Cited often as one of Portland’s most appealing elements is its high quality of life. Facets of this include large plots of greenspace, a low cost of living and effective public transportation. Many citizens, however, do not realize the direct connection between Multnomah County’s court systems and our quality of life. On Friday, June 13th, Presiding Judge Dale Koch will demystify the judicial branch by sharing with City Club the role courts play in solving community problems and improving quality of life. A former deputy district attorney for Multnomah County, Judge Koch has served as Chairperson of Oregon’s Family Law Advisory Committee and as an Advisory Committee member of the Tri-County Legal Access Project since 1998. Through the eyes of experience, he will describe county programs that deal with drug and alcohol abuse, family crises, crime and probation and other societal problems, and how these programs impact the quality of life for all who work and live in this community. Judge Koch will also examine challenges caused by shrinking budgets and increasing court demand and take a broader look at the significant changes the criminal justice system has undergone in the past year.

West Linn is a city in Clackamas County, Oregon, United States. Now a southern suburb within the Portland metropolitan area, West Linn has a history of early development, prompted by the opportunity to harvest energy from nearby Willamette Falls. It was named after U.S. Senator Lewis F. Linn of Ste. Genevieve, Missouri, who had advocated the American occupation of Oregon as a counterclaim to the British. As of the 2010 census, the city had a population of 25,109.
Prior to settlement by Oregon pioneers, the area which became known as West Linn was the home of ancestors of some of the present-day Confederated Tribes of the Grand Ronde Community of Oregon.
Major Robert Moore was an early settler arriving in 1839—before the Champoeg Meetings—having been the senior member of the first attempt to create an American state in Oregon, the Peoria Party. Sometime after journeying around the Willamette Valley and Columbia Basin, Moore bought title to approx. on the west side of Willamette Falls, across the Willamette River from Oregon City, from a local Native American chief, on which he platted a town he called Robin's Nest in early 1843. He also filed a provisional claim with the then government of the Oregon Country, not knowing if his transaction would be honored by the eventual governing laws. The Oregon Territorial Legislature voted to rename it Linn City on December 22, 1845 as a memorial to Senator Lewis F. Linn after whom Linn County is also named. Linn was a neighbor and family friend of the Moores from their time as settlers in the early Missouri Territory.
For many years Linn City was a political and commercial rival to the adjacent town of Oregon City, but it suffered a series of natural and man-made setbacks. First Warning MEGA QUAKE Will Destroy The Pacific Northwest
'Long-overdue' MEGA-quake and tsunami would kill 10's of thousands along Pacific Northwest Coast...Shepard Smith and Michio Kaku reports
• Report presented to Oregon legislators warns it is only a matter of time before a large quake strikes off the Pacific Northwest coast of the U.S.
• They warn the region could be left devastated after a natural disaster similar to that which hit Japan in 2011
• Thousands upon thousands will die and countless billions worth of damage could be caused, they warn.
10’s of thousands, or more, could die WHEN - not IF - a monster earthquake and tsunami occur just off the Pacific Northwest coast, researchers told Oregon legislators today.
Coastal towns would be inundated, schools, buildings and bridges would collapse.
These findings were published in a chilling new report by the Oregon Seismic Safety Policy Advisory Commission, a group of more than 150 volunteer experts.
Warning: Experts have warned of a mega-quake and tsunami hitting Washington, Oregon, and California.
They say such a natural disaster is expected and will cause untold damage to the Northwest Pacific coast. Most heavily hit will be the entire coastline from Seattle to San Francisco, and beyond.
In 2011, the Legislature authorized the study of what would happen if a quake and tsunami such as the one that devastated Japan hit the Pacific Northwest.
The Cascadia Subduction Zone, just off the regional coastline, produced a mega-quake in the year 1700.
Seismic experts say another monster quake and tsunami are overdue.
'This earthquake will hit us again,' Kent Yu, an engineer and chairman of the commission, told lawmakers. 'It's just a matter of how soon.'
When it hits, the report says, there will be devastation and death from Northern California to British Columbia.
Many Oregon communities will be left without water, power, heat and telephone service. Gasoline supplies will be disrupted.
The 2011 Japan quake and tsunami were a wake-up call for the Pacific Northwest. Governments have been taking a closer look at whether the region is prepared for something similar and discovering it is not.

