PH, China reach breakthrough in Coast Guard diplomacy
The Philippines and China have established the Joint Coast Guard Committee on Maritime Cooperation. Philippine Coast Guard (PCG) Officer-in-Charge Commodore Joel S. Garcia and China Coast Guard (CCG) Deputy Director General Chen Yi De signed the agreement during the recent First High-Level Security Visit Meeting in Beijing, China.
PCG and CCG both agreed to promote the atmosphere of partnership and cooperation in West Philippine Sea and the entire South China Sea. This means that when the two Coast Guards meet in waters, they would be able now to communicate with each other in a fashionable, friendly, and cooperative manner.
The PCG added that Hotline Communication Mechanism was established and the Chinese Ministry of Transport through their Maritime Rescue Coordinating Council offered a donation of Hotline of Communication equipment, which would provide real time 24/7 communication between the two agencies using radio communications and video conferencing.
PCG noted that its officials and staff “attended the Maritime Search and Rescue Field Exercise at Zhanjiang, China on 30 October to 02 November 2017 leading to a political and security breakthrough and milestone in the China-Philippines relationship through Coast Guard diplomacy.”
“Aside from above mentioned breakthroughs, the China Coast Guard agreed to visit ports in the Philippines and vice versa. In exchange, the Philippines can also conduct port visits to China which also calls for additional opportunities in increasing the number of people-to-people exchanges through the conduct of security and law enforcement trainings and exercises. The two parties also agreed to crackdown cross boarder maritime crimes and the transport of illegal drugs,” PCG said.

Typhoon Mujigae ravages South China
Typhoon Mujigae, the 22nd typhoon this year, has made landfall in south China's Guangdong Province, leaving a trail of destruction.
So far, at least six people have been killed and more than 200 others injured.
The typhoon, bringing gales and downpours, hit the coastal city of Zhanjiang on Sunday, packing winds of up to 50 meters per second.
One fisherman died and another 16 are missing after Typhoon Mujigae made landfall in Zhanjiang City of Guangdong Province on Sunday.
Local maritime rescue center says more than 30 cases of boat stranding and anchor dragging have been reported off the waters of the city, with 117 fishermen being rescued.

According to the municipal government, three people died and another 80 were injured as a tornado hit Foshan City on Sunday afternoon.
The typhoon caused widespread blackouts in Zhanjiang City, where water supply was also cut off in many areas.
More than 24,000 power maintenance workers in Guangdong are ready to deal with possible power cuts caused by the typhoon.
The provincial flood control and drought relief headquarters has elevated its typhoon emergency response to the highest level.
More than 500 tourists have been stranded on Fangji Island, a popular scenic spot administered by Maoming City.
The authorities began to evacuate tourists from the island on Saturday, but the operation was interrupted by strong winds.
The remaining tourists were transferred to hotels for free accommodation.

The island has called off all entertainment activities at sea and tightened inspections on dangerous areas.
The typhoon is moving to the neighboring Guangxi Zhuang Autonomous Region with weakened strength.
As the typhoon coincides with China's week-long National Day holiday, many tourists heading for Guangdong and Guangxi regions will have to change their plans.
Guangdong has called off sightseeing and leisure activities at sea, such as fishing. Guangxi shut down some popular attractions, including Weizhou Island, the country's largest volcanic island.
The site usually draws tens of thousands of tourists during the holiday.
Guangxi suspended services of 11 high-speed trains running along the coast for 12 hours from noon on Sunday and halted ticket sales of the trains till Monday noon.

The ships are organized into three fleets: the North Sea Fleet, the East Sea Fleet, and the South Sea Fleet. The People's Liberation Army Navy is turning away from its traditional focus on coastal and littoral warfare and instead prioritising the development of blue water capabilities. This has led to a significant reduction in fleet numbers as the PLAN has replaced a larger number of smaller ships with a smaller number of larger and more capable ships, including destroyers, frigates, corvettes, amphibious warfare ships and large auxiliary ships.

