Brazil drivers protest ride-sharing regulations
(30 Oct 2017) Drivers for Uber snarled traffic in several Brazilian cities on Monday with go-slow parades to protest a bill aimed at regulating ride-sharing apps that critics say would make the services unviable.
Around 1,500 cars wound through the streets of Sao Paulo for three hours, according to organisers.
Drivers honked their horns and flashed their hazard lights, occasionally pulling over to stand on top of their cars and draw more attention to their cause.
In Brasilia, the capital, Uber drivers arrived in front of Congress, promising to hold a vigil overnight.
Taxi drivers were also expected to stage a protest there.
The lower house of Congress has passed a bill that would require municipal governments to regulate ride-sharing apps like Uber, including charging new taxes, requiring insurance for passengers and pension benefits for drivers, and implementing increased oversight of drivers and their cars.
The Senate is expected to take up the bill Tuesday.
Brazilian cab drivers have pushed for the measures, complaining that Uber and similar companies can undercut taxi rates because they don't face the same regulation.
But drivers for ride-sharing apps and some lawmakers say that the proposed regulation would be so onerous as to put the services out of business and rob perhaps hundreds of thousands of Brazilians of work as drivers.

BRAZIL: TRAFFIC CHAOS & ACCIDENTS REACH CRISIS POINT

Traffic chaos and accidents in Brazil have reached crisis point due to a lack of traffic planning.
Statistics reveal that 25-thousand people are killed in some 55-thousand traffic related accidents in this South American nation each year.
Main roads provide the most hazardous trap as pedestrian crossings are few and far between.
Lack of well-organised traffic systems are being blamed for the deaths of 2-thousand 839 pedestrians last year in Brazil's second largest city, Rio de Janeiro.
Careless driving and a lack of care by pedestrians also add to the high fatalities.
The dangers are even greater for the elderly.

There are more than 972-thousand cars, 19-thousand taxis and 7-thousand buses in Rio alone - causing severe congestion in the city.
Some people do act accordingly.

But it is not just the motorists who are at fault. Many pedestrians insist on dodging the traffic, risking their own lives and those of others.

A: I was so consumed by my own thoughts that I was paying no attention, but I did make sure there was no car coming. As a driver, I know I did it illegally -- I should not do so.

The high rate of accidents on Rio's streets has been compounded by limited investments in the city's transport infrastructure.
A total of one (m) million 300-thousand cars use Rio's streets every day. As in many cities around the world, every one is in a hurry to get somewhere.

Government security programmes are being developed, but there is much work still to be done in order to safeguard pedestrians and motorists alike.
An established high way code, improvement of the traffic infrastructure and tougher fines are priorities.
Colonel Paulo Afonso Cunha, responsible for Rio state's traffic, says the problem was getting worse and called for cooperation from the general public.
SOUNDBITE: ( Portuguese): A team work - which we are trying - education of the population about traffic, transit engineering and fiscalisation of the traffic flow are all being worked on. An integrated effort of these three factors will decrease the consequences and will improve the quality of life.

In Sao Paulo, Brazil's largest city, the problem is just as bad. Approximately 22- hundred pedestrians were killed on the roads last year.
Sao Paulo's authorities are, however, doing their best to combat the problems.
Accidents involving pedestrians fell by ten per cent in the first six months of 1997.

Brazil: Driver detained after car rams Temer’s presidential palace gates
A driver rammed his car into the gates of Brazilian President Michel Temer's presidential residence, Alvorada Palace in Brasilia on Wednesday night. Access to the area was closed following the incident.
Temer was not inside the building at the time. Guards opened fire on the vehicle when it refused to stop. The driver, reportedly a minor, was detained.
SOT, Claudio Silva, Brasilia resident (Portuguese): I think we should worry because in a country like ours without safety its difficult to think it might not be a terrorist attack or moved for a political issue. Brazil is going through a very difficult phase, and this type of thing creates so panic on us.
