PRICES:
There are generally two types of tickets, a passport which lets you ride everything without paying, and an entry fee which means you have to pay the individual fee every time you ride anything.
Standard : ¥4100 for the full passport, or ¥1600 for basic entry (paying per ride)
After 15:00 : ¥2500 for the full passport, or ¥1000 for basic entry (paying per ride)
Water Park : The summer water park will cost ¥1200~1400 extra on top of above admission prices.
ACCESS:
By Train
Make your way to Kuwana (桑名) Station at the very top of Mie. It is both a Kintetsu and JR station.
Take the east exit out of Kuwana Station out the JR side.
Just out the station, turn right and walk along a platform. After about a minute or so, you'll come to a set of stairs down to the ground. This should take you to the Kuwana Station bus rotary (which is right in front of Sangi Nishi-Kuwana Station).
Wait at Bus Stop #2 (2番乗り場) for bus #53, 54, or 55 -- the destination for all three is Nagashima Onsen (長島温泉). Buses tend to run every 15 to 20 minutes at most times of the day. It's about 20 minute ride and costs ¥500 one-way.

By Car
Regular Roads
Both Route 23 and Route 1 cross the island of Nagashima. Head through/past Kuwana until you cross a bridge and you'll be on the thin Nagashima. Once onto the island, follow signs for Nagashima Spa Land.
Expressway
The Higashi Meihan Expressway (東名阪自動車道) crosses the island of Nagashima. Get off the highway at the Nagashima interchange (長島IC) and follow signs for the park. It's about 10 minutes south after the interchange.
The Ise Wangan Expressway (伊勢湾岸自動車道) crosses the island of Nagashima and passes right next to Nagashima Spa Land. Get off at the Wangan Nagashima interchange (湾岸長島IC) and follow signs for the park. This is probably the easiest way to get to Spa Land, and the park claims that at closing time the Ise Wangan Expressway is the least likely to be backed up by a traffic jam.

TRIP TO NABANA NO SATO

Nabana no Sato (なばなの里) is a theme park on the island of Nagashima in Kuwana. The main focus is flowers, but it also has an onsen, a number of restaurants, some traditional shops, and most notably one of Japan's finest winter illuminations.
Along with Nagashima Spa Land, it is part of the Nagashima Onsen (長島温泉) resort area.
Flower Park
The Nabana no Sato grounds are home to numerous sections dedicated to flowers and the types of flowers will change throughout the year. There are so many types of flowers that bloom at the park that even if you went every weekend it is unlikely that you'd ever see the exact same display.
The biggest yearly showing of flowers is the big hydrangea display (ajisai matsuri) in early summer. Sakura, tulips, and dalias also get major displays as well.
Illumination
One of the best light shows in all of Japan. It runs for 4 full months (from mid November - mid March). Among other things, there is a tunnel of light, a cloud of lights, one of the major flower display areas is turned into an aurora, the lake is lit up with lights, and more.
It is definitely worth seeing in your time in Mie and it is one of the most well-known tourist attractions in the area. As it is so popular, it is often fairly crowded on weekends so if you live close enough to make it up on a weekday instead that is recommended.
Onsen
There is also an onsen on the premises, near the big lake in the middle of the village. Soak in the onsen while taking in some of the flowery scenery.
Restaurants
Around the lake in the center of the village, there are a number of restaurants. The fare and selection is similar to what you would find at the standard large shopping center, with one major exception: a full size beer hall with its own locally brewed beer called the Nagashima Beer Garden (長島地ビール園 nagashima ji-biiru en). It has 3 types of local beer, plus some tasty snack foods commonly found at izakaya.
Price
It is a little expensive considering that most things in the park (other than just looking at flowers) require additional money, however keep in mind that when you pay the entry fee you get ¥1000 worth of coupons to be used within the park. The coupons can be used at the restaurants and most (but not all) of the other facilities. If you make use of these, it effectively drops ¥1000 off the admission price.

By Train

Nagashima Spa Land Fireworks

On weekends and during Obon holidays in mid August, you'll find Nagashima Spa Land's fireworks display on Wangan Highway between 8:00-8:30. And if you're lucky, you can find a room to park your car in the parking area! If you've got time, better idea is to go enter their parking by evening, and enjoy shopping or swimming pool, and then enjoy the fireworks within the site. Love the finale!
