It is our pleasure to announce an exciting new venture in the West Valley. The Tohono O’odham Nation, in conjunction with our gaming enterprise, plans to construct an unparalleled resort and casino near Glendale, Arizona. The new West Valley Resort at Northern Avenue is predicated on federal and state law and will provide a major, sustained economic boost to local communities and the state of Arizona.
This unique endeavor will be located on property adjacent to Northern Avenue and 95th Avenue, and is in line with guidelines set out in the corresponding federal law. It will be a full-scale, first-class resort and casino that includes amenities such as a spa, convention and meeting rooms, an event center, retail space, restaurants and bars.
We have conducted extensive due diligence, including in-depth research on the broad impacts this project will have throughout the region. The results are resounding and positive effects will be felt in nearly every corner. The construction of the facility will create thousands of construction jobs and more than 3,000 permanent jobs will be created for day-to-day operations once it opens. State and local governments at all levels will be bolstered through tax revenues and revenue sharing policies. Finally, the addition of a new casino will increase total gaming revenue in the market.

LBN’s Bob Donley reports that an ongoing legal squabble between the Arizona Department of Gaming and the Tohono O’odham Nation, who plan to operate the casino, has put the squeeze on prospective casino employees. They will receive letters from the department that they could lose their gaming licenses if they go to work at the casino.

Tohono O’odham Nation Chairman Ned Norris was the first official to sign the I-beam that will be added to the steel framework for the interim gaming facility. The event held on Thursday, March 12, 2015 marked a milestone in the West Valley Resort’s construction.

This morning, hundreds of people from the Tohono O’odham Nation and dignitaries from across the West Valley gathered at the West Valley Resort construction site for the “topping off” ceremony, marking a major milestone in construction as final steel beam is added to the framework of the interim gaming facility.
Construction of the West Valley Resort is moving forward rapidly, with millions of dollars already invested in site preparation, concrete, and steelwork. More than four dozen companies have been retained for construction of the interim facility, with 1,300 workers contracted for the project that is set to be completed in the fourth quarter of 2015.
Once completed, more than 500 new, permanent jobs will be created in the community to operate the interim facility. It will feature 1,089 slots, food court, bar, and rewards center, and will include a 1,100 space surface parking lot. While this facility is operating, construction of the $400 million project will continue, including the gaming facility and all of the resort amenities that go with it.
Tohono O’odham Chairman Ned Norris, Jr. said, “More than any one building, it is our commitment to a brighter future for the Nation and the West Valley that we are celebrating today. We are determined to see this project through to completion and continue making a real difference in people’s lives.”
Tohono O’odham Gaming Enterprise CEO Andy Asselin said, “All of us are incredibly proud of the work that has been done so far by the entire construction team, especially the workers. We’re excited to be creating jobs here in the community and we are moving quickly to complete the construction.”
The Tohono O’odham Gaming Enterprise is an entity of the Tohono O’odham Nation, a federally recognized Indian tribe, with existing reservation lands in Maricopa County, Pinal County, and Pima County, Arizona. The West Valley Resort is located at 95th and Northern avenues on lands that were taken into trust by the federal government and it will generate thousands of new jobs and more than $300 million in annual economic impact. Some background…
In the building construction, “topping out” or “topping off” is a builders’ rite traditionally held when the last beam is placed atop a structure during construction. A modern interpretation of “topping off”, allows for a great public relations event.
The practice of topping out a new building can be traced to the ancient Scandinavian religious rite of placing a tree atop a new building to appease the tree-dwelling spirits displaced in its construction. Long an important component of timber frame building, it migrated initially to England and Northern Europe, thence to the Americas.
A tree or leafy branch is placed on the topmost wood or iron beam, often with flags and streamers tied to it. A toast is usually drunk and sometimes workers are treated to a meal. After the welcome and speakers were finished, lunch was provided at the Glendale Renaissance Hotel.
In some cases a “topping out” event is held at an intermediate point, such as when the roof is dried in.
The practice remains common in the United Kingdom, Germany, Austria, Iceland, Czech Republic, Slovakia, Poland, and the United States, where the last beam of a skyscraper is painted white and signed by all the workers involved. In this case, Thursday’s event for the interim facility gaming facility honored guests and dignitaries and members of the audience signed the white beam.
