博鰲亞洲論壇Boao Forum for Asia由25個亞洲國家和澳大利亞發起（2006年增加至28個），於2001年2月27日在中國海南省瓊海市萬泉河入海口的博鰲鎮召開大會後宣布成立，成立之時通過了《宣言》及《章程指導原則》等綱領性文件。論壇為非官方、非營利性、定期、定址的國際組織；為政府、企業及專家學者等提供一個共商經濟、社會、環境及其他相關問題的高層對話平台；海南博鰲為論壇總部的永久所在地。自20世紀下半葉，亞洲經濟與社會發展的成就顯著，特別1980年代以後東亞經濟實現了騰飛，創造了令世人矚目的「東亞奇蹟」。由於亞洲國家大多數已實行開放政策，彼此貿易和投資走向更加密切，區域合作、經濟合作與文化交流增加，東亞地區合作(10＋3)已進入實質性階段，東協正在實現經濟一體化，國家之間由於自然地理聯繫都在開展各項合作。儘管世界經濟逐步全球化和區域化，但各種形式的區域經濟合作正在加快，如歐洲經濟一體化、北美自由貿易區的建立使亞洲各國面臨挑戰，亞洲國家之間的交流與合作變得非常必要。亞洲國家和地區已參與了亞洲太平洋經濟合作組織、PECC等諸多跨區域國際經濟合作組織，但沒有一個真正由亞洲國家主導的組織。論壇旨在探討增進亞洲各國協調和參與世界其它地區交流與合作。1998年9月，澳大利亞前總理霍克、日本前內閣總理大臣細川護熙和菲律賓前總統拉莫斯倡議成立一個類似達沃斯「世界經濟論壇」的「亞洲論壇」，「亞洲論壇」這一概念一經推出即獲得了有關各國的一致認同。博鰲亞洲論壇成立大會於2001年2月26日－27日在海南博鰲舉行。包括日本前內閣總理大臣中曾根康弘、菲律賓前總統拉莫斯、澳大利亞前總理霍克、哈薩克斯坦前總理捷列先科、蒙古前總統奧其爾巴特等26個國家前政要出席了大會；另外中華人民共和國主席江澤民、馬來西亞總理馬哈迪、尼泊爾前國王比蘭德拉、越南國家副總理阮孟琴等特邀出席了成立大會。大會宣布博鰲亞洲論壇正式成立。大會第一屆秘書長為曾任中國對外經濟貿易部副部長的龍永圖。永久會址設在東嶼島。從空中俯瞰圓形會議中心與弓形的索菲特大酒店巧妙組合，就像一艘萬噸巨輪上的大鐵錨；也有人認為它更像是一把蓄勢待發的弓箭。博鼇亞洲論壇永久會址是一座多功能的三層建築綜合體，包括多功能廳、圓形國際會議廳、中小會議廳、會議室、展覽廳、貴賓廳、論壇總部辦公室、新聞中心、商務中心及配套設施。會議中心建築面積為3．7萬平方米，其附屬酒店——索菲特大酒店建築面積為5．3萬平方米。博鼇亞洲論壇的永久會址在東嶼島的東北角，坐北向南，前面是沙美內海，越過著名的玉帶灘就是煙波浩淼的太平洋。國際會議中心正對面是兩個噴水池，其中的一個為圓臺噴水池，一個地球儀屹立中間，亞洲地圖正對前方。流水瀑布般地從地球儀底下傾瀉而下，格外引人注目。噴水池基座前是大理石雕出的“博鼇亞洲論壇”會徽字樣及圖案。另一個噴水池為橢圓形音樂噴泉，可以表演十幾種噴射圖案。那裡沁綠如氈的草坪，偉岸俊朗的椰樹，配以江南小橋流水的園林風格，的確給人以別樣的感受和情趣。 圓形的會議中心就像一枚古錢幣，外圓內方，象徵著包容性與親和力，沒有上下、主次和方向上的高低之分，以體現與會者之間相互的平等。會議中心周圍是各式各樣的園林，水元素占了極為重要的位置。各種水景有溫泉、瀑布、泳池、小溪、噴泉等，看上去都與周邊的萬泉河水系相連。更讓人歎為觀止的是，會議中心大門入口的機動車道兩側是潺潺流水，似乎是從會議中心汩汩湧出一般。
玉帶灘位於海南萬泉河出海口的玉帶灘，被上海大世界吉尼斯總部以分隔海、河最狹窄的沙灘半島列入吉尼斯之最，並於近日頒發了證書。潔白的玉帶灘猶如一條長長的玉帶橫臥在萬泉河與南海之間，把萬泉河與南海隔開。其南北走向全長2.5公里；東 西最寬處約300米，最窄處漲潮時僅10餘米，為世界上分隔海、河最狹窄的沙灘半島。南海煙波浩淼，一望無際，內側萬泉河，沙美內海的湖光山色，內外相映，構成了一幅奇異的景觀。其他地形地貌酷似美國的邁阿密、墨西哥的坎昆、澳大利亞的黃金海岸，在亞洲可謂僅此獨有。玉帶灘北部於1999年6月被國際吉尼斯總部在中國的權威代理機構上海大世界基尼斯總部以分隔海、河最狹窄的沙灘半島而認定為吉尼斯之最，因此，玉帶灘北部將充分保持其原始狀態，作為吉尼斯之最旅遊景區供遊客遊覽。
