While train connections in rural areas are being successively done away with in Europe and Germany, the digital interconnectivity of the hinterland is falling victim to neoliberal profit maximization, and we are currently feeling the effects of the political, social, and economic consequences of this, China has chosen the opposite route. In recent years, the most remote regions there have been linked by means of high-speed train lines and the final mountain villages are being connected with the rest of China by means of fibre optic cables. Over a total of four weeks in September and December 2017, we saw and experienced this ourselves on an exploratory tour of the rural areas of Songyang County, about seven hours by car in a southwest direction from Shanghai.
On the search for architectural and spatial models for improving rural living areas that might also be able to provide us with impulses for Germany and Europe, in the mountainous landscape of Songyang County, we made the acquaintance of a congenial team consisting of the architect Xu Tiantian and the Party Secretary of the Songyang County Committee Wang Jun, who, in only a few years, have succeeded in generating a new ‘rural self-awareness’ by means of architectural acupuncture.
While in the past three years ten projects, from the concept, through participatory processes, up to the realization, had already been implemented with breath-taking speed, it nevertheless amazed us, that in the merely three months between our visits, two completely new projects had once again been put in place. With caution and meditational sensitivity, the architect and her client, the regional government, have jointly repaired old clay farmhouses in the village, municipality, and natural space or landscape in collaboration with the inhabitants. The buildings have been adapted to contemporary requirements and consequently given additional new uses, or local spaces of collective memory have been created, thus reanimating the cultural and historical awareness of the region. As an example, community spaces have been integrated in the new building for a production site where cane sugar is obtained in a traditional way. This has significantly increased not only the self-awareness of local villagers, but also the price of the organic product.
It is with great pleasure and enthusiasm that we bring the process of this rural ‘upgrading’ and the built objects resulting from it to Europe in this catalogue and exhibition as the Songyang Story. Based on the example of long-neglected rural space, it shows that changes in society, the economy, and ecology are possible by means of many small steps and active engagement, and that architecture and committed architects play an important role in the process.
We thank the architect Xu Tiantian and her design team as well as Wang Jun and his highly motivated employees of the local government for the wonderful collaboration as well as for their support in producing the documentation and exhibition. Our gratitude also goes to Angelika Fitz, the Director of the Architekturzentrum in Vienna as well as Andreas Ruby, Director of the Swiss Architecture Museum in Basel, for helping us bring the topic to other countries and generate a discussion about it following the exhibition in Berlin.

At the same time, the central government implements three official duties and nine secretaries of state to manage state affairs. 秦始皇出生于赵国都城邯郸（今邯郸），后回到秦国。前247年，13岁时即王位。前238年，平定长信侯嫪毐的叛乱，之后又除掉权臣吕不韦，开始亲政。 重用李斯、尉缭，自前230年至前221年，先后灭韩、赵、魏、楚、燕、齐六国，完成了统一中国大业，建立起一个中央集权的统一的多民族国家——秦朝 。
秦始皇认为自己的功劳胜过之前的三皇五帝，采用三皇之“皇”、五帝之“帝”构成“皇帝”的称号，是中国历史上第一个使用“皇帝”称号的君主，所以自称“始皇帝”。同时在中央实行三公九卿，管理国家大事。地方上废除分封制，代以郡县制，同时书同文，车同轨，统一度量衡。对外北击匈奴，南征百越，修筑万里长城，修筑灵渠，沟通水系。但是到了晚年，求仙梦想长生，苛政虐民，扼杀民智，动摇了秦朝统治的根基，前210年，秦始皇东巡途中驾崩于邢台沙丘。
秦始皇奠定中国两千余年政治制度基本格局，被明代思想家李贽誉为“千古一帝”。

Pingyao is a Chinese city and county in central Shanxi province. It lies about 715 km from Beijing and 80 km from the provincial capital, Taiyuan. During the Qing Dynasty, Pingyao was a financial center of China. It is now renowned for its well-preserved ancient city wall, and is a UNESCO World Heritage Site.
Pingyao still retains its city layout from the Ming and Qing dynasties, conforming to a typical bagua pattern. More than 300 sites in or near the city have ancient ruins. Preserved Ming- and Qing-style residences number close to 4,000. The streets and storefronts still largely retain their historical appearance.
In the Spring and Autumn Period, the county belonged to the kingdom of Jin. It was part of the kingdom of Zhao in the Warring States Period. In the Qin Dynasty, it was known as Pingtao. During the Han Dynasty, it was known as Zhongdu county. In 1986, the People's Republic of China designated Pingyao as one of the Chinese Historic and Cultural Cities. It became a World Heritage Site in 1997, included also the outlying Zhenguo Temple and Shuanglin Temple.

Afterwards, Ye, Zhao and Mu cooperate closely, trying hard to deal with special cases. Infanta Minghui, the disciple of the state master, Tianqiao, falls in love with Zhao Lanzhi and threatens him to marry her with her life. Besides the secret of Mu’s identity and the chaos to be conquered, the four also have to deal with the complex relationships between them.

本集简介：张小敬刚想去捉拿曹破延，崔器向他透露了李必的真实目的，李必把众人支开，只留下张小敬，告知自己想做主宰万民命运的宰相，虽不能免张小敬死罪，但可让他再当一日不良帅。李必向何执正汇报张小敬抓狼卫之事，无意中得知圣上决定把皇权交给右相林九郎，于是派檀棋搜集林九郎的不法之事。张小敬对图格鲁紧追不舍，并放烟报信，此时曹破延来找狼卫麻格尔接头。

Chinese technology supports rescue network in Ecuador
An open-air mass is held on April 16 in Department Manabi to mark the one-year anniversary of the 7.8 magnitude earthquake that killed 673 people on the north coast of Ecuador.
At the ceremony, one thing worth remembering is ECU 911, Ecuador's integrated emergency service hotline, which was designed and built by a Chinese partner.

“Hi, I am Pablo Cordoba. I am in an emergency. I am trapped and want you to get me out.”
By dialing 911, Cordova got his life saved. Without the help, the casualty may have been heavier.
The ECU 911 service is developed by the China National Electronics Import & Export Corp. (CEIEC), integrating the country's emergency response and rescue services into a single platform.
(Soundbite, Spanish) Diego Ripalda, ECU 911 Regional Director
“This has been critical to effective emergency care. The software that we are handling is integral. Since the call is entered, you can know who the user is, where it is located and we can do the management to send the nearest resource where the emergency is being originated.”
It includes police services, video surveillance with thousands of cameras, GPS, geographic information, and a smart analysis of resources, among others.
Currently, there are 16 ECU 911 centers across Ecuador, including two national ones in the capital city of Quito and Guayaquil, its most populous city.

“Since the beginning of this project, to mark a milestone, the contribution of Chinese companies, in this case CEIEC, has been important. We have great technological contingent, great capacity of our servers, and support and contingency at the electrical and telecommunications levels.”
The center in Quito alone receives an average of 3,000 emergency calls per day, and its latest generation technology is now considered a standard in Latin America.
It even enables three-way calling to better attend to emergencies reported by non-spanish speakers who need a translator.

“The project started in 2011. I witnessed its whole building process in the past 6 years. … Since it went into operation, receiving more and more emergency calls, the local security situation has improved a lot.”
It is the best integrated security system in all of Latin America, Ecuadorian President Rafael Correa has noted, adding that Ecuador is an increasingly safer country, in large part due to the drop in crime since the system was put in place.
