Cherokee Pay Raise Concerns
CHEROKEE, N.C. -- Some members of the Eastern Band of Cherokee are challenging pay raises totaling nearly $1 million that tribal council members gave themselves.
Tribal council voted on the raises in October. They amount to around $10,000 for each council member. A group called The Eastern Band of Cherokee Indians for Justice and Accountability says the raises violate Cherokee code.
The code says raises are supposed to go into effect when the next council is seated. In this case, that happens later this Fall.
They think that they're worth more than they're getting paid, says Jody Taylor.
We need to tell them that we're going to take our power back and hopefully elect new council members that will work for the people, says Amy Walker.
Walker questions why former council members also got raises. She and other enrolled members have filed a complaint through an Asheville law firm, which calls the raises a blatant illegal government act. It demands the nearly one million dollars to be returned and used for health and elder services.
Walker says Tribal Council is supposed to take direction from Cherokee enrolled members.
They've moved totally away from that ancestry about who we are and our people are really upset about this one issue.
The plaintiffs want Tribal Council members to rescind the raises at their next meeting May 7.
Chief Michell Hicks says until he has more time to look at the complaint, he has no comment.

U.S. 52 Improvement Project
Traffic in downtown Winston-Salem is flowing more smoothly, following the completion of major improvements to U.S. 52. The N.C. Department of Transportation project will improve safety, reduce traffic congestion and help motorists get where they need to go more efficiently.
Work began in June 2011 on the project to streamline and repave one-half mile of U.S. 52 from U.S. 421/Business 40 to Akron Drive, as well as part of Martin Luther King Jr. Drive. The $13.1 million project included the following:
· Removing the Greyhound Court bridge over U.S. 52;
· Removing all the ramps at the Third, Fourth and Fifth Street interchange;
· Constructing a new ramp from Martin Luther King Jr. Drive onto U.S. 52 South;
· Realigning Leo Street to intersect with Sheraton Street instead of the U.S. 52 off ramp; and
· Improving the ramps on Martin Luther King Jr. Drive at U.S. 421/Business 40, as well as upgrading the traffic signals, installing traffic islands, and replacing the curb and gutters.
Built in the 1960s, U.S. 52 has far outlived its expected lifespan and was simply not designed to carry today's heavy traffic. The improvement project will strengthen the state's transportation infrastructure and provide motorists in the rapidly growing area with better access to education, employment and healthcare.
The improvements will not only benefit motorists now, but they will also help prepare the city for the Business 40 Improvement Project, which will modernize and upgrade U.S. 421/Business 40 in downtown Winston-Salem. During the project, much of the traffic on U.S. 421/Business 40 will be detoured onto U.S. 52.

Cherokee Tri-Council Meeting Underway in Cleveland
Three Cherokee tribes are gathering at their ancestral council grounds for the first time since 1838.
Leaders of the three federally recognized Cherokee tribes - Eastern Band of Cherokee Indians, Cherokee Nation - and United Keetoowah Band of Cherokee Indians - are holding their annual council meeting at Red Clay State Historic Park this weekend.
To have them here, the entire nation to come back as one people, it's very moving, says Park Manager Erin Medley.
The Cherokee started holding tri-council annual meetings three years ago, but this is the first time all three tribes are returning, as one.
We're bringing the Cherokee culture back to this area, and we've come full circle. We have all three nations here, so it's just overwhelming to be part of this, says a representative of the Eastern Band of Cherokee, Rick Bird.
After the Cherokee removal in 1838, all of the structures at Red Clay were torn down. Friday, replicas of a farmhouse, council house, and sleeping huts are featured on the property.
During planning for this weekend, the park added a new feature to honor the Cherokee.
It's very moving. It gives me chills. We did the flag raising ceremony. Our friends of Red Clay actually bought a flag pole so we could raise it. For the first time, the Keetoowah flag is flying here. I'm honored to be part of this, says Medley.
While today's activities included the Council meeting and educational programs, the festivities will continue through the weekend.
We'll have traditional dancing, a team will play stick-ball, flute music, story telling, and singing songs in the language, says Bird.
Those festivities will continue Saturday and Sunday starting at 10 a.m. and concluding at 5 p.m. both days. The event is free and open to everyone, but they do ask each car makes a $5 donation.

Multiple Emergency Transportation Projects for the Eastern Band of Cherokee Indians
In early 2013, unusually severe rain events throughout western North Carolina and the Smoky Mountain range led to significant erosion and subsequent slope failures affecting a large number of federal, state and local roads. The Eastern Band of the Cherokee Indians (EBCI) Cherokee Department of Transportation (CDOT) selected KCI to evaluate and design emergency repairs for several affected sites. Our firm’s multi-disciplinary team conducted initial site inspections and evaluated the conditions before working with CDOT to prioritize projects based on severity. KCI was originally asked to provide assistance with three slope failures before being assigned additional tasks that eventually grew to 33 projects throughout the 56,000-acre reservation. The project team spanned multiple offices and disciplines to provide the analysis, planning, design and construction management needed to meet the client’s expectations and develop a long-standing relationship with CDOT.

One Killed, One Injured in Cherokee Wreck
CHEROKEE, N.C. -- One person was killed and another remains in the hospital after a car wreck in Cherokee on Wednesday.
Authorities say Imadeann Sequoyah lost control, crossed the center line and hit a tree Tuesday. It happened on Adams Creek Road just before noon in the Birdtown Community.
Sequoyah was flown to Mission Hospital where she is in fair condition. Her passenger, Mathew Starlin, died after being flown to a Tennessee hospital.
They had to bring two helicopters to fly these people out, Charles Mesteth said who lives near Adams Creek road. Supposedly it was only one car. They hit a tree. They must have been going really really fast. They had to be coming up the hill.
Authorities say speed was a factor in the wreck and charges are pending.
