FRANCE: FARMERS PROTEST AGAINST EU FARM REFORMS

French farmers were distributing leaflets at motorway toll booths on Tuesday, in an effort to highlight European Union cuts which they say will threaten food quality in Europe.
The reforms, announced last week, are set to cut subsidies by up to 30 percent.
The plan is to cut minimum support prices for beef across the 15-nation E-U in preparation for its expansion.
A group of French farmers surrounded the toll of the motorway of Saint Arnoult, in Yvelines, on Tuesday handing out leaflets to car drivers in protest against an E-U package.
According to the farmers, the leaflet operation is to catch consumers' attention on dangers that threaten food quality in Europe and France.
The proposals would particularly hurt cereal farmers and cattle breeders who rear cattle on natural pastures rather than processed animal feed.
Under the Agenda 2000 proposals, the Commission plans to cut minimum support prices for beef across the 15-nation E-U as part of an effort to liberalise the 30-year-old Common Agricultural Policy (C-A-P).
Jacques Santer, the European Commission President, announced details of the farm reforms last week, they are set to include cuts of up to 30 percent in subsidised support prices from the year 2000.
Its all part of the preparation for E-U expansion.

E-U ministers are heading for tough and probably lengthy negotiations over the farm reforms, which also call for cuts in grain and dairy subsidies.
It is the second overhaul since 1992 of the controversial CAP, which eats up about 50 billion (U-S) dollars, or half the E-U budget each year, in subsidies.
