Major Yangtze River tributary breaks record flood level
Days of torrential rain in central China's Hunan Province raised the water level of the Xiangjiang River, a major tributary of the Yangtze River, to exceed its record flood level Sunday morning.
The water level in the section of the river in Changsha, capital of Hunan, reached 39.21 meters at 6:30 a.m., higher than the previous record of 39.18 meters set by a massive flood in 1998.
Already at 3.2 meters above the warning level, the water level is expected to continue to rise as heavy rain is forecast for upstream regions over the next few days.
As of 2 p.m., the water level had risen by another 0.21 meters to 39.42 meters, according to Changsha flood control office.
Local authorities issued a red alert Sunday afternoon, warning that water levels along the whole course of the Xiangjiang River are forecast to be near or above record levels during the next three days.
Meanwhile, the water levels in Dongting Lake and several other major rivers in Hunan have all risen above warning levels, worsening the flood control situation.
Currently Changsha is on high alert with workers inspecting every 50 meters of the dikes to guard against potential breaches.
Hundreds of officials and residents in Yuhua district worked overnight Saturday building a wall of 65,000 sandbags to block water from flowing into the city area.
Meanwhile, more than 1,000 workers in Tianxin district were reinforcing dikes and pumping water to manage potential flood threats.
More than 2,000 paramilitary police have joined locals to repair damaged dikes and helped evacuate over 7,000 residents in cities of Shaoyang, Yiyang, and Huaihua.
Hunan has experienced severe flooding after ongoing torrential rain over the last 10 days. Since June 22, flooding has inundated parts of several cities, forced 311,300 people to evacuate, damaged 295,160 hectares of crops and destroyed 6,369 houses.
Rainstorms lashed 832 towns in southern and eastern Hunan from Saturday morning to Sunday morning, with Huangtang in Ningyuan County receiving the most precipitation at 264.2 mm within 24 hours.

Xiangjiang River in Central China's Hunan province is a major tributary of the Yangtze River. On Saturday, the 850-kilometer long stream experienced its first flood peak this year. It was triggered by torrential storms ravaging south China over the past few weeks. The surge in water levels is now moving downstream -- flooding many low-lying areas along the way.
Flood prevention departments have been standing by on high alert since Friday afternoon. They were responding initial predictions that the flood peak would pass the first hydrological station in Hunan Province at 11pm on Friday. But the peak flow didn't arrive until 10 am Saturday. The delay caused water levels in the lower reaches of the river to surge even higher. The water level has already exceeded the warning mark by four meters in Qiyang hydrological station.
Deng Xiaojun, Director of Qiyang Hydrological Bureau , said, The water level is only 0.7 meters short of topping the previous record of 88 meters. Qiyang is under serious threat.
The water level began to recede three hours later after the flood peak passed. But the damage to Qiyang County is irreversible. Houses and farmland in eleven townships and villages are now inundated with water. Meanwhile, the tops of these railings are the only sign of this submerged bridge.
Baishui Township is located on the river bank. The local government has evacuated most of its population of 25,000. Officials are still visiting the area everyday to persuade those reluctant to leave.
Lv Qin, Chief of Baishui Township, Qiyang, said, People here must be relocated as soon as possible for the sake of their safety. We'll organize relief and reconstruction when the flooding calms down.
Floods have already destroyed 70 percent of the crop land in Baishui. The local government says it will avoid building houses near the river bank in the future. And it will also stress flood-prevention measures in future construction.