Russian Fleet Arrives in South China For Joint Naval Drill
A Russian fleet arrived at a naval port in south China's Guangdong Province on Monday for the eight-day naval drill codenamed Joint Sea-2016.
Around 7 a.m., amid exchanges of 21-cannon salutes by naval forces from the two countries, the Russian fleet pulled in the port in the province's Zhanjiang city.
The drill will draw the participation of naval surface ships, submarines, fixed-wing aircraft, ship-borne helicopters marine corps and amphibious armored equipment from both navies, according to Chinese Navy spokesperson Liang Yang. Most of the Chinese forces will come from the Nanhai (South China Sea) Fleet under the People's Liberation Army Navy (PLAN).
Together, Chinese and Russian naval forces will undertake defense, rescue, and anti-submarine operations, in addition to joint assault on island and other combat practice.
The marine corps, in particular, will carry out live-fire drills, sea crossing and landing operations, and island defense and offense exercises among others.

China, Russia Conduct Live-ammunition Drill in South China Sea
Chinese and Russian naval forces carried out a live-ammunition drill in the South China on Sunday, the penultimate day of their week-long Joint Sea 2016 naval exercise.
Vessels including China's missile destroyers Guangzhou and Zhengzhou, and missile frigates Daqing and Sanya were grouped into one fleet with two Russian missile destroyers.
The ships headed out into waters east of Zhanjiang City, south China's Guangdong Province, before firing at targets.
The exercise, which started at 14:00 and lasted for about two and a half hours, tested the fleet's weapons and equipment performance and honed the cooperative fighting abilities of the Chinese and Russian navies.
The Joint Sea 2016 naval exercise runs from Sept. 12 to 19 and features navy surface ships, submarines, fixed-wing aircraft, ship-borne helicopters, marine corps and amphibious armored equipment from both sides.More on:

US guided missile destroyer arrives in Shanghai
(16 Nov 2015) A US Navy destroyer docked in Shanghai on Monday in a sign that contacts between the US and Chinese militaries are continuing despite tensions over the South China Sea.
The visit by the USS Stethem follows Chinese protests over the sailing last month of the guided missile destroyer USS Lassen within 12 nautical miles (22 kilometres) of the disputed Subi Reef.
The reef has been transformed by Beijing into an island over the objections of other claimants.
The US maintains that such man-made islands do not qualify for territorial waters.
The Stethem's commanding officer, Cmdr. Harry Marsh, told reporters that US freedom of navigation operations were routine and shouldn't complicate relationships with the armed forces of other countries.

Chinese Navy Fleets Conduct Drill in South China Sea
Warships and aircraft from China's three major navy fleets conducted a drill recently on the waters of South China Sea, in a well-designed real battle confrontation.
Despite the roaring high waves, triggered by Typhoon Melor and a southward cold front, destroyers, frigates, submarines and new model of fighter-bombers joined the drill.
The drill started as the red team sent a submarine to attack the enemy and the early-warning aircraft, escorted by fighter jets, hovered above the sea in search of the warships of the blue team.
However, the early-warning aircraft failed to supply any latest information because of the opposing side's signal interference.
Warships of the blue team launched guided missiles towards the red team ships, which responded with jamming shells and short-range fire. At the same time, the red team adjusted the formation to sail towards the blue side.
At last, the red team's destroyer attacked the opposing side's fleet, badly wounding their warships.
This real battle confrontation drill is an important part of PLAN's yearly training schemes. It is designed for real battle confrontation in high-sea, unfamiliar and complex meteorological situations. The drill focused on such operations as anti-submarine, air defense, sea supremacy and information warfare as well as comprehensive logistics support. It embodies a systematic confrontation, said Yao Junbiao, commander of a south China training base of the Chinese Liberation Army Navy.

Splendid waterspout appears in south China
Residents of Zhanjiang city of south China’s Guangdong Province were recently amazed by a rare sight of a waterspout that stretched between the sea and the cloudy skies. Lasting around three to four minutes, the phenomenon happened during a rainy day at around 200 meters away from the coast. The waterspout is a whirling column of air and water mist, a sort of tornado that forms over a water body.

Russian-Chinese joint naval 'Joint Sea 2016' exercises culminated with an amphibious and air landing operation on an island in China's Guangdong Province on Monday.
