STORYLINE:
Voters in Moscow and the far eastern Kuril Islands began casting their votes in Russia's presidential election on Sunday.
Vladimir Putin appears all but certain to return to the Kremlin.
We hope that our life will improve on Kunashir (island), this is what I voted for, said Mikhail Kozhem, after casting his ballot.
If Putin does secure victory, he will find himself in charge of a country far more willing to challenge him.
An unprecedented wave of massive protests showed a substantial portion of the population was fed up with the political entrenchment engineered by him since he first became president in 2000, and police are already preparing for the possibility of post-election unrest in the capital Moscow.
According to the most recent survey by the independent Levada Center polling agency, Putin is on track to win the election with around two-thirds of the vote against four challengers - enough to bolster his irritable denunciations of the protesters as a small, coddled minority.
Whether Sunday's vote is seen as honest is likely to be key; a count without reports of wide violations could deprive demonstrators of a galvanising issue.
Along with the OSCE (Organisation for Security and Co-operation in Europe) mission, tens of thousands of Russians have volunteered to be election observers, receiving training for activist groups on how to recognise vote-rigging and record and report violations.
In his past four years as prime minister - a sojourn he took because of a constitutional limit of two consecutive presidential terms - the steely Putin remained Russia's dominant political figure, overshadowing mild-mannered successor Dmitry Medvedev, who spoke often of reforms but accomplished little.
Putin has promised to appoint Medvedev prime minister if he wins the presidency in order to pursue his reform ideas, but many regard Medvedev as lacking the hard-edge political skills to be an effective reformer.
None of the other candidates have been able to marshal a serious challenge to Putin.
The Communist Party candidate, Gennady Zyuganov, gets support of about 15 percent, according to the Levada center survey, which claimed accuracy within 3.4 percentage points.
The others - nationalist firebrand Vladimir Zhirinovsky, Sergei Mironov of A Just Russia and billionaire Mikhail Prokhorov - were in single digits.

We are all students but we will soon finish our studies and will begin our future lives, hopefully bringing benefit to the Kuril Islands. Our question is, how will our islands develop and will we be able to have decent lives, decent professional lives there? And how will the Japanese problem be resolved?

QUESTION: The issue of handing the islands, the Southern Kuril Islands, back to Japan.
VLADIMIR PUTIN: First of all, regarding the Far Easts development, we have a targeted federal programme for developing the Far East and there are no plans to end it.
As you know, at my instruction and the Prime Ministers instruction, a group of government ministers recently visited the Far East and drew up the outlines for developing the region and set the priority areas for federal funding allocated to the region. All of these programmes will be carried out. This I can guarantee.
We understand all the problems the Far East faces. They include movement of people, high prices for air and rail travel and so on, and the decline in population. All of these issues are not easy to resolve in todays conditions. But we will concentrate our efforts and our financial resources on tackling these problems.
I very much hope therefore that you and your friends and everyone who lives, studies and works in the Far East will have every opportunity to make use of your knowledge and your strength in your own region, in the place where you live, study and work.
Regarding the negotiation process with Japan over the four Kuril Islands, they are Russian sovereign territory and this is fixed in international law. This is one of the results of World War II. We have nothing to discuss on this particular point. Based on this position, we are ready to negotiate and we are negotiating. We would like to settle all points of dispute with our neighbours, including with Japan, a country with whom we have good-neighbourly relations. Our relations with Japan are growing stronger with every passing year. Both Russia and Japan have objective reasons for developing our economic, cultural and business ties and cooperating in a whole range of areas.
The issue you have raised is, of course, a very sensitive matter both for Japan and for Russia. I hope and am really convinced that if we show good will, and Russia does have this good will, we will always be able to find a solution that suits both parties, a solution that will benefit the people living on these islands and benefit the peoples of Russia and Japan. If we show that we are willing to accommodate each other we can find a solution.

The earthquake is often referred to in Japan as the Great East Japan Earthquake (東日本大震災, Higashi nihon daishinsai) and is also known as the 2011 Tōhoku earthquake, the Great Sendai Earthquake, the Great Tōhoku Earthquake, and the 3.11 earthquake.
It was the most powerful earthquake ever recorded in Japan, and the fourth most powerful earthquake in the world since modern record-keeping began in 1900.
The earthquake triggered powerful tsunami waves that may have reached heights of up to 40.5 metres (133 ft) in Miyako in Tōhoku's Iwate Prefecture, and which, in the Sendai area, traveled up to 10 km (6 mi) inland.The earthquake moved Honshu (the main island of Japan) 2.4 m (8 ft) east, shifted the Earth on its axis by estimates of between 10 cm (4 in) and 25 cm (10 in), increased earth's rotational speed by 1.8 µs per day, and generated infrasound waves detected in perturbations of the low-orbiting GOCE satellite.
Initially, the earthquake caused sinking of part of Honshu's Pacific coast by up to roughly a metre, but after about three years, the coast rose back and kept on rising to exceed its original height.The tsunami swept the Japanese mainland and killed over ten thousand people, mainly through drowning, though blunt trauma also caused many deaths. The latest report from the Japanese National Police Agency report confirms 15,897 deaths, 6,157 injured, and 2,533 people missing across twenty prefectures, and a report from 2015 indicated 228,863 people were still living away from their home in either temporary housing or due to permanent relocation.A report by the National Police Agency of Japan on 10 September 2018 listed 121,778 buildings as total collapsed, with a further 280,926 buildings half collapsed, and another 699,180 buildings partially damaged. It was the most powerful earthquake ever recorded in Japan, and the fourth most powerful earthquake in the world since modern record-keeping began in 1900.
The earthquake triggered powerful tsunami waves that may have reached heights of up to 40.5 metres (133 ft) in Miyako in Tōhoku's Iwate Prefecture, and which, in the Sendai area, traveled at 435 mph for up to 10 km (6 mi) inland. Residents of Sendai had only eight to ten minutes warning, and more than 19,000 were killed, many at the more than a hundred evacuation sites that washed away.The earthquake moved Honshu (the main island of Japan) 2.4 m (8 ft) east, shifted the Earth on its axis by estimates of between 10 cm (4 in) and 25 cm (10 in), increased earth's rotational speed by 1.8 µs per day, and generated infrasound waves detected in perturbations of the low-orbiting GOCE satellite.
Initially, the earthquake caused sinking of part of Honshu's Pacific coast by up to roughly a metre, but after about three years, the coast rose back and kept on rising to exceed its original height.The tsunami swept the Japanese mainland and killed over ten thousand people, mainly through drowning, though blunt trauma also caused many deaths. The latest report from the Japanese National Police Agency report confirms 15,897 deaths, 6,157 injured, and 2,533 people missing across twenty prefectures, and a report from 2015 indicated 228,863 people were still living away from their home in either temporary housing or due to permanent relocation.A report by the National Police Agency of Japan on 10 September 2018 listed 121,778 buildings as total collapsed, with a further 280,926 buildings half collapsed, and another 699,180 buildings partially damaged.