Devastation: The damage caused to Japan in the 2011 quake is well-known. Experts say a comparable natural disaster off the northwest coast of the states is 'long overdue'
Oregon legislators requested the study so they could better inform themselves about what needs to be done to prepare and recover from such a giant natural disaster.
The report says that geologically, Oregon and Japan are mirror images. Despite the devastation in Japan, that country was more prepared than Oregon because it had spent billions on technology to reduce the damage, the report says.
Jay Wilson, the commission's vice chairman, visited Japan and said he was profoundly affected as he walked through villages ravaged by the tsunami.
'It was just as if these communities were ghost towns, and for the most part there was nothing left,' said Wilson, who works for the Clackamas County emergency management department.
The Mega quakes of this magnitude, in this region, have occurred historically on average every 240 years, for over 10,000 years.
We are now at 315 years since the last one, decades long overdue!
So, the trillion dollar question is not ‘IF’ but “WHEN’ when will it hit?
Make no mistake America, THIS imminent MEGA-EARTHQUAKE WILL one day AFFECT 10's of MILLIONS....across several states...
While it would be foolish to live in fear of something that (1) cannot be prevented, and (2) has been building up for many decades,
NOW is the time to prepare!
It could happen tomorrow, but it’s also anyone’s guess.... it may not happen for years to come.
That said, here’s what everyone in the western states should do...
Have a family emergency plan and meeting place. Have extra water and food (dried and canned) on hand at all times, a light source with extra batteries, a heat source (some amount of matches/lighters and firewood, and a propane heater with extra fuel canisters would be ideal). Be sure your water heater is earthquake strapped. (A water heater that survives any disaster can be a source of 40-50 gallons of clean drinking water!) Have some type of personal and family protection available. Have first aid kits and warm clothing items and/or blankets, along with some basic small tools accessible in your vehicle and/or garage.

On Friday, March 23 Representatives Larry George (R-Sherwood, District 13) and Greg Macpherson (D-Lake Oswego, District 38) join City Club for a look at the implementation of Ballot Measure 37, and the changes that may lie ahead in land-use law. Measure 37, controversial since it was enacted in 2004, has figured prominently in debates about the rights of property owners versus the public’s right to enforce environmental and other land-use regulations.
The law enacted by the measure allows property owners whose property value is reduced by environmental or other land-use regulations to claim compensation from state or local government. As of February 2007, over 7,000 claims have been filed, covering in excess of 500,000 acres and potentially costing state and local governments tens of millions of dollars.
George and Macpherson will report on the work of the Joint Special Committee in Land Use Fairness — on which they both serve — and will discuss proposals coming out of the Legislature, including Senate Bill 505, which would place a temporary hold on most Measure 37 claims while the Legislature considers amendments to the land-use system.
George has a history of advocating for property rights, including serving as executive director of Oregonians In Action, the nation’s largest property rights organization. In addition, George has served as the president of the Oregon Family Farm Association, a grassroots organization that supports Oregon’s small farmers and ranchers. He is also the former host of the radio programs “Daybreak with Larry George” and “Oregon Crossfire.”
Macpherson has spent the last twenty-five years working as an employee benefits attorney with the firm Stoel Rives LLP. His civic experience includes serving as the chair of the Multnomah County Planning Commission, as a board member for the Lake Oswego School District Foundation, and Trustee for Trillium Family Services.

Although reviled in his home state, Montana businessman and railroad builder A.B. Hammond was regarded as a hero in Oregon upon his completion of the long-awaited Astoria and Columbia River Railroad. This presentation will focus on Hammond’s railroad and lumber enterprises activity in Oregon at the turn-of-the-century and how he turned one of the nation’s worst depressions to his advantage.
Greg Gordon is an assistant professor of Environmental Studies at Gonzaga University, having received his Ph.D. in History from the University of Montana. His latest book, Money Does Grow on Trees: A. B. Hammond and the Age of the Timber Baron, explores the ecological costs of frontier capitalism.

The word Milwaukie is believed to derive from a Potawatomi Indian word meaning fine land or possibly council place (see Wisconsin Historical Society).
