Blue Lake Rancheria, a Native American reservation in Northern California, and Humboldt State University's Schatz Energy Research Center have partnered with Siemens to build a low-carbon community microgrid to power the government offices, economic enterprises, and critical Red Cross safety shelter-in-place facilities across 100 acres. The microgrid, funded in part through a $5 million grant from the California Energy Commission's Electric Program Investment Charge (EPIC) program, will be powered by a 0.5 MW solar photovoltaic installation, 950 kWh battery storage system, a biomass fuel cell system, and diesel generators. Operators will manage and control these energy resources with Siemens Spectrum Power Microgrid Management System (SP MGMS) software. The microgrid will allow the reservation to operate independently of the power grid in coordination with local utility Pacific Gas & Electric. This project constitutes the largest solar array in Humboldt County, California and is estimated to reduce 150 tons of carbon per year.

Blue Lake Rancheria Becomes Hub for Services in Humboldt County During Public Safety Power Shut Off
Nestled in the heart of the redwoods along the stunning Northern California coast in Humboldt County, sits our small Native American tribe that’s setting the precedent for energy independence and resilience. Over the years, the Blue Lake Rancheria (BLR) has taken steps to invest in green energy initiatives to reduce our carbon footprint and strengthen the tribe’s emergency preparedness planning. And the need for this new green technology has demonstrated to be crucial.
The month of October proved to be challenging for Northern California, after PG&E cut power twice to help mitigate wildfires. The tribe was in the scope of areas affected by the outage, yet our planning for the blackout was dramatically different than most businesses and residents, because we knew we would be able to keep the lights on. The tribe’s community scale micro-grid was able to disconnect from the main grid, and “island”, providing emergency backup power to its 6-building campus, including the Rancheria’s restaurants, hotel, casino, and government offices. We quickly became a hub of services for residents scrambling for shelter, fuel, ice, and supplies.
In fact, our county government credited us for saving lives, after the tribe reserved rooms at the hotel for people with critical medical conditions who needed power to stay alive. Also, two local papers set up shop in conference rooms so they could make print and get vital information out to the public. And the Rancheria opened a community resource center, a place family could go to stay warm - kids could do their homework, and people could charge their electronic devices.
The tribe’s backup system allowed the Rancheria’s gas station to remain in operation, one of the few that was open during the outage. At times the line for fuel was up to an hour long. The Rancheria prioritized first responders for fuel, and even supplied reserves to organizations in immediate needs, including the Mad River Hatchery that needed diesel to power its facility to keep the fish alive.
Schatz Research Lab at Humboldt State University designed the tribe’s solar-powered micro-grid, which allows us to disconnect to the main grid and run off of Tesla battery storage system when needed. The micro-grid provides power on a daily basis in a business as usual (non-emergency) operations, and is used to reduce greenhouse gases and the cost of electricity. The tribe saves $200,000 in annual energy costs and reduces its carbon footprint by almost 200 tons each year. In situations where the regional grid is down, the micro-grid seamlessly islands from that grid and forms an independent electrical grid that can generate power.
The micro-grid is only one puzzle piece in a larger effort the Rancheria is leading when it comes to energy sovereignty, and nurturing the land that we are committed to caring for. Soon, a second micro grid will be deployed at our convenience store and gas station that will be a model community across California can look to. Also, there are plans to expand our green commute program with more electric vehicle charging stations, and electric buses for our transit system.
Blue Lake Rancheria is leading in climate action, with an aggressive timeline to have zero net carbon emissions by 2030.. The tribe has migrated its government fleet to electric vehicles, installed EV charging stations, and we are exploring EV transit buses to serve part or all of its public transportation services.

