Texas Prisoners Are Facing Horrid Conditions After Hurricane Harvey & Retaliation for Reporting Them
- As Florida braces for Hurricane Irma, we look at conditions in Texas prisons since Hurricane Harvey hit the Gulf Coast two weeks ago with a historic downpour that lasted several days and caused massive flooding. Prisoners were not evacuated from either the federal prison or three Texas prisons in the heavily flooded city of Beaumont, east of Houston, where high water was so destructive that it disabled the city’s water supply system. State prison officials say water did not flood prisons there. But a prisoner named named Clifton Cloer, who is housed on the first floor of the Stiles Unit in Beaumont, told his wife that he stood in water up to his kneecaps during the storm and later faced the stench of backed-up toilets. We speak to Rachel Villalobos, who has been in touch with her husband who is held at the Federal Correctional Complex in Beaumont; Lance Lowry, the president of AFSCME Local 3807 of the Texas Correctional Employees; and Democracy Now! correspondent Renée Feltz.

Finding Good Crappie Fishing Spots
Jason made a point in the fall and winter to look for new crappie fishing spots with his electronics. He started in some productive arms of the lake and idled along break lines looking for brush piles with fish.
These creek channel edges are often where fishermen like to drop their brush piles. So Jason scanned with Lowrance HDS 3D Structure Scan for likely looking spots and brush piles until he found schools of crappie holding on them.
Once he saw a good school of fish on a brush pile, he stopped and fished it. He would cast a jig over the top, when they quit biting that, he would pitch to the piles from a closer distance, and finally he would get right on top of them and fish vertically on the pile.
He had one of the best fall/winter periods for crappie fishing in recent years by getting out and hunting for fish more with his electronics.

Sentence: Currently serving 45 years at Allred Unit in Texas.
Carlos Coy, known to Houston rap fans as South Park Mexican and the founder of Dope House Records, was a celebrated local rapper who was on the rise. He had released six albums with a combined 1.5 million in sales, and Dope House had aligned with a major label for national distribution. Then he was convicted of aggravated sexual assault of a child in 2002. He remains in prison after receiving a 45-year sentence.
His first arrest came on September 25, 2001. Coy, who was married and had children of his own, was arrested for abusing a nine-year-old girl in an incident that had occurred a year earlier, when the girl was a guest visiting his seven-year-old daughter. Another case was soon added when it was revealed that the rapper had impregnated a 13-year-old when he was 22 and never paid child support.
He was indicted in December of that year. In March 2002, more charges came. He was accused for sexual assault of two 14-year-old girls. In May 2002, the trial began. During the trial, the 9-year-old girl herself testified on the stand; the jurors found her very credible, according to prosecutor Lisa Andrews.
At the end of the trial, according to the Houston Chronicle, the girl's father, who had been a friend of Coy's, addressed the rapper directly. You portray yourself as a victim, as a saint. Who are you trying to convince—yourself?
South Park Mexican is eligible for parole in 2024, with a projected release date of 2047.
