community since 1999. Guests were treated to a three-piece musical ensemble, followed by a hearty roast beef supper, featuring Alberta beef and all the trimmings. Representatives from the Town of Sundre, Mountain View County, and Alberta Health Services, made special presentations to Dr. Warren. A silent and live auction were also held to raise funds for a new hospital facility in Sundre.
When it came time to present the 2016 Rural Physician Award of Distinction, RPAP Board representative, Dr. John Gillett, and incoming RPAP Executive Director, Bernard Anderson, did the honours. Dr. Gillett, a practising rural physician from Grande Cache, introduced a tribute video profiling Dr. Warren, and added congratulatory remarks on behalf of the Board, and the committee of rural representatives who recommended Dr. Warren for the 2016 award.
“The committee made special mention of Dr. Warren’s use of nurse practitioners, her willingness to mentor future generations of physicians at the Moose and Squirrel Clinic, and her role as a strong advocate and volunteer within the community, as some of the reasons for her selection,” said Dr. Gillett.
“[Dr. Warren] is a forward thinking physician that Sundre should be proud to have.”
The community celebration to honour Dr. Warren was also the launchpad for the first-ever Hospital Futures Legacy Gala, a fundraiser supporting the continued recruitment and retention of medical professionals to Sundre, and the work needed to secure a new hospital in the community.
RPAP’s incoming Executive Director, Bernard Anderson, praised the “unsung heroes” of rural healthcare, lauding local healthcare professionals for their commitment to the community, and recognizing the Sundre committee for its tireless work, and vision for the future of healthcare in Sundre.
“The intention of the RPAP Award of Distinction program is to leave a legacy, forever honouring the tireless work and dedication of distinguished physicians, like Dr. Warren, in the places they call home. This Hospital Futures Legacy Gala… promises to leave a legacy that will benefit this area for generations,” said Anderson.
“Great communities make great things happen, and it’s an honour for myself, and RPAP to be a part of this event this evening.”
Dr. Warren was presented with a trophy, made of sandstone and etched glass, that is donated annually by Mr. Larry Samoil, President of GRM Business Services.
The RPAP Rural Physician Award of Distinction was created in 2002 to recognize the contributions of all rural physicians, especially those ‘unsung heroes’ who provide Alberta rural communities with outstanding medical services and who make huge contributions to medical practice and their communities.
Alberta Rural Physician Action Plan is an independent, not-for-profit company funded by the Alberta Ministry of Health.