Mao's Statues Face Demolitions

After a statue of Mao Zedong was smashed in Hainan,
another Mao's memorial hall in Fangchen County, Henan,
is facing a forced demolition.
Even Mao's statues in villagers' homes were torn down.
Authorities said the memorial hall occupied land illegally,
while villagers questioned the real reason.
They think that Mao is a sensitive topic for the authorities.
On July 20, Mao Zedong Memorial Hall in Tushan Village,
Henan, received an administrative punishment.
It will be dismantled within a timeframe.
Tushan Village is 5 km away from Fangchen County.
It is named after a barren hill nearby.
Mao's memorial hall was built on the hill in 2005,
by a local party commissioner Xu Baoqin and others.
It was built upon this hill.
Mao's memorial hall was scheduled
to open to the public on April 11.
On that very day, dozens of policemen and local officials
besieged this little hill.
Plaques in the memorial hall were taken down and
police warnings of keep off were put on the wall.
Hu Ping, chief editor of Beijing Spring magazine believes that
the authorities' dismantling of Mao's statue
was not only a construction issue.
It reveals that the authorities have concerns about
commemorating Mao.
Hu Ping: On one hand, the Chinese Communist Party (CCP)
does not want to cast Mao aside.
Because it is afraid that this would arouse questions
on the CCP's legitimacy.
On the other hand, CCP knows about Mao's numerous crimes.
So after considering different factors,
they have chosen a very contradictory way.
That is, on the surface, they still maintain Mao as the CCP's idol,
but in fact they take actions to diminish his influence.
Not long ago, Chongqing Municipal Party Secretary Bo Xilai
promoted singing red songs to follow Mao's method.
He advocated wearing badges of Mao.
Bo has been heavily criticized for these.
Hu said, the CCP leaders in Zhongnanhai had great concerns
on Bo'ssinging red songs in Chongqing.
They were also not satisfied with the Maoists' suggestion
to return to Mao's era. But, they need Mao as their sign.
Hu: Some people like Bo Xilai use Mao to do things.
(CCP leaders in Zhongnanhai) must dislike this practice.
But they cannot attack these people directly.
So the CCP leaders use some indirect methods, including
forced demolitions, to suppress this practice.
In addition, well-known Beijing-based writer Tie Liu said,
the picture of Mao Zedong on the Tiananmen Square
is often smeared by the people.
Chinese people resent Mao so much, for his evil crimes
during his 27 years of rule.
Great Leap Forward and others starved almost 40 million
Chinese people to death.
The ten years of catastrophes led China to be trapped in
the Great Proletarian Cultural Revolution.
Mainland media reported that in the recent years, there has
been the consciousness to remove Mao's images across China.
In Wenchang City, Hainan, a 10-meter statue of Mao was
torn down, broken into five pieces and beyond recognition.
Wen Kejian, a critic and freelance writer, said that
if all Mao's statues in China are dismantled,
perhaps there will be no more house demolitions in China.
Independent writer Yu Jie had said earlier that
China with Mao's statues is a China with slaves everywhere.
This kind of China requires spiritual enlightenment.

Rare winter floods hit South China
Continuous rainstorms have formed flood crests in the upper and middle reaches of the Xiangjiang River, a tributary of the Yangtze River, China's longest river, leading to the most severe winter flooding in the region since 1961.
173 houses had collapsed, 262 houses were seriously damaged and about 10,900 residents had been relocated in 15 counties and districts in Hunan.
The floods also damaged 19,200 hectares of farmland in the province, resulting in direct economic losses of about 63 million U.S. dollars.
Torrential rain has also battered parts of neighboring Guangxi Zhuang Autonomous Region over the past several days.
The city of Hezhou, located in the east of the region, has seen the worst winter rainstorms in decades.
LI XIANZHAO, Villager in Hezhou:
There are still watermark. The house was drowned. And the rice is all flooded, with half lost.
Rare winter storms have caused economic losses of 11.2 million dollars in the southern city. A total of 83,450 people from 33 townships in the city had been affected.
In east China's Jiangxi Province, winter storms have caused the water level of Poyang Lake, the country's largest freshwater lake, to rise 1.6 meters over the past two weeks.

Giant Golden Mao Statue Erected in China’s Countryside
A 120-foot-tall gold-painted statue of Chairman Mao has been built in Tongxu County, Henan Province, China. The giant statue is an homage to the late communist leader and cost roughly $460,000 USD. The statue is located in a province that lost millions of people when hit with famine in the 1950’s as a direct result of Mao’s campaign, the Great Leap Forward. Nik Zecevic and Jose Marcelino Ortiz discuss the statue and response from the Chinese on The Lip News.
