Farewell Address
Presented on December 11, 1992
J. E. (Bud) Clark, Mayor of Portland
Bud Clark entered the race for mayor of Portland in 1984 as a political outsider and tavern owner. To the surprise of most, he won the race in the primary, and gained a second term in the 1988 general election.
Clark's ebullient spirit and accessibility have been a cornerstone of his administration, and earned him a reputation as the people's mayor. He ran for mayor as a neighborhood activist concerned about the lack of citizen access to City Hall. After his election, he applied a consensus approach to politics involving citizens from every sector to get the metropolitan area moving again.
Before leaving office December 31 and passing the baton to the next mayor, Clark will share his observations and feelings while serving the people of Portland for the past eight years. He will discuss why Portland works as a major city when other urban areas are failing, and describe the future course he believes the new mayor and council should set for the city he loves. Clark's first success as mayor was winning tri-county support for an Oregon Convention Center in Portland. Other projects that took hold during his first administration included the 2,000 acre Columbia South Shore industrial area, the North Downtown Development District, and Pioneer Place. In his second term, Clark has focused on crime, jobs, and housing. He directed the Police Bureau to develop a Community Policing Plan to be implemented over five years, and established the Neighborhood Revitalization Program to concentrate housing, employment, job training, and support services in those neighborhoods most affected by crime and physical deterioration.
Clark is on the advisory board of the U.S. Conference of Mayors and has received awards for the Portland Downtown Plan, RiverPlace, and outstanding leadership in the arts.

Look Back: United Nations DPI NGO Conference Coming to SLC
Salt Lake City has been selected to host the 68th United Nations Department of Public Information NGO (UN DPI/NGO) Conference in August of 2019. The annual conference attracts 2,000-4,000 representatives from over 300 non-governmental organizations representing more than 80 countries. Each Conference focuses on a different UN topic of interest related to the work of civil society and NGOs.
The Conference is traditionally held at UN Headquarters, but has recently been hosted by global cities, including Melbourne, Australia; Paris; Mexico City; and Bonn, Germany. The 2019 Conference in Salt Lake City will be the first time the event is held in the United States outside of New York. This will be the largest international event Salt Lake City has hosted since the 2002 Olympics.
Here's a look back on the announcement featuring Salt Lake City Mayor Jackie Biskupski, Salt Lake City Council Chair Erin Mendenhall, Utah State and United Nations leaders. To learn more, visit

ADDRESSING OUR CONSTITUTIONAL RIGHTS BEFORE ATLANTA CITY HALL
CLICK THIS MARK 1:21:01
On July 16, 2012 I went before the City of Atlanta Council to address deprivations that I and countless citizens had been subjected to over the previous months. The primary objective for making this speech was to inform the public servants of the habitual violations of our unalienable and constitutional rights, for the purpose of invoking our Fourteenth Amendment rights to equal protection of the law, and to compel them formally investigate the crimes that were being willfully committed by the employees of the Atlanta Police Department and the Atlanta Downtown Improvement District.
Due to the purpose and principles which led to the foundation of this Country, We the People are the superior sovereign of this land and are entitled to control and/or amend the egregious actions of our public servants. contradictory to the popular belief. This fact has been protected under endless congressional debates, i.e. The Civil Rights Act of 1866, and have been upheld by the United States Supreme Court cases such as below:
In our system, while sovereign powers are delegated to the agencies of government, sovereignty itself remains with the people, by whom and for whom all government exists and acts. Yick Wo v. Hopkins, 6 S.Ct. 1064, 118 U.S. 356, 30 L.Ed. 220, (U.S.Cal.1886)
Under the Constitution we see the people acting as sovereigns of the whole country; and in the language of sovereignty, establishing a constitution by which it was their will that the state governments should be bound, and to which the state constitutions should be made to conform. Chisholm v. Georgia, 2 U.S. 419, 2 Dall. 419, 1 L.Ed. 440, (U.S.Ga.1793)
As a result of exposing the criminal acts of the Woodruff Park Attendants of ADID and the City of Atlanta police in my other posts, both judicially and legislatively, the deprivations I've shown in the other videos have ceased entirely. Unfortunately, contradictory to the proper administration of justice, the individuals responsible for subjecting the citizens to the deprivation of their constitutional rights, while committing multiple state and federal crimes in the process, have not been fired, arrested and/or prosecuted to date.