Blue Lake Rancheria Tribal Police Cross Deputized
The Blue Lake Rancheria (BLR) has entered into a cross-deputization agreement with the Humboldt County Sheriff’s Office. Now, tribal peace officers have the power to enforce California law on and off tribal lands.
“It’s nice that we’re cross-deputized, as well as us having our federal commissioning, because anytime we handle a situation, there’s a lot of different ways we can handle it,” BLR Police Chief Justin Gill said.
“We can handle it in tribal court, we can handle it in state court, or we can handle it in federal court.”
Prior to the arrangement, BLR police could enforce a limited number of specific federal offenses but not state law. In the state of California, Public Law 280 gives the sheriff the authority to enforce state criminal law on tribal land.
Before the agreement was executed, “To have any state crime or state case go before the court, a Humboldt County sheriff’s deputy would have to come out and take that case over for us, and file it through the state court system,” Gill said.
“Or we would file the case through the federal court system based on our special commissioning with the BIA.”
Prior to execution of the cross-deputization agreement, this limited policing services the tribe was able to provide.
“Now we have the ability to file those cases in the state court system, which we wouldn’t be able to do without the deputization agreement,” Gill said.
BLR has found that crime that occurs on the Rancheria involving guests is more effectively handled through California courts rather than federal courts; while cases that are culturally sensitive are better handled in tribal court.
“If there’s something that is culturally sensitive, that would make sense to go through our tribal court process, “Gill said.
The deputization agreement strengthens the relationship between the tribe and the Humboldt County Sheriff’s Office, allowing for better patrol coverage, and improving public safety on the Rancheria, and surrounding area.
“We are working together to solve crime trends, and we are partners in everything,” Sheriff William Honsal said.
“We are sharing information, we are doing crime prevention together, we are putting together task forces, and that kind of stuff to deal with those problems.”
The agreement allows law enforcement officers to cross county and tribal jurisdictions to investigate criminal cases together.
“So by having the deputization agreement, we can work together, so a tribal officer who is cross-deputized can back up a deputy sheriff and vice versa,” Honsal said.
The Humboldt County Sheriff’s Office supervises tribal officers during the course of investigating state crimes. Deputized tribal officers are distinctively recognized by wearing a deputy sheriff badge and one Humboldt County Sheriff’s Office shoulder patch.
To be deputized, tribal peace officers are required to complete a 720-hour training program with the Humboldt County Sheriff’s Office.
“The native populations of Humboldt County, are the Native American tribes,” Honsal said.
“To recognize that, and to work together, and respect the tribe’s values and traditions, and working with them to solve some of the community problems… it really is essential trying to have that positive relationship and that respect, that mutual respect.”
The Blue Lake Rancheria is the third tribe in in Humboldt County to be cross-deputized, joining the Yurok and Hoopa tribe.

Blue Lake Rancheria Recognized for Supporting National Guard Members
Evie Valk juggles her full-time job as an officer for the Blue Lake Tribal Police Department, and her call for duty as a sergeant in the California Army National Guard.
Often, Valk is called for emergency deployment with little notice.
“We have a 24-hour notice and we have to show up, and be ready to work for who knows how long,” Valk said.
“And that does take a supportive employer. For the Rancheria, alongside Police Chief Justin Gill, being able to facilitate this is helpful, and not having to worry about, am I coming back to a job.”
To show appreciation, the Blue Lake Rancheria Police Department was recognized by the Department of Defense's 'Employer Support of the Guard and Reserve' program.
The award recognizes employers who support National Guard members, who are often called away from their civilian jobs, to help assist the guard during emergencies and natural disasters for weeks at a time.
“Officer Valk is definitely an asset to our department and we value her commitment to the National Guard,” Chief Justin Gill said.
“The skills and training Officer Valk receives from the National Guard also helps her in her role as police officer and leader.”
In this case, BLR Police Department, and Police Chief Justin Gill, were honored for their support in Officer Evie Valk's deployment to assist in the deadly November 2018 Camp Fire, that destroyed 153,336 acres in Butte County, California.
“I am Extremely grateful. I do have soldiers in the unit who have issues with their employer, even on drill weekends. They’re upset that they’re leaving,” Valk said.
“For Chief Gill to allow me to not have that stress, and just deal with the missions at hand, I am very grateful to him for that, and the Rancheria. Thank you so much for supporting me in fulfilling my duty with the guard.”
Evie’s unit was activated to help Butte County with their animal rescue effort, and helped deliver 340 tons of animal feed, hay, and several pallets of water.
During her two-week deployment, Valk’s unit responded to 290 service calls throughout Butte County, interacting with six different municipalities.
Valk was headquartered out of Oroville, and conducted convoys to Paradise, Stirling City, Magalia, and Concow.
Employer Support of the Guard and Reserve (ESGR) is a Department of Defense program that develops and promotes supportive work environments for Service members.
“We fully support Officer Valk and the commitment to the National Guard and her strong commitment to helping others,” Chief Gill said.
“We will continue to do everything we can to support Officer Valk in her National Guard trainings and deployments.”

ABANDONED Hotel Casino in Near Perfect Condition - EVERYTHING LEFT UNTOUCHED FOR YEARS
Abandoned Hotel Casino Resort in Near Perfect Condition (No Vandalism)
During this weeks Urban Exploration, we will be exploring an Abandoned Hotel. This Hotel Tower is currently connected to a nearly abandoned casino. The Casino closed their biggest hotel tower with nearly 500 rooms in 2011. Since then this Abandoned Hotel Resort has been left untouched.
While exploring this abandoned hotel we came across numerous items you do not normally find in abandoned places. For example, we found items from the casino suggesting that the casino may become an abandoned casino quite soon.
If you choose to come here and Urbex/Urban Explore please leave it the way you found it. This abandoned resort is in great condition and it would be a shame to see it get destroyed.

Had most of the things I like in a hotel/motel; fridge, microwave, comfy bed, full-length mirror. The location can't be beaten for the money. Walking distance to everything; casinos, heavenly, shops, restaurants. Breakfast was not impressive though.
